Have You Lived Before This Life? published. (CofS)

The solid citizens of East Grinstead read a report in the "Courier," about a book written by the local Dr. Hubbard entitled, "Have You Lived Before This Life?"

Much interest is aroused concerning this eccentric American and his steady stream of followers. Also talked about locally were the strange "security checks" made on members of the staff and the servants. This involved the use of the e-meter which the residents thought some sinister device.

Hubbard's success was now interesting the FBI who had prior to this time dismissed him as a mental case. He became the only American owner of a country house in England to be kept under surveillance. File No. 244-210-B. (The Roots of Scientology)

1960, 24.4.

To some extent, the FBI's interest in Hubbard was a situation of his own making, for the frequently intemperate bulletins and policy letters which flowed from Saint Hill in an endless stream for distribution to Scientologists around the world were bound to generate the attention of J. Edgar Hoover's staff. On 24 April 1960, for example, Hubbard issued a bulletin to US franchise holders asking them to do everything in their power to deny the presidency to 'a person named Richard M. Nixon'. 

He claimed that after an innocent reference to Nixon in a Scientology magazine, two armed secret service agents, acting on Nixon's orders, had threatened staff on duty at the founding church in Washington: 'Hulking over desks, shouting violently, they stated that they daily had to make such calls on "lots of people" to prevent Nixon's name from being used in ways Nixon disliked... They said Nixon believed in nothing the Founding Church of Scientology stood for...

'We want clean hands in public office in the United States. Let's begin by doggedly denying Nixon the presidency no matter what his Secret Service tries to do to us now.. . He hates us and has used what police force was available to him to say so. So please get busy on it...' (Miller: "Bare-faced Messiah", pg. 141) 

Miscavige: The war escalated to a whole new level when Watergate villain Richard Nixon entered the White House. ...In 1960 LRH wrote to all Scientologists with a very farsighted announcement in HCO Bulletin of April 24 1960. In this HCOB, LRH related the story of how Nixon, while Vice-President, sent several of his secret service agents into the DC org to rough up the girls on duty, all because LRH had once quoted Nixon.

At the time this bulletin was written, Nixon was running for the office of president. You can see the issue on the screen, entitled: Concerning the Campaign for Presidency.

LRH concluded by stating: "It is my hope you'll vote and make your friends vote. But please don't vote for Nixon. Even his own secret service agents assure us he stands for nothing we do." - LRH (David Miscavige's IAS speech, 8 October 1993)

1960, June

An HCO Bulletin in June promulgated the 'Special Zone Plan - The Scientologists Role in Life', in which Hubbard explained how Scientologists could exert influence in politics. 'Don't bother to get elected,' he wrote. 'Get a job on the secretarial staff or the bodyguard.' In this way positioned close to the seat of power, he argued, Scientology would be advantageously situated to transform an organization. 'If we were revolutionaries,' he added, 'this HCO Bulletin would be a very dangerous document.' 

In August, the 'Special Zone Plan' was absorbed into a new 'Department of Government Affairs' made necessary, Hubbard gravely explained, because of the amount of time senior Scientology executives were having to devote to governmental affairs, as governments around the world disintegrated under the threat of atomic war and Communism. 'The goal of the Department', he wrote 'is to bring government and hostile philosophies or societies into a state of complete compliance with the goals of Scientology. This is done by high-level ability to control and in its absence by a low-level ability to overwhelm. Introvert such agencies. Control such agencies.'  

Returning to a familiar theme, Hubbard urged his followers to defend Scientology by attacking its opponents: 'If attacked on some vulnerable point by anyone or anything or any organization, always find or manufacture enough threat against them to cause them to sue for peace... Don't ever defend, always attack. Don't ever do nothing. Unexpected attacks in the rear of the enemy's front ranks work best .' (Miller: "Bare-faced Messiah", pg. 141)

1960, 22.11.

T. J. Stander, who has played the leading role in the South African extravaganza, began preparing for the pageant as far back as 1960. On November 22 of that year, he wrote a letter to the Group for the Advancement of Psychiatry in New York, asking that organization what steps they had taken against Scientology, explaining that "in terms of existing legislation in South Africa, no steps can be taken to debar Scientologists from practicing, although we are worried in the extreme about the activities of this body". Stander's signature identified him as organizing secretary of the S.A. National Council for Mental Health. 

Identical letters were sent to the Philippine Mental Health Association; the National Association for Mental Health (UK); the Department of National Health and Welfare (Canada), and to the American Medical Association. (Garrison: Hidden Story of Scientology, pg. 216)

TERROR STALKS

A piercing scream against Dianetics arose before the first book was published in 1950. Press was hot against it before the first foundation was formed.

For seven months before there was personnel or personal troubles publicized, the bulk of articles against Dianetics had already appeared. At one time three national magazines were simultaneously on the stands screaming in lead articles about Dianetics and myself – and this was five months before and "divorce" publicity.

Until May, 1950 I received only favorable publicity – on expeditions or comings or goings. In May 1950 there was a concerted shriek from people who (a) had not read the books and (b) who knew nothing bad about me.

These howls came from both conservative and liberal groups alike – the AMA – The Commies, The Socialists, the Roman Catholics.

6. Many truly dangerous practices have risen up amongst man such as a new Indian version of whirling dervishism now rampant in England;
7. Brainwashing was introduced in the past eleven years by the Russians;
8. A dozen violent and harmful psychiatric treatments have been developed.

And no sustained protest has continued to be made in the press against these.

Looking at all of these things, then it would seem that protests against Dianetics and Scientology do not stem from a knowledge of myself, they do not stem from a knowledge of the substance of the work, they do not stem from conservative or liberal groups, and they are not a protest against philosophy, philosophers, or evil practices, and they are not an effort to protect the public.

If you look this over with cold dispassion, examine it thoroughly from the light of the facts, only one explanation seems to remain.

They are terrified of our postulates!

To any attack by anyone, we can reply, "Why are you terrified of Scientology?"

We inspire terror in some men. "Why are you terrified of Scientology?" is the best answer. It as-ises the condition.

T. J. Stander ... tirelessly wrote memoranda and letters. He sponsored and helped co-ordinate informal evening talks on Scientology. He acted as liaison among various medical, psychological and social welfare groups. He solicited and had printed or reprinted articles hostile to Scientology. He planted a spy in the Scientology organization with orders to entrap the adherents. He spent hours on the telephone to members of various "scientific bodies", urging them to "use your knowledge and influence of your position to take action against this organization". In July 1961, he told Dr. A. B. Daneel of Sterkfontein Hospital - another volunteer Scientology fighter:

"I have had the affairs of these people investigated. A detailed memorandum is being prepared for submission to the Ministers of Justice, Health and Education, Arts and Science. A deputation representing my council, the Medical Association of South Africa, the Psychological Association of South Africa, and the S.A. National Council for Child Welfare, will meet the Ministers concerned to press for legislation declaring not only Scientologists International, but also the Psychology Foundation of South Africa, illegal." 1961, 7.8.

As elsewhere in the world, the enemies of Scientology found willing allies in the press. One of Melbourne's leading dailies, curiously named Truth, boasted in its news columns that the paper had "spearheaded the initial onslaught against Scientology in the early 1960s". No pretence of objective reporting was made by any of the Australian media. The usual "eminent critics" of Scientology -spokesmen for the Australian Medical Association, health authorities and leading psychiatrists were accorded front-page prominence as they daily voiced their deep concern about the dangers of Scientology. Lengthy commentaries on previously published reports of the U.S. marshals' raid on Scientology's Washington headquarters I continued to appear, with not a single line of explanation or rebuttal from the Scientologists. The newspaper accounts carefully avoided mention of the fact that the U.S. authorities had, in fact, raided a church. Instead, the stories stated that the marshals had "raided the headquarters of the Academy of Scientology". This secular designation was more in keeping with the establishment thesis that L. Ron Hubbard was a mental-health quack, preying upon "thousands of neurotics in Melbourne, in desperate need of proper medical care", that is to say, people who should be swelling the ranks of "patients" attending the proliferating psychiatric clinics and outpatient departments set up by the Mental Hygiene Service. Truth, the Melbourne newspaper mentioned in a foregoing paragraph, consistently referred to Scientology as "bunkumology". 

The biased handling of news is effectively illustrated by the comparative "play" given a call for evidence against Scientology, and the lack of response to that appeal. (Garrison: Hidden Story of Scientology, pg.145/46)

1962

David Mayo: In 1962, I did the Saint Hill Special Briefing Course under Ron and Mary Sue, graduating with honors. After this, I became even more involved with technical posts and my love of the tech developed. This devotion to the tech has been a profound and guiding motivation for me to this present day. Unlike the Church's opponents in the United States, who remained discreetly in the background and used other persons and organizations to do their fighting for them, the Australian group made no bones about identifying themselves. It was composed of prominent psychiatrists, psychologists, professors from Melbourne University, mental health crusaders, members of the Australian Medical Association and their obedient representatives, the civil authorities.

Leading the pack was Dr. E. Cunningham Dax, chairman of the Victoria Mental Health Authority. In 1962, he wrote to every Minister of Health in Australia, citing what he considered to be the dangers of Scientology. He also urged the State Government to curb the activities of Scientologists by prohibiting their advertising.

An interesting fact about Dr. Dax is that he attended the inaugural congress of the World Federation for Mental Health in 1948, and has maintained close ties with that organization over the ensuing years. In 1961, the WFMH sponsored the publication of Dr. Dax's book, Asylum To Community, which describes the rapid expansion of community psychiatric centres in Australia. 1962, 13.8.

L. Ron Hubbard writes to President John F. Kennedy.

President Kennedy:

(1) Having an intense interest in anything which might give America and the free world "an edge" in the space development race with the Soviets,

(2) Having a personal as well as presidential interest in anything which might help in mental and educational areas, and

(3) Knowing that university and government subsidized researches had not found the answers or any workable methodology in mental factors, requested on his regular channels information on Scientology as a new possibility.

Letter quote:

"Scientology is therefore very easy for the government to put into effect. Many large corporations have similar arrangements with us to create executives. We reserve the right to reject any applicant for processing. These arrangements are standard. In the case of a government person we would however use technology suitably advanced and adapted to scientific endeavor or space flight. No technology so used is experimental but is already well tested, safe and proven.

No other activity on this planet is comparable to this program and no results of this nature are obtainable in other fields. These results, in view of existing parity, could decide the space race-or the next war-in the hands of America.

This is a duty letter. I am an American and feel bound to periodically place this matter before the government. I urge nothing. I require nothing. I do not wish to seem the cause of denying my own government this technology. Man will not successfully get into space without us. It is only a question of when." (FDA Findings, pg. 18)

The President's request fell into the hands of Health, Education and Welfare's U.S. Food and Drug Administration, itself in trouble with Congress for its investigative tactics described in the U.S. Senate as police-state methods.

Within forty-eight hours of L. Ron Hubbard's again offering a president technical help in the race against Communism and a peaceful means of detecting and preventing infiltration of our space science efforts by destructive interests, and of raising intelligence and learning-rate level in space ventures, the Food and Drug Administration went into every Scientology Church in America demanding "evidence" on the E-Meter. A subject which will not clear on an E-Meter is a subject about which a person is withholding the truth. The FDA feared this "truth detector". They seemed to be withholding something. As nearly as can be discovered the President did receive and read this letter and then request on his own lines that Scientology capabilities be looked into and reported to him.

What happened next is an example of the needless complexities and interior intrigues with which the President himself was continually faced in carrying on the work of his office. Receiving the request of the President, the most undependable agency of the United States Government, unknown to the President had apparently other business and other programs for Americans than his. The letter and proposal was not looked into as requested but within forty-eight hours the FDA descended upon all the offices of the Churches of Scientology in America in what Senator Edward V. Long of Missouri later described as a police oriented, juvenile game of cops and robbers.

FDA and associates had motivations and interest contrary to American authority and normal interests. (FDA Findings, pg. 19)

On 13 August 1962, he (Hubbard) wrote a long letter to the White House to advise Kennedy that Scientology techniques were peculiarly applicable to space flight and that the perception of an astronaut could be increased far beyond human range and stamina to levels hitherto unattained in human beings.  

To establish his bona fides, Hubbard claimed to have coached the 'British Olympic team', producing unheard-of results. He added that he had been fending off approaches from the Russians for years, ever since he was offered Pavlov's laboratories in 1938. The first manuscript of his work had been stolen in Miami in 1942, the second in Los Angeles in 1950 and 'only last week' Communist interests had stolen forty hours of tape containing the latest research work from the Scientology headquarters in South Africa.

Although he was convinced that there was a growing library on Scientology in Russia, fortunately the Russians did not yet have the advanced knowledge that would be applicable to the space program. All the US Government need do, he said, was turn over anyone needing conditioning for space flight and Scientology would do the rest. Each man would need processing for about 250 hours and the cost would only be $25 an hour, with the possibility of a discount for large numbers. 'Man will not successfully get into space without us...' he warned. 'We do not wish the United States to lose either the space race or the next war. The deciding factor in that race or that war may very well be lying in your hands at this moment, and may depend on what is done with this letter... Courteously, L. Ron Hubbard.' In the U.S., on the heels of my informing the White House we could help them with their fight against Communism, the Food and Drug Administration came into every large U.S. Org in a space of 48 hours (DC, NY and LA) demanding evidence about the E-Meter. Evidently they are trying to confiscate all E-Meters in the U.S. This seems most peculiar that they’d want out of existence a machine that detects Communists while they pretend to be mad about them.

New Zealand has reinforcements en route in David and Merrill Mayo…

Another piece of good news is the Washington Tax Status. The organization is undoubtedly going to get its Federal non-profit status after a seven years fight.

The other governmental emergency (U.S.) was traced to the irate parents of a student who were hammering at FDA (Food, Drug Admin.) to seize all E-Meters and close down Scientology in the U.S. The matter is being fought but 35 Mark IVs are held up in Customs in the U.S. on FDA orders. The FDA has been trying for years to halt our meters.

The whole disgraceful Johannesburg mess was caused by Rock Slammers. They were two in number – Senogles and van Niekerk. But the tide turned with the arrival of Quintin Schnehage as Assoc. Sec. At Johannesburg, backed a week later by Joan Oberholtzer as Technical Director.

With all this I’ve been auditing my head off getting data for Routine 3-21, the Twenty-One steps to O.T., and gave up lecturing this week to get it into HCO Bulletin form. About half of the pcs were running into goal finding and listing trouble which was solvable only by individual handling or several procedures. I’ve gotten this all under one run-down with only one of 21 steps varied for the rougher case, so I feel we’re way ahead on this now. In a communication to an Ohio scientist who was thirsting for Hubbard's blood, he (Oliver Field) wrote: "We notice in copies of correspondence you enclosed that Dr. Milstead of the Food and Drug Administration has indicated that investigation is going forward so far as the device the 'E-meter' is concerned, and perhaps that activity is the only immediate hope of achieving any interference with the activities of the Scientologists." 

At the time Field wrote the letter just quoted, the FDA already had a secret agent named Taylor Quinn enrolled in the academy of the Founding Church of Scientology in Washington. His assignment was to entrap the Scientologists by gathering material that would purport to show that the E-meter was used to diagnose and treat disease. (O. The federal judicial machinery which was intended to crush Scientology was set in motion when FDA filed in the U.S. District Court what is called a "libel of information" praying for the seizure and condemnation of the E-meter.

On the strength of that libel and without any kind of adversary hearing or prior notice of violation, judge William B. Jones ordered a warrant to be issued. Accordingly, the court clerk issued a warrant authorizing the arrest of the meters. ...

Although in their libel of information, the FDA did not ask for seizure or condemnation of alleged labeling - that is, literature - when the warrant was issued, it also authorized the arrest of "an undetermined number of items of written, printed or graphic matter". 1963, 4.1.

On January 4, 1963, under the guise of executing a warrant authorizing the seizure of E-meters, a raiding party of U.S. Marshals, joined by FDA agents and three narcotics officers from the D.C. Police Department, swooped down on the church. In Gestapo fashion, they ransacked desks and filing cabinets and, in addition to E-meters, carted away a truckload of creedal literature. Hoping to find some evidence of drugs the officers invaded residential quarters occupied by the church staff. There they rifled closets, bureau drawers, and even lifted bedcovers. (O.ﾠGarrison, Playing Dirty, pg. 25)

According to sworn affidavits of eye-witnesses and victims of the affair, the raiders charged through the main entrance beside which was a large plaque reading: FOUNDING CHURCH OF SCIENTOLOGY. In jackboot Gestapo style, they "burst into the church offices ... and loudly if incoherently demanded and threatened all in sight; observed absolutely no courtesies except for not actually shooting the guns they carried, and denied to the Church administrators any opportunity to arrange that students and Church members not be disturbed, upset or terrorized.

"Showing no legal warrant, the agents and heavy deputies pounded their way up stairways, bursting into confessional and pastoral counseling sessions, causing disruption and violently preventing the quiet pursuit of the normal practice of religious philosophy. They broke into classrooms.

"They seized all the publications and all the confessional aids called E-meters they could find in desks, in ladies' handbags, in students' briefcases and in the session rooms."

"Gradually, the agents removed from the church to the waiting vans some tens of thousands of copies of over twenty Church books, texts, recorded sermons; even the Church archives were sacked. The confiscated material was handled roughly, and when ministers of the Church asked that their property be handled more carefully, the 'deputies' from Baltimore gave only sneering illiteracies for answer." ...Although in their libel of information, the FDA did not ask for seizure or condemnation of alleged labelling - that is, literature - when the warrant was issued, it also authorized the arrest of "an undetermined number of items of written, printed or graphic matter".

In the raid on the church, which was carried out as soon as FDA officials had the warrant in their hands, federal agents seized not only the E-meters, but the entire stock of Scientology books and creedal literature. An FDA spokesman later boasted to newsmen that the agency's enforcers had seized and carted away three tons of equipment and printed material. (O. Garrison, Hidden Story of Scientology, pg. 134-135)

The looted E-meters, 5000 volumes and 20,000 booklets were not returned until October 24, 1973. When a count was taken, it was found that 25 of the E-meters were missing. They were never accounted for. (O.ﾠGarrison, Playing Dirty, pg. 35)

LRH: On January the 22nd of 1963, the Food and Drug Administration made a raid with drawn guns on our organization in Washington, D.C., immediately after we had offered to then-president Kennedy assistance in his national programs with the use of Scientology. His reply to this, apparently, was to order a raid on our organization. 

I determined at that time that organizations must carry on a line of defense and that I must accelerate the technology, advance and wrap up the entire subject in a very short time. (Ron's Journal 67)

1963, 6.1.

Two days after the raid by the Food and Drug Administration on the Founding Church of Scientology L. Ron Hubbard made these comments from his office in England:

Toward the end of August 1962 I offered President Kennedy my assistance and the help of Scientology in narrowing the gap in the space race.

Twice in recent years the White House has specifically requested from us a presentation of Scientology to see what it could do to help the general effort. We responded with a mass of information.

As Scientology can raise man's ability through the Church's processing procedures it could be of benefit in improving American scientists in their work on technical problems. However, as Scientology fell within the realm of the spirit and refused to consider Man an animal sprung from mud, the help was not accepted.

In August when Kennedy had been President awhile I thought it only courteous to make the gesture again. I did not realize that there were lesser officials of the government who were evidently imbued with ideas of religious persecution.

I would greatly like to have a conference with Mr. Kennedy on this subject. I am sure we could come to some amicable understanding on religious matters. Extreme measures such as attacking Churches and burning philosophical texts are not going to solve anything. It puts America no further ahead in the space race. Religion should not be a factor in these matters.

If Scientology can make smarter scientists I don't think we should forego this national victory just because of some point of religious difference. If we can make the better pilots and astronauts without injuring their faith, I don't see why we can't forego the idea that Man is an animal for a bit. The matter should not rise to the heights of religious persecution. Religious bigotry has no place in national victory. Unless we do something to give America an edge over her enemies she will continue to be bled White by the tax collectors to support some stupid and costly science. If by making smarter scientists (and we have many cases that say we can) we can save America money and give her victory, religious persecution should not be used to keep us from doing it.

As all of my books have been seized for burning, it looks as though I will have to get busy and write another book.

The U.S. Government went more than abnormal insane last week and did the following all of its own little bat:

1. Organized a smear campaign in the press to cover up
2. An armed raid on a church and
3. The seizure of philosophical religious book stocks.

These were Hitler’s exact tactics when he got "agin" something. The smear campaign was in Washington D.C. papers, on the streets four hours before the raid occurred.

The action came soon after I offered Kennedy, a Catholic, help in the space race.

But what is interesting is that no press has mentioned the above (1), (2), (3) facts. Given to the public just as they are, they could ruin the Kennedy regime, if not the U.S. Government over a longer period. They are in the teeth of the Constitution of the United States and abroad would give pause to all this enthusiasm for U.S. domination of world defense. Who wants to be tied up with a country dedicated to religious persecution and Hitler methodology?

So on careful trace I find that over twelve years the U.S. Government, not some special interest, has been sniping at us. Why?

His first visit to heaven, a town high in the mountains on an alien planet, went well enough but when he came back three-million years later he found the place in a sad state of disrepair. Noting that the Government was powerless to move against Scientologists until they had valid evidence, to support such a move, Victorian Health Minister R. W. Mack issued a statement asking people who thought they had proof of illegal practices by Scientologists to contact the Crown Law Department.

The health official's request for information about alleged exploitation by Scientologists was given major prominence in the newspapers and run under a three-column, three bank headline.

When not a single person came forward with a complaint against Scientology, the no-response story was a brief three-paragraph item, buried beneath an 18-point, one-column head. (I am here referring to articles in the Melbourne Age of August 10 and 14, 1963, respectively, which were typical.)

For more than two years, at the instigation of Scientology's "eminent critics", both the police department and investigators for Victoria's Department of Health had subjected the Church's activities to intensive investigation. But, according to a public statement of the Minister for Health, the authorities could find nothing in existing laws under which the Scientologists could be prosecuted. (O. Scientology Five Press Policies

Certain vested interests, mainly the American Medical Association, a private healing monopoly, wish to all possible harm to the Scientology movement over the world in order to protect their huge medical-psychiatric income and desired monopoly which runs into tens of billions annually. In their congresses they complain that we and people like us cost them 1.1 billion dollars a year that they don’t receive. Their sole interest is income. Reference: Minutes of various AMA conferences.

Almost all our bad publicity and attacks is authored by two men, one named Keaton, the AMA press man, and one named Field, their head of "investigation". These men flood bad tales about Scientology into press, magazines, radio, TV. Their sole interest is a medical-psychiatrist monopoly for the AMA.

Their publicity goes overseas. The FDA is used by these people and FDA releases are sent overseas.

Hitler and Stalin held power through medical psychiatry. They associate themselves chiefly with the rich and powerful.

New legislation would have to be drafted to stop Scientology. That called for fancy footwork on the political level. Accordingly, a plan of action was worked out. Phillip Bennett Wearne, a disgruntled former Scientologist, acted as front man for the get-Scientology alliance. In his own words:

"I knew that the way to go about it was to go to the Labor Opposition; so former political contacts put me in touch with the Hon. J. Walton, M.L.C., and he was most interested in bringing in the subject. He was a backbencher, and a successful attack on some subject like this would be very helpful to his career as a politician. So I made several visits to Parliament and he recorded conversations about it, and I gave him notes and documents, and one thing and another."

On October 17, 1963, Walton delivered an anti-Scientology speech in the Victorian Legislative Council, calling for a full governmental inquiry into the practices of the dangerous cult.

His remarks were prominently quoted in the press.

Perceiving that the Opposition had hold of a good thing, John W. Galbally, Labor leader in the Upper House, gave the attack on Scientology his personal attention. In a high-decibel speech before the Legislative Council, Galbally censured the Government for its failure to deal with the wicked "cult", despite repeated warnings from the Mental Hygiene Authority "and other responsible persons and bodies" (meaning mental health lobbyists and the AMA).

Availing himself of parliamentary privilege, which protected him against charges of slander, he described Scientologists as charlatans who were guilty of intimidation and blackmail, which could lead to insanity and even suicide.

Then, evidently in the belief that to deliver a truly rousing political oration, one must, in the words of former President Johnson, "get your hand up under the dress", Galbally read from a list of questions he said were asked of Scientology "victims who underwent lie detector tests". He came down hard on those having to do with sexual acts and perversions.

In its sensationalized coverage of the speech, the Melbourne Truth modestly refused to cite any of the questions which, it said, any newspaper "conscious of public decency would not publish."

"It is a scandal," Galbally declared, "that the Government allows this sort of thing to go on in Melbourne."

The Labor Leader's words were still ringing in the air when his colleague, J. M. Walton, rose to continue the onslaught. From his briefcase he produced an E-meter, the harmless device that had figured in the now-famous FDA raid on the Founding Church of Scientology in Washington.

"This is the instrument the Scientologists use to extract confessions from people in prominent places in the community," he told House members.

He added dramatically: "We are dealing with something that is very deep and very dangerous."

He was, in fact, dealing with a simple skin galvanometer, but the Victorian MPs had never seen one before and were properly impressed.

In a final, thumb-screw tactic, Walton suggested that perhaps some members of the Government had themselves been consorting with Scientologists, to whom they had divulged their secrets. Because of this they had used their influence to prevent any official action against the cult. (O. Garrison, Hidden Story of Scientology, pg. 147-149)

Essential Information Every Scientologist Should Know 

LRH has his own personal income. Organizations pay his expenses when traveling and some research expenses.

LRH paid all of the original costs of research out of his own pocket. The royalties of the first book, DMSMH, were all given to the first foundations. LRH owns St Hill as his own home, paying for it with his own monies received from the sales of a Virginia property and a yacht he owned.

LRH in some Orgs has drawn a nominal salary in the past as Coordinator of Research and it has been well-earned but he has drawn no pay for the past several years until lately when 25 (pound) a week was given him for his out of pocket expenses.

The early Dianetics Organizations were formed and controlled by boards of directors and in early 1952 failed. They were not under LRH control and direction their press and public relations were mishandled by these boards. To the late Joe Winter M.D., an original board member, we owe the stress on psychosomatic medicine. " 70% of all ills are psychosomatic, Dianetics can cure them" was Winter’s and these handouts were written by Winter. To the first publisher we owe "any two can do it by one reading of this book."

In 1952 in Arizona, LRH started the first Scientology organizations…. LRH does not own Scientology Organizations. He does however retain ownership of all copyrights and trademarks and registered marks so as to ensure their proper and ethical use.

HASI was incorporated as a Religious Fellowship in 1952, two years before there were any discussions about churches or ministers.

The same type of material as Scientology was attempted about 2500 years ago by one Gautama Siddhartha and became the world’s oldest civilized religion, known as Buddhism. Laws of life, exteriorization and other materials of Buddhism are similar to Scientology.

He (LRH) considers the research part of his task concluded in August of 1963 since all targets ever envisioned were realized as of that date and only codification and recording remained.

Yielding to the combined pressure of Opposition political leaders and mental health lobbyists, the Victorian Governor-in-Council on November 27, 1963 appointed a Board of Inquiry to "inquire into, report upon, and make recommendations concerning Scientology as known, carried on, practiced and applied in Victoria".

The "Board" consisted of one man - Kevin Victor Anderson, Q.C., a senior member of the Victorian Bar and a practicing Roman Catholic. Appointed counsel to assist the Board in conducting the Inquiry was Gordon Just, instructed by the Crown Solicitor.

The marathon Inquiry set something of a record for such proceedings, both in terms of the time consumed (16o days of sittings) and the enormous bulk of testimony (nearly 4,000,000 words, which filled 8,92o pages of transcript).

When the Inquiry was first announced, the Scientologists expressed enthusiasm for the hearings because, they said, such an impartial review of the evidence would completely vindicate Scientology. They co-operated fully with the Board, providing all documents and records that were requested.

As the Inquiry went forward, however, the proceedings appeared more and more like an adversary situation in which they were defendants. In a later legal brief, their lawyers said: "The Inquiry into Scientology was not judicial in constitution, it was not judicial in function and only perhaps in its 'trappings' was it superficially judicial in its procedure."

A careful, unbiased reading of the transcript certainly supports some of the principal charges made by the Scientologists against the Inquiry; for example, that Anderson sometimes adopted the role of prosecutor, and harried both witnesses and counsel for Scientology, while treating with courtesy and deference those "expert" witnesses hostile to Scientology; that there was collusion among anti-Scientology witnesses; that the Board declared some findings before all the witnesses were heard; and that Anderson and Just used confidential information from Scientology files to embarrass and ridicule witnesses for Scientology.

Sessions of the Inquiry that were heard in camera sometimes bore a striking resemblance to the witch trials of the fifteenth and sixteenth centuries. It is only necessary to identify sex as the Devil and Scientologists as the witches who consort with him. An auditing session here figures in the same way as Sabbaths of the past.

The transcript of these sittings was issued as a secret appendix to the published report and was not generally circulated. However, I have come into possession of a copy and will quote a portion of it to show the inquisitional nature of the proceedings. (O. Garrison, Hidden Story of Scientology, pg. 150-151)

Australia (see: 1963, 27.11.): The date of this hearing was September 18, 1964 and the Board's counsel, Gordon just, was leading the evidence. The witness being interrogated was a Scientology staff member.

Among the witnesses hostile to Scientology, two were outstanding because of the quality and extent of their testimony.

The first of these was Dr. E. Cunningham Dax, chairman of Victoria's Mental Health Authority and long-time active member of the World Federation for Mental Health. Speaking from on high, Dr. Dax defined the objectives of Scientology as indoctrination of a large number of blind, uncritical and faithful followers, who were trained to spread Scientology principles in order to satisfy their leader's lust for power. He said an alleged IQ test form used by Scientologists to test a person's intelligence quotient included matters of personality, intelligence and sometimes mental disturbance which would be impossible to measure with accuracy in the way it purported to do.

With regard to the E-meter, Dr. Dax testified that it had been used in the United States as a lie-detector and was an instrument not employed in normal psychiatric practice. Grave doubts about it had been raised in America. He added that the fact that the person being "audited" knew he had disclosed some of his innermost secrets to an organization might have a dangerous effect on him. A person who had confessed would often wish he could get the information back, but he could not recover the material. "I am convinced this is enough to induce ill-health, chronic anxiety and psychosomatic symptoms in people who had expressed their shortcomings."

After admitting that he had never met L. Ron Hubbard, nor, indeed, ever set eyes on him, Dax proceeded to practice the kind of remote diagnosis common to his profession, and pronounced the founder of Scientology to be a person of unsound mind, suffering from paranoid schizophrenia.

Various Scientology writings supported this view, he assured the Board of Inquiry. "They display all sorts of exhibitions of histrionics and are hysterical."

The second and even more prolific witness against Scientology who deserves special attention was Phillip Wearne, executive officer of the Committee for Mental Health and National Security. His testimony, comments and questions fill a massive 348 pages of transcript - enough to make an average-size book.

Wearne first appeared before the Inquiry as a witness vehemently opposed to Scientology and whose references to it were couched in the most intemperate language used during the entire course of the hearings. His remarks were studded with terms such as corpse, creature, un-person, nasty child, beast, imbecile, monkey, zombie, and so on. ...

When the Counsel who represented the Committee for Mental Health and National Security withdrew during the protracted Inquiry, Wearne asked the Board for permission to represent the committee himself. Anderson granted this request and invited Wearne to sit at the Bar table, where he asked questions, led evidence and cross-examined witnesses.

In a lengthy statement, in the form of an affidavit sworn to before a notary some time after the Anderson board closed its Inquiry, Wearne related in detail the circumstances surrounding his participation in the Inquiry proceedings.

He said that one day prior to the Inquiry he was discussing Scientology with his bank manager, who suggested that he get in touch with Dr. E. Cunningham Dax, chairman of Victoria's Mental Hygiene Authority.

"I met Dr. Dax and explained to him my hostility to Scientology. It was obvious to me he didn't know anything about Scientology, and he could not relate it to any of the psychological or psychiatric disciplines because he did not have any of the necessary lexicon of terms. He did not have the Rosetta stone, so to speak, to translate Scientology into psychological terms and show it up to be a perverted form of psychology.

"It was equally clear to me that he was extremely antagonistic to Scientology and wished its destruction and saw me as a means of accomplishing it. This became even more evident throughout the Inquiry when Dax gave his evidence on the basis of the research and material which I had provided, which material I had extracted in part from his psychiatric library and which he had been so willing to study in the publications which I distributed, such as Probe."

Wearne gathered together a handful of former Scientologists whom he carefully briefed to give evidence before the Board of Inquiry. On the whole their testimony appears to me to be unconvincing and ambiguous. ...

Throughout the Melbourne hearings, a mysterious observer haunted the proceedings, a man Wearne tentatively identified as an agent for CIA.

"Now this chappie," said Wearne, "appeared about the second day of the Board of Inquiry and was a constant shadow-you know-if you looked around at any time of the day, you would find him there; and he was always approaching me and talking to me about the Inquiry and how it was going and what the witnesses were doing and how they should be handled and so on. He didn't know what he was talking about, really - but as he insisted on inviting me for lunch practically daily, I felt obliged to listen to him anyway.

"He made it his business to keep in close contact with me. I became embarrassed by the number of times that he wined and dined me, brought liquor to my flat and irritated me by constant and inept suggestions concerning Scientology witnesses. On one occasion, Doug Moon, who considered him an intolerable rat bag, when probed by him as to what evidence he would give, abused him in tones of high anger and left the flat, slamming the door behind him.

"I was tolerant because, while I realized he did not have a clue about how our program against Scientology should be conducted, he was trying to do his best and I assume was being paid for it. If I remember rightly, I made him a member of the Committee for Mental Health and National Security and gave him a card which no doubt is held in a repository of honor in his archives either at the CIA office or whoever else was paying him.

"I rather prefer the idea that the security service that employed him was the CIA because both he and his brother-in-law were employed in a finance company which had a set of offices to the rear of the United States Consulate, an organization which I approached at one time to interview the CIA man in charge." 1964, 28.9.

Hubbard himself did not appear to give testimony before the Board, a fact which is dwelt upon at some length by the Anderson Report. The report does not mention, however, that solicitors for the Scientology organization in Melbourne on September 28, 1964, formally requested that the state of Victoria pay Hubbard's travelling and incidental expenses to fly to Australia from England to give evidence.

The request was refused, as was a proposal that the Board appoint some representative in England to hear evidence from Hubbard there. 

Regarding the latter suggestion, Anderson said that such evidence taken on Commission was a very poor substitute for actual oral evidence before a tribunal. "One has to see the witnesses, observe their demeanor. In fact, one has to see whether they are 'Dear Alice-ing' you to determine whether what they are saying are things you, as a tribunal, should accept. I feel that I could get no assistance from Mr. Hubbard's evidence if all I had before me was his evidence taken on Commission. It would only be the bald written word without any means available of appraising the demeanor of the witness and those other multitude of things which one's professional training and years of life, for that matter, enable one to form some fair appraisal of the weight which would be given to the evidence."

While thus refusing to consider evidence in the form of interrogatories put to Hubbard by an experienced lawyer in England, Anderson based his eventual findings upon what he called "the great body of scientific evidence ... experts in a variety of fields, scientific and otherwise". That is, he relied upon psychiatrists, doctors, lawyers, university professors and others, most of whom had never come closer to Scientology than the "bald written word", here declared to be so unsatisfactory.

Critics of Scientology and its founder have said that Hubbard had had no intention of coming to Melbourne; that the request for expense money had been made, knowing that it would be rejected.

If true, it merely shows that Hubbard was using good sense. Only four months prior to the request, Dr. E. Cunningham Dax, chairman of the Mental Health Authority in Victoria, had publicly declared Hubbard to be of unsound mind. There was open discussion among the legal profession that he could now be charged with fraud.

Gordon Just, Counsel assisting the Board had reportedly said that "the people" of Victoria were so irate against Hubbard that they might do him physical injury if he were available. When the Scientologists' lawyer asked that the authorities guarantee Hubbard's personal safety, Just replied that this could not be done because it would interfere with the ordinary workings of the law.

The newspapers were treating the Inquiry with the kind of biased sensationalism usually reserved for an especially gruesome murder trial. There is no need here to quote from the fulsome stories that dominated the Melbourne dailies during the hearings. (O. Garrison, Hidden Story of Scientology, pg. 158-160)

If auditing took 38 years to bring to a highly polished state, then the 20 years of experience of which only 5 were devoted to an active effort to locate the basic laws can be seen to be an incomplete study.

LRH issued an "Intelligence Hypothesis", reissued in 1971 as "GO 060571 LRH, 6 May 1971, WORKING THEORY'". --- Quotes from the 1971 issue:

"So far we have been using an "Intelligence Hypothesis" I developed in 1965. Taking all channels of attack on us country by country, I found the cycle of attacking sources was (a) Income Tax (b) Health Dept or Agency (c) Immigration and (d) a type of press.

Moving this up to an International level, and trying to find out who could have that much influence the Intelligence Hypothesis I formed was that it would have to be a member of the World Bank with psychiatric connections or who planned usages of psychiatry as part of world control.

We used this to narrow and target our searches. It led us to WFMH and the NAMH. And it served us well. ...

We found the central handler and proved it by numerous correspondences we were given. The track on this was started by a bit of flair (insight). And it has proved out absolutely. The person is "Mary Appleby" Secretary of the National Association of Mental Health of England. It is she who writes and phones her contacts to start attacks on Scientology.

Her uncle (just now deceased) was OTTO NIEMEYER of the World Bank.

So that finally ends off the 1965 Intelligence Hypothesis as totally correct."

1965-1966

A complete data analysis should go back at least to 1965 when ethics conditions first came out, possibly earlier. Since 1965 forward, one can view the use of heavy force to control, fear tactics, and physical restraint, etc. Those who were there remember the inception of these methods. From that time forward, one finds the misuse of ethics conditions on persons with great enturbulation resulting -- one finds additives to the ethics conditions in the form of make-wrong mechanisms -- including outright physical body punishment. One finds ARCxs occurring, some severe enough to cause former upstats to leave altogether. It is true that some people left before this time, but it was due to the case strain from running research processes. 

So from 1965 on, we find individuals who had heavy force used against them or who were assigned wrong conditions -- then made wrong about the wrong condition. An example of grossly misapplied ethics was when John McMasters was thrown overboard on the Flagship (a practice commonly used on erring auditors), breaking his arm on the way down and then made to tread water for 3 hours while begging to be pulled in as he did have a broken arm. McMasters left Scn because of "misuse of ethics" and no one ever got back this chief spokesperson, a top Class 8 Auditor. This public opinion leader was responsible for thousands and thousands of people coming into Scn. This is one example, but this sort of thing happened to many many persons. (Dane Tops Debrief)

The Churches of Scientology struggled financially for years. In 1966 LRH came out with the Ethics Policies, which basically stated that if things weren't going well, a suppressive person was actively causing statistics to drop. The witch-hunts started. In Seattle alone, there were about nineteen people declared suppressive. Considering there really weren't very many active Scientologists in 1966 in Seattle, that was a lot of people. (P.Krenik)

1965-1967

In 1982 a booklet called 'How Big was Old Saint Hill' was published. This gives some idea of how successfully this Org operated. The data we have in the booklet runs from the beginning of 1965 to September 1967. The start of the operation coincides with a reliable method of achieving the state of Clear. Prior to that  time it had been a pretty hit and miss process and most of the people who had achieved the state had been cleared personally by Ron Hubbard. Now a program of steps was available which comparatively new auditors, not necessarily Clear themselves, could be taught to deliver. 

The operation started with less than six staff and during its first quarter was turning over an average of £1,490 per week (at 1965 values). Growth in turnover and staff was very rapid. Within six months turnover had reached an average of £4,521 per week and staff were approaching the 200 mark. Over the next 12 months staff numbers leveled  off at 250 but turnover reached a weekly average of £9,532. By the end of the final year for which we have figures average weekly turnover had reached £19,261. 

Much more important than turnover figures were the actual products of the activity. Clears were being mass produced. At its peak Saint Hill produced 21 Clears in one week, There was a delivery staff of 50 Auditors. Twelve of these were 'Review Auditors' whose job it was to sort out any case that got bogged down. There were 200 people training to be auditors plus another 100 studying other things. The number of students completing courses in any one week averaged between 40 and 50. Evidently both the Victorian Enquiry and the U.S. FDA hearings were inspired by the Catholic Church!

The Melbourne Enquiry Into Scientology

In 1942 as the senior US naval officer in Northern Australia by a fluke of fate I helped save them from the Japanese.

The Board of Inquiry concluded its hearing on April 21, 1965 and Anderson tabled his report in Parliament the first week in October of the same year. In his report, Anderson attacked Scientology in what one news account called "the strongest terms ever used in an official investigation in Australia".

In the summary of his findings, Anderson denounced Scientology in toto. "The Board has been unable to find any worthwhile redeeming feature in Scientology." The whole body of its doctrine was a "fabric of falsehood, fraud and fantasy".

"Scientology is evil; its techniques evil, its practice a serious threat to the community, medically, morally and socially; and its adherents sadly deluded and often mentally ill."

As for the founder of Scientology: "However Hubbard may appear to his devoted followers, the Board can form no other view than that Hubbard is a fraud and Scientology fraudulent."

And in another place: "His sanity is to be gravely doubted."

In prompt reaction to the Report, Victorian Premier Sir Henry Bolte called a press conference to announce that the Government was duty bound to act on the Board's recommendations. (O. Garrison, Hidden Story of Scientology, pg. 159-160)

The suit which may be easiest to bring is against the newspaper publishing the FDA and other libel and slander naming in it also the American Medical Association, the American Psychiatric Association, the Better Business Bureau and the clipping or press bureau that forwarded it and the charge probably best consists of "Libel and slander to forward a Conspiracy to monopolize healing in contravention of the Sherman Anti-Trust Laws" or a similar anti-monopoly act.

However the treatment of the AMA, APA, BBB (and its collusion with the U.S. government on the same subject) of the chiropractors, AMA lobbying against other healing group for pro MD legislation all adds up to conspiracy easily proven.

The BBB issues pamphlets about "Cures" and "Quacks" written by the AMA.

The Australian mess was sparked off by the continual collusion of the AMA, APA, BBB and the U.S. Consul in Melbourne to whom libel was traced some years ago.

The AMA held a huge Congress in Washington D.C., got it addressed by government leaders, and branded anyone else engaged in healing a "Quack" and has since kept this exhibit alive in Washington.

Any libel and slander around myself or Scientology is based on a 15 year endless campaign by this group. The AMA issues "news releases" to magazines and papers vilifying us.

A direct tracing of the FDA attack goes back to the AMA Congress in Washington D.C. (Sheraton-Park Hotel 1962?)

As a side comment, before I seemed to threaten the multi-billion dollar healing empire of the AMA and APA, all my personal press was beautiful and good.

...Ron Hubbard evolved a structure of seven separate Departments or Divisions to perform all the functions of delivering, training, quality control, dissemination to new people, internal and external communication, staffing, staff training, finance and premises. The structure to do this was laid out on an organisation chant, known as an 'Org Board', and it is still used in the running of the Church Orgs today. Scientology: A New Slant on Life published. (CofS)

In less than two months (see: 1965, Oct.), the Victorian legislature passed what was called the Psychological Practices Act, 1965, whose principal aim was the banning of Scientology. In fact, it was at first known informally as the Scientology Prohibition Bill.

The chief provisions of the Act are:

It sets up a Psychological Council and requires the registration of psychologists with the Council; and restricts the practice of that profession for fee or reward, as well as the use of the word "psychologist", or similar expressions.

It imposes a fine of A$ 5oo for use of the E-meter by anyone other than registered psychologists.

It makes it a criminal offence, punishable by a fine of $2oo for the first conviction and up to two years' imprisonment for a second, to demand or receive directly or indirectly, any fee or reward for the teaching, practice or application of Scientology. The same restriction applies to holding oneself out as being willing to teach Scientology.

It directs all persons holding "Scientology records" to deliver them up to the Attorney-General and authorizes the seizure of such records by law enforcement officials.

Acting swiftly under terms of the last mentioned clause, within one half hour after passage of the bill, police raided the Scientology headquarters in Melbourne, where they confiscated some 4,ooo documents, personal files and books.

The Scientologists' response to this draconian suppression in Victoria was to publish a booklet entitled Kangaroo Court, which laid bare the conspiracy and bias behind the Melbourne Inquiry and vowed that Scientology would continue to grow in Victoria. "No vested interests or black hearted politicians, no matter how much power they seem to ally themselves with, can stop our thoughts or our communications ... Our administrative form could be altered, but not the subject of Scientology ... This period divides neatly into two, firstly to September1972 when he left the ship for a year in New York, and then from September, 1973 when he returned to the ship. There were very marked differences between the two periods. The first period became an extension of the relationship we had established at Saint Hill; in the second, we began to part ways. (page 7)

Saint Hill (East Grinstead, UK):

...For those fortunate enough to have been there at the time it must have seemed like the dawn of a Golden Age. Some of the letters published in the booklet 'How big was Old Saint Hill' give the flavour very clearly. People crowded in to be audited and trained on the new processes that Hubbard was developing. These were what were termed Power Processing and were a Scientology method of achieving the state of Clear. The first Clears were achieved by this method in early 1966 and then started to come through in increasing numbers after that. 

During this time of growth of the local Saint Hill Org, Hubbard was carefully observing the working of the 'organization' and how it could be improved. He applied elementary 'work study' principles to it just as if it was a factory or car repair garage. From this emerged a whole series of written procedures, known as Administrative Bulletins, which have since been bound into seven volumes and are still used extensively in the operating of Church Orgs today. These Administrative procedures became known as Admin. Tech. They were mimeographed in green ink and are often referred to as 'Green on White'. 

A selection from all the volumes was made to produce the organization Executive Course. A businessman who today sat down and absorbed the principles and practice expounded in that course, and then applied them in his own business, could gain considerable benefits, even if only in reducing the stress and strain he subjects himself to.  

The attention that Hubbard devoted to systematizing administration shows the lesson he had learned from the early chaotic days of Dianetics. As Scientology became a world movement, the danger of it fragmenting or getting into financial difficulties were that much greater. Until then Ron Hubbard s personal authority held things together, but that could not be relied on forever. 

If growth was to continue, it needed to be on the basis of a secure organizational structure. Many of the people coming into the movement had a strong desire to help others and change the world. The experience of the fifties showed that these qualities were not usually combined with good organizational or financial management skill. The method of organization he evolved was a self-controlling bureaucracy that could produce a minimum standard of efficiency with whatever resources were available to it. 

More important than efficiency was the need to keep the auditing technology 'standard'. The bureaucratic structure would ensure that standard processing was delivered in all the Church Orgs and that individual variations or other therapies were not permitted to adulterate proven Scientology and Dianetics processes.... The attack on Scientology in Britain did not reach the House of Commons until February 7, 1966, when Lord Balniel, MP, chairman of the National Association for Mental Health, put down a question in which he asked Kenneth Robinson, the then Minister of Health: "In view of the scathing criticism by an official board of enquiry in Australia into the so-called practice of Scientology, surely the Rt. Hon. Gentleman considers it is in the public interest to hold a similar type of enquiry in this country?"

The Rt. Hon. Gentleman (himself a former officer of the NAMH) replied that he was prepared "to consider any demand for an enquiry", but that no such demand had been made prior to that time.

"I am aware," he added, "that extravagant claims are made on behalf of Scientology, which are not generally accepted, and for my part, I would advise anyone who is considering a course of this kind to go to his doctor first."

Health Minister Robinson was well-suited to his role both by birth and by experience. Prior to assuming his Ministerial responsibilities, he had been prominently active in NAMH affairs, chairing various committees and serving as the association's vice-president. Public Investigation Section

The Public Investigation Section is formed in Division 1, Dept 3, as Section 5.

It is composed wholly of professional investigators. The section may never be used on Ethics Section matters but may work with Ethics when an ex-Scientologist is involved.

The statistic of the section is dual consisting of the number of cases successfully investigated on specific projects and the number of derogatory news stories appearing that week related to enemies of Scientology…

It will be seen that the section has all the useful functions of an Intelligence and propaganda agency. The determination of what a project is is simple – what agency or groups is attacking Scientology? The Section investigates the attacking group’s individual members and sees that the results of the investigation get adequate Legal action and publicity.

Standard intelligence procedures are used.

Public solicitation for cases of injury to the rights or liberty concerned with that project can obtain leads. Anyone writing in a complaint is then sent a copy of the form to fill in… The pattern of the form is based on the data needful to get a conviction. The more fruitful of such forms are followed up by individual investigators. These obtain the data necessary for a conviction of the individual complained about who is a member of the attacking group.

Attacks On Scientology

The Third Group of Actions have been positive in stopping attacks:

G.3.1. Investigating noisily the attackers;

G.3.2. Not being guilty of anything;

G.3.6. Refunding money to dissatisfied people;

It is a curious phenomenon that the action of investigation alone is head and shoulders above all other actions.

Thus, they are not hard to defeat providing one (A) looks for their hidden crimes and (B) is irreproachable in his conduct himself.

These people who attack have secrets. And hidden crimes. They are afraid. I can count several heavy attacks which folded up by our noisily beginning an investigation of the attacker.

For years and years I have had this "hat" of attack handling. In January 1963 I took a calculated risk and devoted my time to research. I knew we had better get all our answers and complete our technology. But in doing so I could give only a small amount of time to the US and Australian attacks. The calculated risk taken on 23 January 1963, has paid off.

On that date I saw that when the gun-waving Federal Marshals stormed the Church in Washington, we were in for a series of raids and enturbulent actions by governments.

Therefore, as the officers of the various areas can tell you, I ordered them to fight a delaying action while I completed the research.

The strategy was this – the only thing which would ultimately win for us was total technology. If I interrupted research to swat flies, we might lose. Therefore I handed over most of the defense to others and speeded up research.

By working 18 hours a day on research and the rest on administrative matters, by August of 1965 I had the full answers to total freedom.

Well, the calculated risk paid off. The ultimate "weapon" was attained… The ultimate weapon is total freedom.

Project Psychiatry

Project Psychiatry arises by the psychiatric attack on us in the US, in Australia and now England.

These attacks since 23 Jan 1963 follow my withdrawal from heading up our investigatory actions of attackers.

There is a conspiracy here we has gotten across the path of. Any person in the world can be "pronounced insane", killed or assaulted and made incompetent at the whim of any psychiatrist. Further they pretend they can suspend civil rights!

Hitler invented the pre-frontal lobotomy to make farm zombies. LSD25 as a drug administered to a person makes him temporarily insane. The Russians abandoned all this realizing these "treatments" were Fascist, were begun by the Czar’s secret police and have yet to cure anyone of anything except life.

A psychiatrist today has the power to (1) take a fancy to a woman (2) lead her to take wild treatment as a joke (3) drug or shock her to temporary insanity (4) incarcerate her (5) use her sexually (6) sterilize her to prevent conception (7) kill her by a brain operation to prevent disclosure. And all with no fear of reprisal. Yet it is rape and murder.

They pretend some sort of government position. Lord Balneil’s Mental Health Association has no more official status than the Plumber’s Association!

If these violations of human liberty aren’t checked we will soon see "thought police" and an end of individual rights.

I find the material available in individual psychiatrists enormous. We do not care about their conspiracy to rule the world even if it exists. They are no stronger than their individual practitioners and they are weak.

We want at least one bad mark on every psychiatrist in England, a murder, an assault, or a rape or more than one. This is Project Psychiatry. We will remove them.

4. Start feeding lurid, blood, sex, crime actual evidence on the attackers to the press.

Don’t ever tamely submit to an investigation of us. Make it rough, rough on attackers all the way.

Never talk about us – only them. Use their blood, sex, crime to get headlines. There has never been an attacker who was not reeking with crime.

It even would have worked on the U.S. FDA when they first began five years before their raid on D.C.

Lord Balniel, MP, asked the British government to investigate Scientology. Hubbard responds by hiring a private detective to investigate Lord Balniel. In 1957 or ’58 Ray Kemp, not then in too good standing with Scientology London, but in no way discouraged by us, taking the book written by two London County Council teachers, (Creative Learning – a teachers book regarding retarded children) was working with UK retarded children groups from a Hampstead Health HQ of his own.

Kemp, for one reason or another, got a black eye from those like Balniel who had a vested interest in retarded children.

Harry Thompson was not a trained Scientologist. He moved into East Grinstead while I was in South Africa and worked with two teachers, Miss Sheila Hoad and Miss Roberts. Someone, probably Jenss, Clerk of the EG Council, dreamed up the "Death Lessons" scandal of 1961 which made international "anti-Scientology" press. The story claimed the children were being taught to imagine themselves dead. We are not sure why this was a crime as any church does it. It is not a Scientology technique routinely.

So the two largest "anti-Scientology" messes in the UK seem to trace back to retarded children. Balniel is mainly interested in this and it was he who put the recent question in Parliament about an Inquiry into Scientology.

The press, uniformly and wholly incorrectly tied it all in to me personally though at the time of the "Death Lesson" scandal I had been out of the UK for months.

One Man Britain Can Do Without (The People, 20 Mar 1966) - HE IS SENDING OUT SPIES TO SMEAR ANYBODY WHO DARES ATTACK HIS STRANGE CULT (referring to "Project Psychiatry")

"And I was told that the first victim who was to be investigated was to be Lord Balniel, chairman of the National Association of Mental Health." 

"Mr. Hubbard would do this country a favor if he decided never to come back here again. He is one man we can afford to do without."

1966, early April

In early April 1966, South African newspapers carried a story stating that leading psychologists "and other mental specialists" in Johannesburg, Durban and Cape Town were investigating the activities of the Scientologists and that the Psychological Association of South Africa would shortly issue its findings. It was suggested that the report would be "quite startling".

However, the Scientologists promptly announced that investigation was a game any number could play, and that they had set up a team of investigators to probe the activities of certain psychiatrists practicing in Durban, Johannesburg and other South African centers. Dossiers on some of the practitioners had already been compiled and were in the hands of L. Ron Hubbard. (Garrison: Hidden Story of Scientology, pg. 218)

1966, 7.4.

On 7 April 1966, the CIA headquarters in the United States received a cable from an agent in Rhodesia: 'Request traces of L. Ron Hubbard, US citizen recently arrived.' The reply confirmed that Headquarters files contained no derogatory information about the subject, but a memo was attached giving excerpts from press reports. It concluded: 'Individuals who have been connected with the organizations headed by Hubbard or who have had contact with him and the organizations, have indicated that Hubbard is a "crackpot" and of "doubtful mental background".'

LRH... bought a large four-bed roomed house with a swimming-pool in the exclusive Alexander Park suburb of Salisbury and opened negotiations to acquire the Bumi Hills Hotel on Lake Kariba. His plan was to use the hotel as a luxury base from which to spread the influence of Scientology. ... 

... In an interview in the Rhodesia Sunday Mail he said he had left his stately home in Britain on doctor's orders after a third attack of pneumonia. 'I am really supposed to be on vacation,' he explained, 'but I have had so many invitations to invest in businesses here and this country is so starved of finance that I have become intrigued.' Hubbard was careful to distance himself from what the newspaper called 'the controversial Scientology movement'. It had never really been pushed in Rhodesia, he said, and added: 'I am still an officer of the corporation that administers the movement but it is very largely autonomous now.' 1966, May

In early May, Hubbard produced, uninvited, a 'tentative constitution' for Rhodesia which he felt would satisfy the demands of the blacks while at the same time maintaining white supremacy. It embodied the principle of one man one vote for a lower house, while real power was vested in an upper house elected by qualified citizens with a good standard of English,  knowledge of the constitution and financial standing verified by a bank. Hubbard was apparently convinced that Rhodesia's black population would welcome his ideas, even though it was patently obvious that the qualifications required to cast a vote for the upper house would exclude most blacks. 

Hubbard's proposals were written in suitably constitutional prose, beginning: 'Before God and Man we pledge ourselves, the Government of Rhodesia and each of our officers and men of authority in the Government to this the Constitution of our country...'

Copies were dispatched to Ian Smith and to Saint Hill Manor in England with instructions to forward the document to the British Prime Minister, Harold Wilson, when Hubbard gave the word. Ian Smith's principal private secretary replied politely to Hubbard on 5 May saying that his suggestions had been passed to a Cabinet sub-committee examining proposals for amending the constitution. 

... Hubbard then wrote to the Minister of Internal Affairs asking if the investigation of his activities and background had been completed and if he could have confirmation that everything was in order. He added a jaunty postscript: 'Why not come over and have a drink and dinner with me one night?' 

This provoked a frosty response from the Minister's private secretary: 'My Minister has asked me to thank you for your letter of 5th May 1966 and to say that he has no knowledge of his Ministry carrying out an investigation into your activities. He regrets he is unable to accept your invitation to dinner. Yours faithfully...' 

...Hubbard's high profile as the 'millionaire-financier' who boasted that he could solve the UDI crisis (*) won him few friends among Rhodesia's deeply conservative white society. He often spoke of his willingness to help the government, pointing out that he had been trained in economics and government at Princeton, and seemed surprised that his services were not welcomed. ... Talk To The Saint Hill Staff & The Staff of WW

From Salisbury, Rhodesia. This is Ron:

The truth of the matter is that after I spent from April 1964 to January of 1966 putting Saint Hill together and putting in through 1965 the Seven-Division system and writing up all of its policy letters and straightening out its lines, I now had to know whether or not it was a workable system. But, with not being there at all and seeing the statistics go up to this degree gave me a great deal of confidence…

Now along with all of that, of course, before I left Las Palmas I had news that John McMaster had flown back from Los Angeles and had been checked out Clear. Now I knew indeed that the technical bridge was in all the way through to Clear.

Ahead of that, largely unexplored and not vital in its technology to the lower echelons, is of course Operating Thetan. This area is relatively unknown and just exactly what the total potentials of an Operating Thetan are have not been explored but I can say this, that everything that I try to say that an Operating Thetan can do as the total limit of his ability and so forth, reads as an invalidation on my e-meter.

Now there is also an economic situation which is very bad. Not only is there what’s left of civilization being shot gunned from the communist areas but also it is being mowed down from the world bank areas. In other words, the trick here is to make a country as insolvent as possible so that it will borrow as much money as possible and therefore that country can be made to pay back such vast interest rates and such huge sums of money through over taxation of its population that somebody gets rich someplace else.

Now this theory of how you depress the providence of a government in order then to tax and more or less own the country as a whole is probably the reason back of the African new black states, the present semi-confusion and dissolution of the government of England which owes the World Bank 900,000,000 (pounds) and it will owe it more and more and more and you’ll notice that whole budget was paying back that World Bank, paying back that World Bank. Well, of course, they’ll never pay back the World Bank and the World Bank will end up owning England.

So you have the super-capitalist shooting at civilization, you have the super-communist shooting at civilization and between the two there is some possibility that you might not make it, you might get disrupted on route.

Now if we can get white population, immigrants and big companies and so on moving into Africa and if we can get with that Scientology well established in Southern Africa, why we can then look forward to a salvage operation base, in case the northern hemisphere’s lights go out. You just go on and take the planet but there is a second avenue and that second avenue is possible through a reformation of Africa and all we have to do is make sure that this civilization of Southern Africa is, keeps going and keeps perpetuating itself and so forth and we will still have Scientology in spite of something happening in the Northern Hemisphere.

1966, July

At the beginning of July, Hubbard was invited to address the Rotary Club in Bulawayo. He delivered a rambling, hectoring speech telling the assembled businessmen how they should run their country, their businesses and their lives and when it was reported in the local newspaper it appeared to be faintly anti-Rhodesian. A couple of days later, Hubbard received a letter from the Department of Immigration informing him that his application for an extension to his Alien's Temporary Residence Permit had been unsuccessful: 'this means that you will be required to leave Rhodesia on or before the 18th July, 1966.' 

Hubbard was stunned. Up until that moment he had believed himself to be not just a prominent personality in Rhodesia, but a popular one. He asked his friends in the Rhodesian Front party to make representations on his behalf to the Prime Minister, but to no avail. 'Smith ranted and raved at them,' he reported later, 'told them I had been deported from Australia, was wanted in every country in the world, that my business associates had been complaining about me and that I must go.' 1966, 18 July

Hubbard booted out of Rhodesia because of his bad reputation and attempted meddling in local politics. (The Roots of Scientology)

You all probably know LRH went to Rhodesia in southern Africa in the mid 1960s. He was looking to set up the first OT base in that country. While there, he also purchased and began operating a hotel, at which he employed many people including his black friends. LRH was so outraged with the treatment of the blacks in southern Africa that he ultimately presented a new constitution, directly to the Prime Minister, which would have given full rights to the blacks in that country, LRH was ahead of his time. Apartheid was not only in full force, but the rest of the world, including the US Government, were either ignoring it or supporting it. For his efforts the white supremacists had LRH exiled from their country. As if that weren't bad enough, IRS agent Forsyth further rubbed salt in the wound when he described these activities as follows: "Scientology had plans to arm 5,000 natives in an effort to take over that country"

(David) Forsyth's memorandum contained 16 pages of similar reports. As you can see - they weren't just false - they were vicious. After years and years of trying to get LRH and Scientology - the IRS really started going psychotic. Possibly the most astounding document of that period was one written during the mid- 1960's. I'll read it to you now so you can see just how nuts these IRS officials were. The name Alfred Hubbard had come across the IRS' desk. At that point the IRS' reactive "mind equals a mechanism" kicked in.

"It is shrewd to note that since the name L. Ron Hubbard is so similar to prominent LSD advocate Alfred Hubbard, then LRH and this Alfred Hubbard must be one and the same persons. And because Timothy Leary has recently established a religion advocating LSD, then Leary may be the head of the Church of Scientology and our L. Ron Hubbard may be getting income through Leary"

LRH: In 1966, knowing that the world would not go on forever without war, and knowing that it might be very advisable for us to have all of our materials in a safe repository, I went down to southern Africa in order to establish an area where this could be effected. What happened there is that the people of the countries involved began to write me fan mail in floods, I appeared many times on TV and radio, and my popularity was very great, and this could not be confronted by a fellow named Smith, and some others, and they refused to extend my visa. There was no more to this than that. 

... I went off by myself into southern Africa to see whether or not an OT would make good, singly and all alone, without any assistance, against the environment around him. "I don't care if you tell them I was engaged in an educational study of Rhodesia and they couldn't get me out of these fast enough and they suddenly found out that, that's the only reason, you can say that's the only reason Hubbard's name comes up on the thing. It's because those governments down there are scared stiff that their native populations and so on would be given an educational administrative system and therefore they 1966, why ah they said that Hubbard was non persona grata in that area because he was liable to do all sorts of horrible things. Actually he's done nothing. He was simply studying the educational basis and they all of a sudden found out that he'd do something about educating blacks - all of the blacks around working with and so on were all of a sudden learning like anybody else, and at that moment Boom they went up in smoke and this just told him he was not going to have his visa renewed - he wasn't even kicked out - just refused to renew his visa so he couldn't complete his study. The Rhodesians don't like him. We don't know what action there is then. The Rhodesians don't like him, the South Africans don't like him." This action has to do with the recent adventure and the current suits on the London Daily Mail; has to do with the Newspaper Proprietors Group or whatever you call that activity…

That a criminal act has occurred and that the publications of materials copyrighted and classified materials have been published in this newspaper belonging to this particular group. Now exactly what the crime would be is at least receiving stolen goods. Now I’m perfectly prepared to put in a claim to the police that on my return certain classified papers were missing and pursuant to that that these classified papers … had been filched and that they were accepted and purchased apparently by these proprietors and that they have published them…

So therefore they did undertake to send (Peter) Younghusband to Rhodesia to get me imprisoned or shot and then if that failed, denied re-entry into the United Kingdom and then vilified and discredited so that the testimony would not count in this suit. And that is a criminal offense and Sir William Carr and Cecil King are, at the very least, accessories if not directors of these crimes.

Now that was the first datum I had on this subject in 1954 – I found out in counting noses that the people who had done the most – twenty-one people – who had done the most to damage Dianetics had criminal records and seventeen of them verified; I just got tired at seventeen and said this is too many.

That in view of the fact that they have criminal backgrounds or in view of the fact that investigation will reveal this, our investigation should therefore go forward to the discovery of crime. Then we should act on the crime… and then when it is acted upon – then we sue.

This is about as malicious and vicious perhaps as one could get but then you are suing a discredited source and this would become hallmarked after awhile. They’d say "the Scientologists must have done that because first he was jailed and then he was sued".

And that is the policy. And then where possible – where we have discovered a great deal of entheta coming back at us, then we intend to get this handled by investigating it back to a criminal act by the person. A criminal act is disassociated from the entheta of course but that’s what they are trying to defend or something and we get that and then we put on the pressure to publicly to have that person prosecuted for that particular act and then, when they have been prosecuted – or are being prosecuted – or are just beautifully discredited at that particular moment, then we serve them with a summons. ? law and order, assault and battery or whatever they did is not of interest to us except to discredit them and then we serve them with a suit for libel and slander.

In 1950, I’ll give you some background history on this, I started a Foundation. I didn’t have control of this Foundation, it was started by a number of business men who were in who believed in human betterment, and they began a Foundation called the Hubbard Research Foundation, Elizabeth, N.J.

At that time I wasn’t ever owning up to having done the research. I had written a book and it had become a bestseller, and they had taken over and the Foundation to continue the researches. I was actually at that time backing out of the whole thing… It was riding the top of the Best Seller list throughout the summer of 1950, it was a sellout all over the place and so I said all right I’d give them a hand until July, and then I would have to go on and do something that was more in my line of country, you see.

By July I found out that people were doing things with this technology which had been released which were not necessarily harmful just terribly off beat, messed up, and I saw that it was all about to go down the river, and the Board at that time begged me to stress the fact that I had done the research, and the work was basically mine, and that I should take some Administrative control for this. Well, so I took some Administrative control.

Well, if you ever saw a shambles it had begun right at that moment, not because I was in Administrative control but just shambles. It was so bad there were about 4 people killed out in California, there was an effort to kidnap me, which only my somewhat hard won knowledge of Judo and so forth got me out of – I put two blokes in the hospital – very very adventurous. A woman sued me for divorce to whom I was not married; she was the mistress of a scientist, an atomic scientist, and he had been my friend, and he had died. Well anyway, to make a long story short, she haunted me – and it was just too thick – offices were being robbed and Oh my goodness.

By this time there were 5 of these branch offices to the Foundation – I still had no Administrative control over this and the Boards would pass all sorts of resolutions and spend money in all different directions – I had no control over this, but I did have control over the fact that we were being knocked around badly, so I went down and saw a friend of mine who was an assistant of Hoover’s, J. Edgar Hoover, and he said "Well, Ron, I can’t do anything for you by telling you anything about your staff, but if you give me a list of all of your staff members of all of these Foundations, I will give you back a list which will startle you, and tell you which ones of them are not members of the Communist Party. I’ll give you back that list". That was news to me, what was this? So I gave him that list that included a 1000 staff members in these 5 organizations, and he gave me back a list and it had 257 names missing off it.

Well, he wised me up just to this point, "Communists", he said, "are under orders to infiltrate all sorts of organizations, and you are just getting more than your share of popularity and if they can bend this activity over to their own uses they would be very excited about it and so forth".

Well, I slogged through the remainder of 1951 and eventually…I had no control of these organizations at all and they, through mismanagement and so forth by their existing Boards, they folded up and I went off down to Phoenix, Arizona, and I started a Scientology organization.

The name of the earlier subject was Dianetics, and you will find that is still in useful practice, but it was basically a healing subject. We got in bad with the healing professions because the publisher and a medical doctor, not me, said that any two people could use it and get well instantly, and it was Walter Winchell no less who said it was a greater development than the wheel and arch. That wasn't me. Now these people staring attributing these statements to me.

Well, I parted company with this field because I did not want to be mixed up with a healing activity because this was a philosophic line of research and I ran into Scientology and the basic subject from which Dianetics was derived, and I went on with this development down in Phoenix, Arizona, and I got the earliest Scientology Organization put together and I had control of that and it ran pretty well, and it has been prospering ever since.

I came over here to England – there were several groups over here in England that were at swords with each other – and they requested me to come over and make peace amongst them – so I made a branch of the American Office in London and let these groups contribute their activity to it and its gone on from 1952 in England.

Now at the time, had it not been for responsibility to other people and so forth, I would actually very happily have pulled foot from all the administrative actions and so forth in regard to this because it is a tumultuous field to end all tumultuous fields. You see me right now gazing longingly and casting sheep’s eyes at a yacht I am getting surveyed…

and you see me going out to Rhodesia…and if it weren’t for my responsibility to other people in this matter, I myself would not have very much to do with it. That is the truth of the matter.

But now that I have taken responsibility along this line, I am very dedicated to certain propositions, and that is, first and foremost, the ethical application of the technology, it must be done right. It must be used properly. It mustn’t be used to hurt or harm people, and so on. Hence you see our Ethics activity.

Now in 1954, I got my first clue, and this is where you start coming in, I got my first clue as to the actual type of personality that gave us a slugging around. Earlier in doing research on the mind, and so on, I had become a special officer of the Los Angeles force for awhile… My beat was South Main and Alvarado and that is the toughest district there is down there, and I got a little insight into the criminal intelligence and then I began to find out that I didn’t run across Communists who didn’t have a slightly or largely tainted criminal background. This was big discovery to me… and as time has gone on I have gotten a deeper and deeper insight into the type of personality which raises the devil with this type of work, and it isn’t 90% of the human race, it is a figure as small as 20%. Of that 20%, only 2 ½ % of the 100, the other being 17 ½ %, the 2 ½% are really institutional cases. They are utterly mad.

Now when I found out that they are in the minority I began to investigate whenever we started to take a shellacing, whenever we started to be beaten around I would get a private investigator in the area and have a look around and see who was at this and that activity, is (it) the suits, no, but that activity of investigation is the only thing which has tamed down attacks on Scientology. Not even a punitive action after the investigation was concluded but just the fact of investigation.

Now you take the Australian Enquiry which is giving us trouble right now. That Enquiry proceeded under executives who since have really been shot from guns by us, who would take no order of any kind…

Now this Australian Enquiry forbade – it's got so many legal points – that it forbade me to appear. It said it couldn’t guarantee my personal safety if I appeared and testified there.

We get all sorts of weird things happening like this fellow Filson, he grabbed some papers which are not public issue papers but which are research materials. He sells them to a newspaper.

Now you are running down somebody who apparently is one of this original type personality I was talking about. They are terrified and they push it forward. You are not doing anything which is criminal, don’t you see, there is no such action involved but the fact that you are bettering him terrifies such people. They only approve of activities which kill men.

We had an enthusiasm on the part of the Daily Mail form trying to kick things around.

Their man, by the way, Peter Younghusband, that they used to pull off this coup in Rhodesia, I now find out from Tony Hitchman, the Radio Rhodesian television, that isn’t his name. His name is something like Von der Staden or something, and he is a South African, and he operates under an assumed name and he is still kicking around Rhodesia.

Yesterday we saw a Scientologist Pat Webster at London HASI whose brother Tony Webster has been causing some trouble… He said that he has seen Kenneth Robinson, the Minister of Health, he has been trying to do things against Scientology for ages and he will not stop...

Here’s something astonishing with regard to men with money, I finally got a rundown on no less a person than Harry Oppenheimer. I was looking for who was kicking over the traces down in South Africa … Now I wondered if there wasn’t a contact between King and Oppenheimer because King is also on the Board of Directors of the Bank of England…

But he (King) is a director with Carr of the NPA which has banned our advertisement…

It could tie in. When I did an extrapolation of this if it were a conspiracy it led to somebody who had an interest in Mental Healing, the Press and High Finance, because they were able uniformly to influence income tax and treasury departments, and influenced the Ministry of Health and influenced the policy papers and it was so uniform and the pattern was so uniform – the attack is a pattern, same pattern every time – that I wondered who this bloke, or blokes, or group could possibly be. 1966, late Aug.

In the latter part of August 1966, the Daily Mail made straight the way for certain MPs once again to raise the question of an inquiry into Scientology. 

The newspaper published a lengthy article under the heading "The Case of the Processed Woman", concerning a young woman who had been compulsorily detained in a mental ward after having been associated with Scientologists at Saint Hill Manor in East Grinstead.

The thirty-year-old woman had been in and out of mental hospitals (those "nurseries of insanity", as John Reid called them), since she was nineteen. It can therefore be assumed that psychiatric treatments had done for her before she ever met the Australian Scientologist who, on his own initiative, introduced her to Scientology. Nevertheless, the published account placed the blame for her mental breakdown upon Scientology processing.

The story was not, as the Daily Mail held out, the result of a thoroughgoing probe into the affair by its nose-to-the-trail investigative reporters. It was, rather, based upon information made available to the paper by the patient's mother, who was willing to expose the personal details of her helpless daughter's condition in the public prints in order to "get" Scientology.

In a face-saving note at the end of the account, the newspaper declared: "The Daily Mail publishes the patient's name with the support and approval of her family who feel that the practices of Scientology should be made fully public."

Mary Applebey, general secretary of the National Association for Mental Health, was quoted in the Processed Woman story as saying, "Now the time has come when there should be a Ministerial inquiry."

Up popped Peter Hordern, Conservative member from Horsham, to demand that the Health Minister, Kenneth Robinson, initiate "an inquiry into the practice known as Scientology".

In a written answer, the minister said he did not think any further inquiry was necessary to establish that the activities of that organization were potentially harmful.

Actually, there was not yet enough "evidence" to sustain even a loaded-dice inquiry such as that staged in Melbourne. Accordingly, no move was made to set up formal hearings. Instead, Robinson limited his attack to a public denunciation, apparently hoping that the mental health Amalekites would leave it at that. (Garrison: Hidden Story of Scientology, pg. 186/87)

Dr. E. L. Fisher, Member for Rosettenville, on September 30, 1966, arose in Parliament to ask Dr. Albert Hertzog, the Minister of Health, the customary question: had his attention been drawn to a cult being practiced in the Republic under the name of Hubbard Association of Scientologists International, and whether his department had investigated the cult in relation to the people's health. If he had not done so, would he now have such an investigation made?

The answer was that the Health Ministry had made a preliminary investigation of Scientology, but that it had turned up no tangible facts requiring any official action.

Undaunted, Dr. Fisher was on his feet again in the House of Assembly two weeks later, asking whether the Health Minister had received further communications in regard to Scientology, and pressing for an inquiry.

Dr. Hertzog replied that he had received only two letters from individuals, one in praise of Scientology and one against it. Until more convincing evidence could be put forward, there was no justification for a full-scale inquiry. (Garrison: Hidden Story of Scientology, pg. 218/19)

1966, 22.11.

On 22 November 1966, the Hubbard Explorational Company Limited was incorporated at Companies House in London. The directors were L. Ron Hubbard, described as expedition supervisor, and Mary Sue Hubbard, the company secretary. The aims of the company were to 'explore oceans, seas, lakes, rivers and waters, lands and buildings in any part of the world and to seek for, survey, examine and test properties of all kinds'. 



Enchanter - later remaned “Diana”

Before the end of 1966, the 'Sea Org' had purchased its first ship, the Enchanter, a forty-ton sea-going schooner. ... Hubbard asked his friend Ray Kemp to be a part owner. 

Shortly after the purchase of the Enchanter, the Hubbard Explorational Company bought an old, rusty North Sea trawler, the 414-ton Avon River, moored at Hull, a busy seaport on the north-east coast of England. 

Hubbard then flew to Tangier in Morocco, where he planned to continue his 'research'. 

Before being driven to the airport, Hubbard scribbled instructions for various members of the 'sea project'. One of them was Virginia Downsborough:

'After he had gone I was given a sealed envelope with his initials on. Inside were my orders. I had to go to Hull, get the Enchanter ready for sea and sail her to Gibraltar for a refit. Ron gave me a list of things he wanted from Saint Hill, mainly personal possessions and clothes, which I was to bring with me. I left for Hull next day.' 

'A lot of things needed to be done before the Enchanter was ready to sail,' she recalled, 'so I lived on the Avon River, which was moored alongside and was absolutely filthy, for a couple of weeks while the work was being carried out.' (Miller: "Bare-faced Messiah", pg. 264)

LRH: ... December of 1966, I concluded that I had gone as far as I could go without taking further forthright action with our technology, and I used an old principle of Scientology, which consists of putting the injured member exactly on and in the place it was injured. If you were to bump your head on a certain door, a little bit later if you go back and touch your head against that door, you of course will suffer the full somatic for a moment of the impact. It has to be that exact point to produce this exact phenomenon. 

And so I decided that I had better go out and contact an exact point or two, not so much for me, but where things had happened in ages past which were really the beginning of the demise -- or were the demise for this civilization as it then existed. Without telling anyone about this - or what I intended to do - I went out and took my life in my hands, you might say, and brought the matter off. The mystery of this universe and this particular area of the universe has been - as far as its track is concerned - completely occluded. No one has ever been able to make any breakthrough and come off with it and know what happened. As a matter of fact, it is so occluded that, if anyone tried to penetrate it, as I’m sure many have, they died.

The material involved in this sector is so vicious that it is carefully arranged to kill anyone if he discovers the exact truth of it. (Ron's Journal 67)

1966, 5.12.

A few months later, the Hon. Mr. Hordern took the floor just before midnight to make Scientology the subject of the motion for adjournment. He recalled that he had asked the Minister of Health on December 5 last to hold an inquiry into Scientology.

At that time he went on, the Minister's reply was quite unsatisfactory because "it completely ignored the considerable body of evidence that had been laid before him by myself and others, and the great weight of evidence produced by the State of Victoria Commission, upon the evil nature of this organization".

Hordern, then, "with the express permission of her mother", recounted in detail once more the story of the "processed woman". He followed that dramatic account with a lengthy recital of findings from the Anderson Report, and ended with yet another appeal for a full inquiry into Scientology at the earliest possible date.

Mr. Geoffrey Johnson Smith (Conservative, East Grinstead) assured the House members that he had received information (source and kind not disclosed) "which would indicate that the case which we heard from my Hon. Friend the Member from Horsham, is not an isolated example, information which would add substance to the arguments which have been put forward". 

Health Minister Kenneth Robinson still did not feel enough solid ground under his feet to proceed with a full-dress inquiry. Once again deploring Scientologists who "direct themselves deliberately towards the weak, the unbalanced, the immature, the rootless and mentally or emotionally unstable", the Minister said he was nevertheless still opposed to an inquiry. He added:

"I have not had evidence that Scientology has been directly and exclusively responsible for mental breakdown or physical deterioration in its adherents in this country. I nevertheless intend to go on watching the position."

If more evidence were needed, Scientology's adversaries were resolved, in one way or another, to supply it. (Garrison: Hidden Story of Scientology, pg. 187/88)
