1970

Holland... not more than a hundred Scientologists in the entire country. When a small Scientology mission was established in the Netherlands in 1970, the British National Association for Mental Health arranged a meeting between their representatives and officers of their Dutch counterpart. One of the latter, was the publisher of the newspaper Vrij Nederland, which soon thereafter launched an attack on Scientology, based in part upon material obtained by intimidation from Dutch Scientologists. I have a new system worked out to knock them out no matter what they do.

We started telling them to investigate newspaper reporters who wrote against us – a lot of them bribed, freelancers bought, a lot of officials on this line. Had to figure out how to hurt these guys and still stay legal. They have a vulnerability already worked – several guys have lost their jobs over this. How could they be hurt – all you have to do is spot it, figure out how to cost them their jobs and make them lose it.

We have some trouble getting the real background dope on these guys but they do pick up what the guy is doing in present time. So we change the procedure to spot it and cost them their jobs every time. (Chronology of Policies and GOs concerning the attacks on Dianetics/Scientology)

1970's (SRI)

In the 1960’s decade tech had fallen out to the degree that “quickie grades” were being delivered. That meant only one process was run per grade, so people were not getting the gains they should have obtained from auditing.

LRH applied KSW and handled this, so that all processes for each grade were done. The result was that in the decade of the 1970’s, orgs were teaming with people. Each org had hundreds of people on staff and hundreds of preclears and students on lines daily. At that time - Scientology was fun. (Criminal Track)

The U.S. Intelligence community is engaged in a psychic arms race with Russia. They are conducting mind control experiments and researching all kinds of psychic phenomena. Thus they were interested in Scientology exteriorization tech and other OT phenomena.

Hal Puthoff works for the National Security Agency (NSA). He joins Scientology and goes up to OT 3. After that he goes straight into the CIA-spawned “Remote Viewing Program” at Stanford Research Institute (SRI) in Palo Alto, California.

“Remote Viewing” was just another way of saying exteriorization, they are the same thing.

The other two key participants in the SRI “Remote Viewing Program” were Ingo Swann and Pat Price. Price was an OT 4 and Swann was an OT 7 (who also had a Top Secret Clearance with the military).

These three OTs conducted experiments to scientifically document and prove the phenomena of exteriorization. 

The scientific method used to document exteriorization was this: Ingo Swann and Pat Price would have their bodies physically located at SRI in Palo Alto.

A team of scientists would leave Palo Alto and go to some other physical location in the world. Swann and Price would exteriorize and go to the site of the remote scientists and take a look. Swann and Price would then return to their bodies in Palo Alto and accurately describe the location of the remote scientists in some other part of the world.

In addition to the exteriorization experiments, they conducted experiments that scientifically proved that an OT could influence a magnetic field with his thought.

Records of all of these experiments were kept and Puthoff then wrote a book about the experiments, entitled “Remote Viewing.” (Criminal Track)

"Many of the SRI "empaths" were mustered from L. Ron Hubbard's Church of Scientology, Harold Puthoff, the Institute's senior researcher, is a leading Scientologist. Two "remote viewers" from SRI have also held rank in the Church: Ingo Swann, a Class VII Operating Thetan, a founder of the Scientology Center in Los Angeles, and the late Pat Price. Puthoff and Targ's lab assistant was a Scientologist married to a minister of the church. When Swann joined SRI, he stated openly that fourteen "Clears" participated in the experiments, 'more than I would suspect.'" 1970

The ship was now moving around between Spain and Portugal and we were running into some political difficulty, which we later found out to be also forwarded through the American Embassy from Washington DC through the various Consuls and Embassies in the various ports to the heads of the government, which insinuated that we were either drug-runners or traffickers in "little girls", or "white slavers", or something like that. ...

... I was back on the ship doing the Captain job - ...and we started trying to handle Morocco and recover Spain - which had been third-partied against us in Madrid by the Interpol people. And we also had the plan for EU, which had to be instigated, and which I accepted the mission to do. That was going to go up there and take over Europe and get it booming.

Because the plan was to have EU, of course, be the mainstay of Scientology, and finance all of Scientology in case the United States ever went down the tubes, in case anything else happened to their economy, in case the Church got "taken over" there. Anything that happened to the US, EU would survive it. Now this was not started in '70 by the Boss. It was a postulate of his and an order to the Exec Council WW in 1966 or '67. However, it was never done. EU stats were still at the bottom by 1970.

So, there are very interesting stories I can tell you about the Morocco and Spain recovering thing, which I will in the next... - after this about the CO EU hat - ...but those cycles were never fully done, because one thing was to go and find the false data and get it replaced.

So, at that time, the Boss made up this project called "Snow White", which was given to Fred Hare to do. And it was to replace all the false data in every government agency's file with true data. Find it and replace it with true data. And that was the project called "Snow White".

Now, that was the start of all these missions that went to discover what was going on in Interpol, find out what data they had on us, the missions to various governments, to various groups, organizations, banks, IRS people, and so on like that. That was all under this heading of "Snow White". Get these documents and "Dead Agent" them.

OK, so the Spain recovery. We did a PR cruise to Spain without LRH and MSH on board. They stayed down in Morocco with the family. Of course, they were still safe and happy and enjoyed their birthday parties and their nights out and so on like that.

And the Spain recovery mission was partially successful. We found out that the main protest against us - the "Apollo" being there - was from Madrid. And so at that time a mission came up to Madrid to try and handle the thing, and it was found out the data came from Interpol and they didn't know what to do about it. And it was therefore necessary to do a mission on Interpol, which you have probably read about in that book, The Exposure of Interpol, written by Vaughn Young, I believe.

Anyway, that's all assimilable data, but that's how it fits in with Spain.

Now, also anybody's name, by the way, that was connected with the ship in those days, the Senior Officers and so on, is in the Interpol files, and it's also in the "Enemy List" file in the United States and that means "enemies of the state". And those names are all in there, all the top GO names (the good guys, anyway), and the top SO names (the good Sea Org people), are all in those files. (CBR-debrief from 1982)

Successful:

• Invent letterhead of some organization that is curious, i.e. have it printed up and use it to make queries. If you have a letterhead nobody seems to bother checking it. If you have a letterhead of any sort you will get answers to your questions 95% of the time. Of these using a phony News Agency is the most successful.
• Using 2D on someone high in the government to seduce them over to our side.
• Infiltrating an enemy group with the end to getting documents.
• Covert third partying with forged or phony signatures.
• Anonymous third partying. Particularly the Internal Revenue Service appears to follow up every tip off they get.
• Direct theft of documents.
• Impersonating a reporter over the phone to get information.

Unsuccessful Actions

• Bugging and the use of any electronic devices have on the whole produced nothing.
• Depending on big money alone to get in and out of places.

Concerning Intelligence (author likely is LRH)

I think there is every possibility that I have located the central agency which is inspiring the international attacks on Scientology. As you know we have not been able to locate the, what I have called Tenyaka Memorial, the overall plan in the files of various organizations or offices. We have not spotted the school where these people are trained and we have not spotted the actual direct live correspondence which must exist somewhere in the world.

In about 1964 I did a schema or schematic which would indicate it had to be an international agency and had certain other characteristics and I did the exact type of attack pattern which repeats itself in every country and it led me to a conclusion that it was directed from some place high up and that it had a central operational headquarters.

In review it followed the lines of first there was an income tax assault, then followed up by some health agency. This is followed by some press stunt or campaign and then there’s a parliamentary contact and connection and an outcry demanding an enquiry and then certain false allegations are made which are never disclosed and the campaign falls into full swing in order to batter us down, exhaust our funds and to get a ban of some sort on us.

Looking over these various channels I came to the conclusion in about 1955 that it would have to be some kind of intelligence organization – but I didn’t take it too seriously and in 1964 I came definitely to that conclusion….

…the reason the enemy makes any progress at all is his central headquarters and the actual correspondence, the actual directions, the actual plans, orders and issues of the attack have not been detected. When we got as far as the World Federation of Mental Health and the National Associations of Mental Health we were on a very good track – but all of a sudden the trail went blank. Although evidence was very fruitful that they were the instigators of this attack, their headquarters where they trained people, where the central plans were kept and so on could not be located.

On a completely different channel I have just had to review the subject of public relations… The textbook is Effective Public Relations written by Scott Cutlip and Alan Center. I will give you a resume of the textbook basic outline, but it is enough here to state that amazingly all of the characteristics which comprise the attack which we experienced are thought to be by the experts in this field, public relations. The campaign, the conduct of the press, the getting rid of adversaries is even mentioned in the text and lobbying –

An intelligence group would have long since pressed home the attack on other grounds… but a PR company would not think in these terms – they just go on perpetually because they are collecting money for doing what they are doing.

Now, on studying this thing further, I find amazingly enough, that there are definite connections with regard to the National Association of Mental Health and the World Federation of Mental Health in that they do employ a PR activity. Everything the enemy is doing would be embraced in what is modernly considered to be a public relations company or activity.

Therefore for this and other reasons I’m convinced that our Tenyaka Memorial … that plan of campaign against Scientology, all files, all correspondence, all training and everything else is resident in a PR firm which has International connections. 1970, 28.4.

Australia: On April 28, 1970, a writ issued in the Supreme Court of the State of Victoria by the Hubbard Association of Scientologists International against Anderson and Just, charging the two with misfeasance, breach of duty and recklessness in the conduct of the Inquiry into Scientology.

This legal counter-attack created a considerable stir in Victorian professional and political circles. Following the Inquiry, both men had been elevated to judgeships - Anderson was now a Justice of the Supreme Court, and Just a judge of the County Court.

In order to block the Scientologists from having their case heard in a real court of law, where rules of evidence must be observed, Supreme Court justice McInerny set aside the writ on a technicality. He ruled that Ian Tampion, acting as agent for the Scientologists, was "an unqualified person". 

The Scientologists refused to give up. After considerable difficulty, they eventually found a firm of solicitors that would, acting as "qualified persons", properly lodge the writ in the Supreme Court.

Hubbard's organization now went even further and had writs issued not only against Anderson and just, but against the Victorian Government (for libel in publishing the Anderson Report) and six newspapers.

This time the writs could not be struck out on the basis of some legal technicality. The defendants would have to face a full court hearing of the charges against them. (O. Garrison, Hidden Story of Scientology, pg. 161-162)

The Psychiatrist At Work

The psychiatrist has masters. His principle organization, World Federation of Mental Health, and its members, the National Associations of Mental Health, the "American" Psychiatric Association and the "American" Psychological Association are directly connected to Russia.

Even the British Broadcasting Company has stated that psychiatry and the KGB (Russian Secret Police) operate in direct collusion.

A member of the WFMH sits on every major "Advisory Council" of the UK government, to name but one government. Ministers of Health or Health Authorities are members of the National Association or the WFMH.

The psychiatrist has masters.

Sir John Foster concluded his Inquiry on December 31, 1970, and submitted his written report a few months later. But Sir Keith Joseph, who had by that time succeeded Richard Crossman as Minister for Social Services, showed a strange reluctance to publish it or to disclose its contents.

After months of "waiting for Sir Keith", both MPs and newspapers began to evince a growing impatience.

A Daily Mail reporter who had somehow learned what was in the Foster Report wrote that the Inquiry's findings had infuriated senior Government health experts, who had been behind the ban against Scientologists. He said the report could damage Whitehall reputations.

In Parliament, too, demands were heard for public disclosure of Sir John's conclusions, based on his examination of Scientology and its activities. During the three years since the ban had been imposed, some Members, on their own initiative, had taken steps to learn the facts about the sect and its practices.

William Hamling, Labor MP for Woolwich West, had gone personally to Saint Hill Manor and had taken several courses in Scientology. He said that he had found them very useful and thereafter became a supporter of the movement. The interesting thing about Mr. Hamling was that he had been Private Secretary to Health Minister Robinson who had taken steps to bar foreign adherents from entering Britain. 1971

John Cole, another FBI snooper who was assigned to get a line on the Scientologists, apparently jumbled his mission somewhere along the way, and got his come-uppance at the scene. In 1971, he sued church members Terry Milner and Henning Heldt who, he alleged, assaulted him in the church offices. He had been there in search of confidential information, for which he assured the two church executives, he was willing to pay.

When it came to pressing his suit in court, however, Cole had a problem. On January 27, 1971, Moton B. Holt, Jr., his legal counsel, wrote to the United States Attorney in Los Angeles:

"Confirming our conversation, I am attaching interrogatories in subject action by which defendants seek to discover information of Mr. Cole's prior activities which included undercover work, special assignment and informant duties in various Governmental agencies, including the Justice Department, Senator Eastland's Committee, the FBI, the CIA, the C-11, and others. The FBI recommended that I contact your office with respect to any suggestions you may have to avoid answering any of the propounded questions in this area.

"Mr. Cole advises that the information is highly confidential from the Government's viewpoint and disclosure of the same is not in the interest of national security and, further, would endanger the lives of at least four Government agents.

"I have various citations which could be used including the Internal Security Act, the Espionage and Censorship Act and various Departmental Orders."

Attorney Holt said that the judge hearing the case had granted the defendants' motion to compel him to answer questions on the grounds that such questions were material to show loss of earnings while Cole was hospitalized. He added:

"Cole does not want to appeal due to the publicity involved. The original story when the suit was filed was squelched by the FBI." (Emphasis added.)

An intelligence report dated January 29, 1969 filed in the Drug Enforcement Agency archives throws additional light on Cole's activities. The document lists articles taken from church offices in Los Angeles. It is captioned, "From: Cole -To: Slagel." (O.ﾠGarrison, Playing Dirty, pg. 61)

...twice during 1971, the FBI forwarded derogatory reports concerning the church to the office of the Legal Attaché in the U.S. Embassy in Madrid. (O.ﾠGarrison, Playing Dirty, pg. 61)

... CO EU mission was coming up there that year, and I went up to EU.... I started the Orgs going and also the CLO going there with "on-source and on-purpose teams" and just expanding the hell out of it.

And the thing is, we expanded quite well until people realized we were making a lot of money over there and then just...- the GO had to jump in there, everybody had to jump in there, and get their cut of the pie and put limitations on things and so on like that - ... and that's one reason why later on, the Boss said: 'Nothing applies to EU except his own orders.' And those were the same orders that were successful in EU when I was there, and anybody else's orders that came into there were always unsuccessful. Because we just did LRH Policy and what he would do on starting up an area like that, and that was successful and nobody else's stuff was ever looked at. And I had filed a whole trunk full of that stuff at FOLO, or the CLO, and it was never used. And apparently, that's the same successful action that Guillaume (Lesevre) uses today, I don't know. We just used what LRH put down, and applied that.

We used this to narrow and target our searches. It led us to WFMH and the NAMH. And it served us well. But it did not lead all the way until this year. 

We found the central handler (one who orders operatives and operations) and proved it by numerous correspondences we were given. The track on this was started by a bit of flair (insight). And it has proved out absolutely. The person is "Mary Appleby" Secretary of the National Association of Mental Health of England. It is she who writes and phones her contacts to start attacks on Scientology.

Her uncle (just now deceased) was OTTO NIEMEYER of the World Bank.

... It has gotten us this far. But in getting there, new data has shown up. 

Brilliant work in tracing the origins of the WFMH disclosed it and the NAMH to have NAZI origins. Goerings Cousin, Villinger, others others were at the root of Naziism in Germany and brought Hitler to power! They started the death camps and they not Hitler ordered the extermination of Jews.

Hubbard came to an extended "Working Hypothesis": 

"Apparently there exists somewhere a Nazi Memorial or plan to conquer the world.

By intelligence infiltration of governments, drug addiction and dependency and using psychiatry to eliminate political undesirables and minorities, a group is bent on world political conquest." (Data Sources:

Smersh was originally a part of the Stalin-era security apparatus; its name, an abbreviation of its motto "smert' shpionam" ("death to spies"), reflected its role in counter-espionage and detection of anti-Soviet activity. It was absorbed into the NKVD (the direct predecessor of the KGB) in 1946. 

Hubbard's theory that time was that there is a hidden Nazi intell influence, also running the WFMH and Media.

Susan Meister, a twenty-three-year-old from Colorado, had joined the crew of the Apollo in February 1971, having been introduced to Scientology by friends while she was working in San Francisco. 

... when the Apollo was docked in the Moroccan port of Safi, Susan Meister locked herself in a cabin, put a .22 target revolver to her forehead and pulled the trigger. She was found at 7.35 pm lying across a bunk... A suicide note was on the floor.

Local police were called, ... the death of an American citizen alerted US consular officials...

Susan Meister, who had seemed a rather quiet and reserved young woman to her friends, was portrayed as an unstable former drug addict who had made previous attempts at suicide; Peter Warren, the Apollo's port Captain, hinted that compromising photographs of her had been found. 1971, 13.7.

William Galbraith, US vice-consul in Casablanca, had driven to Safi to make inquiries into the incident. On 13 July, he had lunch with Warren and Joni Chiriasi, another member of the crew, at the Sidi Bouzid restaurant in Safi before being taken to look round the ship. Afterwards, Warren and Chiriasi both signed affidavits accusing Galbraith of threatening the ship - 'He said that if the ship became an embarrassment to the United States, Nixon would order the CIA to sink or sabotage it.' Galbraith also allegedly referred to the Church of Scientology as a 'bunch of kooks' and speculated that the ship was being used as a brothel or a casino or for drug-trafficking.

Next day, Norman Starkey, captain of the Apollo, forwarded copies of the affidavits to the Senate Foreign Relations Committee in Washington, with a covering letter complaining that Galbraith had threatened 'to murder the vessel's company of 380 men, women and children, many of whom are Americans'. Letters were also sent to John Mitchell, the Attorney General, and to the Secret Service, all with copies to President Nixon... (Miller: "Bare-faced Messiah", pg. 307)

The button used in effecting settlement is purely financial. In other words, it is more costly to continue the legal action than to settle in some fashion.

Therefore, it is imperative that Legal US Dev-T his opponents and their lawyers with correspondence (a lawyer’s letter costs approx $50), phone calls (time costs), interrogatories, depositions and whatever else legal can mock up.

Re. FDA-raid in 63: Once again, the District Court found in favor of the government and entered an order condemning the meters and all the confiscated writings. And once again, on November 24, 1971, attorneys for the Church filed notice of appeal.

Like all legal battles between the Government goliath and the private sector, the contest was greatly uneven. The protracted litigation was costing the defendants a great deal of money, which they would never be able to recover, no matter what the outcome of the proceedings.

The federal dictocrats, on the other hand, had available to them the limitless financial resources of the national treasury - that is to say, the people's money. They had spent thousands of dollars prosecuting a minority religion for employing a simple galvanometer in its practice, an instrument which the District Court itself had declared to be harmless, adding that destruction of it would intrude upon religion. The only possible loser on their side of the bar was the taxpayer.

In a brief filed with the U.S. Court of Appeals following the second trial in the District Court, lawyers for the Church of Scientology again argued that the "misbranded device" provisions of the federal Food, Drug and Cosmetic Act were not applicable to a harmless instrument such as the E-meter, which is central to a bona fide religious practice. On December 7, 1961, T. J. Stander sent a memorandum to all members of the Executive Committee (South African National Council for Mental Health) and to all mental health societies in the Republic, asking them to submit to him information appearing in local papers and magazines, concerning "courses in psychology and related subjects". 

Typical of the material being garnered by Stander was an exchange of correspondence between Dr. Scott Millar, medical officer of health for the city of Johannesburg and the Hubbard Association of Scientologists. Millar had written the Scientologists, soliciting information concerning Scientology. After receiving it, he wrote the Scientology organization that "I have read some of these pamphlets and consider that as an example of meretricious pseudo-science Scientology would be hard to beat and that the claims made for it are not only ridiculous [sic] but an insult to the intelligence of any normal person."

Dr. Millar closed his letter with a threat: "I propose to report your activities to the authorities concerned for any action they may wish to take on the matter." (Garrison: Hidden Story of Scientology, pg. 216)

1971, 22.12.

In response to public pressure, the Foster Report was finally published on December 22, 1971. One of its two principal conclusions, which had stunned the mandarins in Whitehall, was that most of the Government's measures against Scientologists were not justified and that the entry ban on foreign Scientologists entering Britain should be lifted.

The Report also criticized the roughshod way in which immigration officers had enforced the ban. They were, said Sir John, "even more stringent than the letter of the measures".

While it was clear that, as a matter of law, the Secretary of State for Home Affairs was perfectly within his rights in refusing Scientologists permission to enter Britain, "the mere fact that someone is a Scientologist is, in my opinion, no reason for excluding him from the UK when there is nothing in our law to prevent those of his fellows who are citizens of this country from practising Scientology here".

...Besides recommending that Scientologists of foreign or Commonwealth nationality should henceforth be admitted to Britain as visitors on precisely the same footing as other people, Sir John said that in his view Scientologists who wished to come and work in the UK ought to be granted or refused a work permit on the same criteria as everyone else, and the fact that they or their proposed employers are Scientologists should be regarded as quite irrelevant.

The Report did not, however, favor admitting Scientologists as students, who under Britain's immigration laws, form a privileged class and are normally allowed to stay four times as long as the ordinary visitor. Sir John gave as his reason for this stricture the fact that on the evidence before him he was not satisfied that Scientology schools as then organized were bona fide educational establishments.

A second major recommendation contained in the 192-page Report was the proposal that legislation be passed, aimed at controlling the practice of psychotherapy for fee or reward. Under terms of the Act, a professional council would be set up to pass on the practitioner's qualifications. 

...Taken as a whole, the Foster Report clearly aims at denigrating Scientology, not in illuminating it. 

... A representative of the Home Office made it clear that the British Government had no intention of allowing foreign Scientologists back into Britain "in the foreseeable future".

Sir Keith Joseph, Secretary for Social Services, told the Commons that the main recommendation of the report was that the restrictions instituted in July 1968 should be relaxed, but that the practice of psychotherapy for reward should be restricted to suitably qualified persons. The Government took the view that the recommendations should be considered as a whole, that is, the ban could not be lifted until "after consultations with relevant professional organizations". "Until they are completed, the Government does not feel able to reach any conclusions on the report." (Garrison: Hidden Story of Scientology, pg. 205-210)

In a letter dated December 29, 1971 to Mary Applebey, general secretary of the National Association for Mental Health, Dr. D. H. Clark (medical superintendent of Fulbourn Hospital, Cambridge) wrote:

"I spent much of Christmas morning reading the Foster Report and as I read it in detail I was filled with un-Christmas glee. I may be wrong, but I believe that Sir John Foster has dealt Scientology a subtle but grievous wound from which they will suffer for many years.

"If one only reads the conclusions the report seems favorable to them. This is what David Gaiman (did you see him on TV?) and the Press and other superficial people immediately seized on and which caused the Scientologists to whoop with glee. Yet the conclusions could hardly have been otherwise. Callaghan's original decision to penalize the Scientologists - out of all the queer, religious and unpleasant political sects that come to Britain -could not, in the long term be defended. Apart from that, there was little for Sir John to make recommendations on, though his suggestion that the Tax Authorities screw down on all the shadow companies of the Scientologists will, I think, hurt them quite a bit in the long run.

"When one reads the whole report however, quite a different picture emerges; Sir John refuses to draw any specific conclusions; he expresses many doubts about the kind of enquiry that he has been holding, openly calling it 'Inquisitorial'; he says again and again that he will not publish any controversial evidence and he announces that he is going to destroy everything that was said to him yet to any dispassionate reader the indictment is wholly damning and this indictment is cunningly constructed of hardly anything but quotations from the Scientologists themselves. Sir John has cunningly extracted, from all the hundreds of documents that he must have had, examples of their vicious directives, evidence of their great wealth and cupidity and the very few really damaging incidents that are recorded against them (from the Anderson Report he lifts the one really terrifying story of how they processed a woman in front of Mr. Anderson to such an extent that she had to be admitted [to] a mental hospital a week later).

"I believe the total effect on any open-minded individual would be to damn the Scientologists utterly and I hope that as many people as possible - all Members of Parliament for instance - will read the report; I believe it is to them that Sir John was addressing himself. I believe that he concluded that the Scientology leadership were evil men, grasping, paranoid and litigious and that he decided to write a report for his own kind, Members of Parliament, Judges, Lawyers, members of the establishment which would slowly lead the reader to damn the Scientologists by quoting from their own texts. I may be imputing too much subtlety to him but I cannot help wondering whether he did not deliberately refrain from condemning them in the hope that they would swallow the bait and endorse the report as they have done. I believe that he reached exactly the same conclusion as Mr. Anderson but decided that instead of launching a violent polemic against them which tends to be self-defeating (as the Anderson Report is in its very intemperance) he has written a seemingly temperate report which will do them much more harm in the long run.

"Certainly, they have swallowed the bait and have endorsed the report; we can now say to anyone who enquires 'Here is a Government Report on Scientology, the Scientologists have accepted it as fair, I suggest you read and come to your own conclusions!'"

Dr. Clark added: "If I am right in this I am sure that we ought to buy large numbers of copies of the Foster Report so that we will always have them available to lend to people when necessary. I think we should consider giving it the widest publicity possible. Could we perhaps consider devoting one copy of 'Mental Health' exclusively to quotations from the Foster Report - perhaps by using Sir John's techniques and adding nothing of our own but merely quoting from him?"

In her reply, Miss Appleby agreed that the Foster Report was a subtle hatchet job, but she expressed some doubt that it had dealt as grievous a blow to the Scientologists as her comrade-in-arms seemed to think.

"I was delighted to have your Christmas lucubrations on the Foster Report, and I am delighted that you consider the Foster Report as subtle as I do. What I wonder is whether the wound you see is in fact very grievous. I entirely agree that there is nothing in the Report to cause the Scientologists glee. On the other hand, unless the public can be made to read the Report and to appreciate the subtlety of its conclusions, have we really got very far? Of course no objective enquirer could recommend that the immigration ban should be continued, but any suggestion that Dr. Weissmann and his merry men will deter the Scientologists from their 'therapy' is, I am afraid, moonshine (see Donald Gould in this week's New Statesman). However, it would be good to talk to you about this, as I am talking to a number of people."

1972 (SRI)

Hal Puthoff is still the head of the CIA’s Remote Viewing Program at (SRI).

He remains the head of this program until 1985. Also involved is Louis Jolyn West, a psychiatrist who is a brainwashing specialist, and CIA ties going back to the early 1950’s.

Ingo Swann uses his ability to exteriorize to spy on Russia, on behalf of the US Intelligence community. Pat Price was the best at remote viewing. He is said to have gone on from there to work directly for the CIA, with Ken Kress as his handler.

Later in time, Pat Price decided to leave his spy work for the CIA and return to SRI. He stopped over in Las Vegas and died of a purported heart attack in his hotel room. There was no autopsy performed, allegedly due to the persuasion of an unknown individual with a briefcase full of Price’s medical records.

Ingo Swann then set up a training program to teach others how to do Remote Viewing.

This, of course, uses Scientology exteriorization techniques, such as anchor point processes and Route 1 processes out of the LRH book Creation Of Human Ability.

To test Swann’s program, CIA officer, Major Ed Dames, and five others go to SRI as a training group. The results were more than anyone had anticipated.

Major Dames says that within 6 months the team members were producing psychically derived data with more consistency and accuracy than the most renown natural (untrained) psychics in the world.

Major Dames then acts as the Training and Operations Officer at the SRI Remote Viewing Program for “a new psychic intelligence community”. In other words, they were using the ability to exteriorize for spying purposes. (Criminal Track)

A chronological investigative analysis of once-classified intelligence reports, corporate papers, copyright and trademark records, court documents, and other public records has exposed a massive and pervasive co-ordination of the Executive and Judicial Branches in order to effect a cover-up, since at least 1972, of copyrighted Scientology technologies being illegally utilized in United States strategic intelligence. The study shows that the cover-up has reached all the way to the Oval Office.

The timeline of events documents that an employee of the National Security Agency (NSA), Dr. Harold Puthoff, infiltrated Scientology, completed its confidential upper-level courses, and almost immediately secured a top-secret contract with the Central Intelligence Agency to set up the CIA-initiated "remote-viewing" intelligence program. The evidence is that the program secretly utilized Scientology techniques-- intellectual property of Scientology founder L. Ron Hubbard--without Hubbard's or any Scientology organization's knowledge or permission, and without compensation.

The study also shows that Scientology's Guardian's Office (GO)--headed by Hubbard's wife Mary Sue--had province over the intellectual properties being illegally used by the federal government. The GO became embroiled in protracted litigation, via the churches, of numerous Freedom of Information Act (FOIA) suits against NSA, the CIA, the Defense Intelligence Agency (DIA), the Department of Defense, the Secret Service, and other Executive Branch departments and agencies.

The FOIA suits sought the release of documents related to Scientology and to L. Ron Hubbard that were known to exist, but were being withheld by the federal intelligence agencies and the Defense Department, among others, on grounds of NATIONAL SECURITY.

One ruling against the Scientologists even went so far as to justify withholding of documents about Scientology on the grounds that the Director of CIA is "responsible for protecting intelligence sources AND METHODS from unauthorized disclosure...[emphasis added]." Neither Hubbard, his wife, nor the Guardian's Office knew the exact nature of the documents, nor about Hubbard's copyrighted materials being illegally used by the federal intelligence agencies. 1972-1982

From 1972 to 1982, LRH and MSH created a Liberian Corporation called the Religious Research Foundation with numbered bank accounts in Liechtenstein.

The RRF and these bank accounts were dominated and controlled by LRH. In excess of 100 million dollars belonging to the Church of Scientology was illegally transferred into the RRF accounts, for the personal control and use of LRH. This constituted unlawful inurnment.

After LRH died, these funds were then within the estate of LRH where they came to be in the possession, custody and control of Norman Starkey, executor of LRH’s estate. It is alleged that these funds were then illegally seized and stolen by David Miscavige in a fraud perpetrated on LRH’s heirs.(Criminal Track)

Having reportedly come down with some ailment that has a "bewildering combination of symptoms," LRH allegedly sends a note to Jim Dincalci, the ship's medical officer: "Jim, I don't think I'm going to make it."

Mary Sue was busy supervising the decoration and furnishing of a split-level modern house, the Villa Laura, on a hillside in the suburbs of Tangier. The Hubbard's planned to move ashore while the ship was put into dry dock for a re-fit and Mary Sue was looking forward to it.

Some months previously, the Sea Org had set up a land base in a small huddle of office buildings on the airport road outside Tangier. They erect a sign on the road announcing, in English, French and Arabic, the arrival of "Operation and Transport Corporation Limited, International Business Management." Roos ventures the view that the problem stems from some incident which has not been properly audited. The only way to find it is to comb through all the folders in which Ron's auditing sessions were recorded. A colonel in Rabat, Morocco, makes friends with Amos Jessup and Peter Warren, who demonstrate the E-meter to him. "He was properly amazed by it," said Jessup, "and arranged for us to give a presentation to a general who was said to be a friend of the Minister of Defense [Muhammad Oufkir] and the right hand man of the King [Hassan II]. We were taken to this gigantic, luxurious house, where we did a few drills. The general said he was very interested and would get back to us. We waited in a little apartment in Rabat the Sea Org had rented to us, but didn't hear anything so went back to the ship. Shortly afterwards, the general led an unsuccessful coup and committed suicide. We realized then that he wouldn't have passed word about the E-meter to the King." 

Another OTC mission is having success with the Moroccan secret police, and starts a training course for senior policemen and intelligence agents, showing them how to use the E-meter to detect political subversives. 

The Apollo, meanwhile, sailed for Lisbon for her re-fit and Mary Sue and Ron moved into the Villa Laura in Tangier. Hubbard seemed strangely depressed; Doreen Smith reported that he often talked about 'dropping his body', (Miller: "Bare-faced Messiah", pg. 311)

Ken Urquhart (personal butler of LRH and later LRH comm): 

... in September of 1972 he had to hustle out of his lovely little house in Tangiers, Morocco to avoid being extradited to France. This was in the middle of a ridiculous attempt to train the Moroccan Security Forces in sec-checking! He spent the next year in seclusion in New York. (page 9)

... The year that he spent in NY changed the way he operated, and the way we related. These changes began the moment I (and another, John Bragin) put him on the plane at Lisbon for New York, in September 1972.

Nibs: After 'blowing the org' in 1959... he had drifted from job to job, finding it ever more difficult to support his wife and six children, and as the realization dawned that he would never be allowed back into Scientology, he became an even more prominent critic of his father and his father's 'church'. When the church was locked in litigation with the Internal Revenue Service, Nibs testified on behalf of the IRS.

In September 1972, Mary Sue orchestrated a campaign to 'handle' Nibs, instituting a search through all the Sea Org files and instructing the Guardian's office to do the same. She told an aide that Nibs' 'big button' was money and that it was time to start hunting through the old files to dig up former complaints about him. (Miller: "Bare-faced Messiah", pg. 311)

Scientologists have reason to believe that in the continuing and intensive investigation of their Church, IRS agents are employing some of the spying techniques described above.

The importance the Scientology surveillance program has for the IRS is indicated by the fact that on September 2, 1970, S. B. Wolfe, director of the Audit Division, issued a lengthy three-page confidential supplement (42G(11)6G53) to their Manual, describing the background of the Church and instructing district offices to be alert to identify any Scientology-type organizations filing returns.

A special, Scientology Case Report form (M-0696) was printed by the agency's National Office and distributed to each region's Exempt Organization Program Director.

In keeping with the IRS practice of disposing of investigational notes or information that might be subpoenaed in a court trial, the directive said: "On completion of this program, remaining stock of forms M-o696 should be destroyed. Expansion of Scientology and Scientology churches in the United States resulted in the establishment of CLO Eastern United States in New York City and CLO Western United States in Los Angeles. (CofS)

On November 19, 1972, a shipment of chocolates being sent via air freight by the church was detained and field tested by the Narcotics Squad of the Spanish Secret Police who said that they found indications of LSD. They arrested six Americans and two British subjects who were concerned with air freight to and from the Apollo and the various Scientology churches.

The Scientologists were taken to a police station; locked in filthy cells and badly treated. (O.ﾠGarrison, Playing Dirty, pg. 80/81)

CBR: And the police came in, threw everybody in jail, treated them badly - they didn't torture them exactly, but they didn't give them much to eat and they kept them in isolation cells, wouldn't let them talk or see any lawyers or anything like that.

Finally they got word out by one person that hadn't been there. He found out they were in jail and he got a comm back to the ship. They sent a mission up to handle it. And they finally got a lawyer and got them out of jail. And they didn't find any drugs, of course, they didn't find any evidence, and they finally had to let them go. (CBR-debrief from 1982)

Word arrives from Paris that the Church of Scientology in France is about to be indicted for fraud. There is a suggestion that French lawyers will be seeking LRH's extradition from Morocco to face charges in Paris. LRH "decides it is time to go." There is a ferry leaving Tangier for Lisbon in forty-eight hours: LRH orders everyone to be on it, with all the OTC's movable property and every scrap of paper that cannot be shredded. For the next two days, convoys of cars, trucks and motor-cycles can be observed, day and night, scurrying back and forth from OTC "land bases" in Morocco to the port in Tangier. Sunday, 03 December: The land-based Church of Scientology in Morocco, where LRH and much of Flag have been land-based while the Apollo was in dry-dock in Lisbon, has been unmocked. Everyone leaves on the Tangiers-to-Lisbon ferry except for LRH. He reportedly is driven from Villa Laura to the airport, where a direct flight is leaving for Lisbon, Portugal, that afternoon. Sea Org personnel are waiting to meeting him in Lisbon, and they hurry him through the airport to a waiting car which heads downtown to the Lisbon Sheraton. Lawyers in Paris, Lisbon and New York are assessing the risk of his extradition to face fraud charges in France. With LRH in the hotel are Ken Urquhart, Jim Dincalci and Paul Preston--a former Green Beret "recently appointed as the Commodore's bodyguard." After a few hours there is a telephone call from the Port Captain. As a result, when LRH puts the phone down he allegedly says, "This is really serious. I've got to get out of here now." Urquhart is sent out to book seats on the first available flight to the United States and collect some cash. It is agreed that Preston will travel with LRH, and Dincalci will "shadow" them so that "he can inform the ship immediately if there are any problems." Urquhart returns with three Lisbon-Chicago tickets on a flight leaving early next morning. Although he has booked them through to Chicago, the flight will stop in New York, and Urquhart suggests they get off there in case there is a "welcoming party" waiting at Chicago's O'Hare airport. He also has a briefcase stuffed with banknotes in different currencies--escudos, marks, francs, pounds, dollars and Moroccan dirhams, about $100,000 in total; "it was the best he could do," he tells Ron. When Australia's first Labor government in twenty three years took the reins in late 1972, the tide against Scientology began to turn. True to his party's promise that if Labor won in the December federal elections, Scientology ministers would be registered under the Australia Commonwealth Marriages Act, the new Attorney-General registered the Church a few months after taking office.

Australian law provides that such registration is all that is needed to establish religious bona fides throughout the country. It had the effect of annulling the anti-Scientology measure passed by the Victorian Parliament, West Australia's promise to repeal was honored in 1973, and will undoubtedly speed action on a bill to repeal similar legislation in South Australia, still pending at this writing (1974). Monday, 04 December 1972: In Lisbon, LRH boards an early morning flight for Chicago, with a stop-over in New York. Traveling with him are Paul Preston--a former Green Beret who is assigned as his body guard--and Jim Dincalci--former male nurse and "Medical Officer" of the Appolo. LRH is supposedly carrying a briefcase stuffed with banknotes in different currencies--escudos, marks, francs, pounds, dollars and Moroccan dirhams, about $100,000 in total. Their plan is to deplane in New York. There, LRH is detained by Customs when the money in his briefcase is discovered, and he is invited to step into an interview room. According to Dincalci, he comes out about 15 minutes later "looking like a Zombie" and "in shock." They take a taxi to a motel, and wind up staying in New York for 10 months. On 4 December 1972, L. Ron Hubbard was abducted by agents of the United States government when the plane he was traveling on from Lisbon landed in New York City. Jim Dincalci - a former nurse - and Paul Preston - a former Green Beret - were the only two people with him when it occurred.

LRH was "gone" for ten months, until mid-September 1973 when he "returned" to Flag.

It is Dincalci's testimony that during this MISSING TEN MONTHS, LRH was "hiding out" in Queens, New York - with only Dincalci and Preston as witnesses - and that during this period LRH purportedly wrote the project that launched "Snow White."

It is unknown whether LRH was replaced by a "ringer" during that ten months, or was PDHed and made dependent on pharmaceuticals. What is known is that after his "return," he was never remotely the same, that he never again gave another extemporaneous lecture (which he had done for the twenty-two years prior), and that he never personally wrote another Scientology book. 1973 Mid Sept., L. Dincalci soon found a suitable apartment in Queens, in a fifteen-storey building with its own heated swimming-pool called 'The Executive'. It was in a safe, upper middle-class residential area close to Forest Hills and convenient for the subway.

While Preston stayed in the apartment to look after Hubbard, Dincalci went out every day to the United Nations building to research international extradition laws. A few days before Christmas 1972, he returned to the apartment and told Ron he was in the clear; he had established beyond doubt that the United States would not extradite its own citizens. Hubbard began making plans to travel, to visit the org in Los Angeles. He even thought about throwing a party, but within a couple of days a message arrived from the Guardian's Office in California telling him he was still not safe and to stay undercover. And in 1973, we visited various ports such as Dakar, Las Palmas, Madera, The Azores - we sailed through the Azores. We went to Spanish ports in the North of Spain, Portuguese ports, and so on. This is mostly a ship year and we were also handling some third party stuff that was coming down from England, through the English government. And they were trying to send these phony newspaper reporters aboard and get 'stories'. And we were also getting about 2 or 3 a year of 'false recruits' that were being sent in, that were hypnotized and drugged to come aboard and kill LRH. But we caught every one of them at HCO and sent them packing off the ship. So that was how the year passed.  (CBR-debrief from 1982)

In February, Hubbard began to get jittery about the security in the Executive building and Dincalci was asked to look for somewhere with a 'lower profile'. He found a large apartment in a scruffier neighborhood of Queens - a nondescript second-floor walk-up in the middle of a block on Codwise Place - owned by a Cuban family who lived on the first floor of the house. Dincalci paid three months' rent in advance, in cash, and said his brother and his uncle would be moving in immediately.

LRH got ill. ...On the recommendation of an allergist, Hubbard began a regular course of injections, administered by Dincalci, which seemed to help him. As his health improved, he started taking more interest in the affairs of the Church of Scientology, even writing bulletins with some of his old enthusiasm. 'He wrote tremendously fast by hand,' said Dincalci. 'It was like automatic writing you get in the occult. He'd have a glazed look, as if he was kinda gone, his eyes would roll up and the corners of his mouth would turn down and he'd start this frenzied writing. I've never seen anyone write so fast.' Observations On The Great Health Monopoly

The Great Health Monopoly is linked by the AMA requirements that psychiatrists be MDs, that the psychologists and now even chiropractors all share the mantle. By directorates and other ways drug firms are also linked. This monopoly IS a monopoly, no matter what reasons of "public necessity" it may have.

As this Monopoly is also International (as the part played by the WFMH and NAMH show) is also witnessed by the control exerted by it over Health Ministers.

This becomes a sophisticated worldwide espionage operation targeting 17 governments and three international organizations. Data:

General operating record since 1967, studied with many uncovered incidents without foundation in fact. Each of these has had in common false reports.

Recent exposure of official records have brought about the possession of data showing that England and the US have in the past spread false reports in several other countries which have caused trouble.

Why:

By spreading false reports a cumulative file can be built in their own and other countries which then tend to act on the file without the presence of the real ... data which is factually good but which is then ignored.

Secondary Why:

The tendency or habit of police and immigration agencies to act secretly on record data without further advice, thus making a hidden third party situation. 

Ideal Scene:

All false and secret files of the nations of operating areas brought to view and legally exp(loited?) and OTC, "Apollo" and LRH free to frequent all western ports and nations without threat and all required ports open and free.

Plan:

To engage in various litigation in all countries affected also as to expose to view all such derogatory and false reports, to engage in further litigation in the countries originating such reports, to exhaust resources in those countries and then finally to take the nation to the United Nations (think now being possible for an individual and a group) and to the European Commission on Human Rights, meanwhile uprooting and cancelling all such files and reports wherever found. 

According to the referenced source, LRH writes the "original Snow White plan." Allegedly included in it is "Project Hunter," which is quoted below:

The reference on this project is Record Correction.

According to Paris Police reports the US has falsely reported on LRH.

This means that the Treasury Dept US Liaison with Interpol and possibly the FBI have and have forwarded false reports to many other countries.

Also, as this area will become a subject of UN complaint, all recourse must be exhausted.

Any action taken against this area must also be very polite and not abusive, per UN requirements.

This area is the GO OTC Liaison for Legal. But no action may be taken without the full agreement of the GO US. A suggested program follows:

1. Existing attorneys may be used or new ones retained in Washington D.C.
2. According to the first amendment of the US Constitution the right of petition may not be denied. Therefore it is suggested that the Treasury Interpol unit and the FBI be separately petitioned to correct their records re LRH and to see that anyone to whom they have reported overseas be given a record correction. A minimum of evidence should be presented.
3. When the FBI fails to act, if it does not act, to correct the record, a suit should be filed to correct it at which time much fuller evidence, as per Record Correction may be presented.
4. When Treasury fails to act, if it does not act, it should be subject to suit.
5. The damages resulting from these false reports are incredible, resulting in immigration and other trouble.
6. Part of any settlement must include the advising of interior US agencies (States and cities) that false reports have been given on LRH.
7. Part of any settlement must include advising all countries in these targets that the reports sent were false.
8. Documents attesting the falsity of such reports must be then made available to the GO, so the govt. statement can be circulated by the GO.

Due to attacks on Scientology around the world, that stemmed from false reports being circulated by government agencies, LRH writes the Snow White program. The program called for actions to be taken by the Church to “legally expunge" these false reports from government files around the world. (Criminal Track)

Hubbard believed that there was a tiny, very secret international cabal that had been orchestrating the attacks on him for decades. This same cabal was also responsible for the destruction of governments and currencies and crime around the world. ... He didn't know where it was but it was probably in West Germany and was staffed by former members of the Third Reich. They operated through Interpol, Hubbard said, the International Criminal Police Organization. Interpol was their "conveyor belt" to the FBI, CIA, MI5, MI6, BKA and all the groups that Hubbard felt were conspiring to stop him. 

The other piece of information Hubbard provided was that the cabal had the equivalent of the Japanese "Tenyaka Memorial." The Tenyaka Memorial was a written plan the Japanese had operated by for the takeover of the Pacific. This cabal, Hubbard said, had their version of a "Tenyaka Memorial" that laid out the cabal's plan for the destruction of Scientology and it was locked in a safe, probably in a public relations firm. He didn't say if the PR firm and the West German group were one and the same. 

The task of finding the "Tenyaka Memorial" and destroying the cabal was given over to his wife, Mary Sue, who gave it to her Guardian's Office. I was assigned to head the US PR section of Snow White at the end of 1973. At the time, there were only four of us, one in each bureau, plus a "Snow White In-Charge" and soon a "Snow White Programs Officer" who kept all the files for the bureaus.

Our functions were pretty simple. Intell's job was to do their usual spying to find leads and suspects. Legal was to use the Freedom of Information Act to get files from government agencies so we could track leads. (Intell was also to keep a data base on the documents, cross-filing names and connections found in the documents.) PR was basically to create a stink, attacking the FBI, CIA and any other government agency we considered an enemy. Finance was there to write the checks for the whole operation. Intelligence Its Role (LRH is likely the author)

The roles of Intelligence are Prediction and Support.

The normal process of Intelligence is to procure by numerous and varied and always changing means or to use accumulated stores of data on a given subject … and furnish a prediction which tells whether or not there is a situation… This is called an Estimate of the Situation.

When a situation arrives unheralded by Intelligence into the hands of command, Intelligence has miserably failed. Any situation which comes as a surprise to the establishment or any part of it is an intelligence failure.

What could be called Support Intelligence (or attack or offensive Intelligence) is the other side of the coin and also forms a vital part of Intelligence activities.

All defensive and support Intelligence is done in a way that brings no liability to the organization. When Intelligence is clumsy and short cuts its actions by illegal means or violence in any service, it can have a Watergate. There is no need for this sort of thing actually. ... He did not remove me then, or when he came back in September, 1973 (I kept the title of Pers Comm until 1978) but we were never as close as before. Sometimes, after his return, he was markedly distant, but now and then he warmed up again. Generally, back on the ship, he was more authoritarian and the temper-tantrums increased again in frequency and intensity.

In September 1973, Hubbard got word from the Guardian's Office that the threat of extradition had diminished and it was safe for him to return to the ship and, coincidentally, to his wife and children. He left next day, with Paul Preston, on a Boeing 747 bound for Lisbon, leaving Dincalci behind to pack up all their belongings and close the apartment at Codwise Place.

No one on the ship knew where Hubbard had been for the previous ten months, nor that he was returning, but his arrival back on board was predictably cause for celebration.

'When he came back on board he looked better than I had ever seen him look,' said Hana Eltringham. 'He was bright and bouncy, busting out all over. He had lost weight and could hardly contain his happiness at being back.' (Miller: "Bare-faced Messiah", pg. 318)

Guardian Office Alert

Please will all G.O. terminals be alert to obtaining all information the police and officials have on us. If any G.O. terminal is called in to see the police, or if we have cases involving the police, such as draft cases in Germany and others, we want all the information contained in police and other authorities files.

Where there is a Freedom of Information Act, such as in Sweden, efforts must be made to obtain all the data that all officials and police have on Scientology, and Scientologists.

This alert applies to every country in the world where there is a Guardian Office. The data is badly needed and wanted at this time.

The looted E-meters (FDA raid in 1963), 5000 volumes and 20,000 booklets were not returned until October 24, 1973. When a count was taken, it was found that 25 of the E-meters were missing. They were never accounted for.

Moreover, the Scientologists had to pay the bill the FDA had run up for 10 years' storage of the materials the agency had improperly confiscated from the church. The Commodore soon had the ship on the move and there were many light hearts on board when the Apollo weighed anchor and set sail, after almost a year in dock in Lisbon. She headed north along the Atlantic coast of the Iberian peninsula, stopping for a few days at the historic cities of Oporto and Corunna, then turning south again to Setubal and Cadiz. At the beginning of December, she returned to Tenerife in the Canary Islands. 

One afternoon, snaking round the switchback curves up in the volcanic mountains of Tenerife, Hubbard skidded on a patch of loose gravel, lost control and fell off, smashing several cameras that were on straps round his neck. Although in considerable pain, he managed to get back on the bike and ride it down to the port. He let it drop on the quayside and staggered up the gangway of the Apollo with his trousers torn and the mangled cameras still around his neck. Jim Dincalci, back on board as medical officer, was summoned immediately. ... he suggested that the Commodore should be taken to a hospital for a check-up. Hubbard refused adamantly, but huffily agreed to be examined by a local doctor. He prescribed rest and pain-killers, to be taken two at a time as required.

... the task of nursing the Commodore was handed over to Kima Douglas, a strikingly attractive artist from South Africa who had had two years' nursing experience in the labor ward of the British hospital in Bulawayo. 'I think he had broken an arm and several ribs,' she said. 'He certainly had massive black bruises everywhere. We strapped up his arm and strapped his ribs, but he couldn't lie down so he slept in a chair as best he could. He must have been in agony. He screamed and hollered and yelled.
