Thirty years after her initial involvement with Scientology, she wrote an affidavit where she stated:
"We in the IRS did anything we could to deny exertion to Scientology churches and to close down the operations of all Scientology entities."
And why was denial of tax exemption so important? Because, a tax exempt church may use all of its financial resources for accomplishing its mission. A very scary proposition for Murphy and the psychs, when it came to Scientology. A tax exempt organization is not subject to the myriad complexities of the Internal Revenue Code which can be used to harass and destroy organizations the IRS does not like. But most importantly - because all bona-fide religions and churches in the United States do have tax exemption, and if the IRS refused to grant such to Scientology that fact alone could be used to black PR the Church internationally. Scientology wouldn't be a church or a religion - but a "cult" and worse. In fact, administrative action by the IRS has always been a well utilized tool for destroying political enemies on whom no unlawful or criminal activity could be found. This fact was clearly revealed in one famous government memo you can see here. It stated:
"What we cannot do in a courtroom by way of criminal prosecutions to curtail the activities of some of these Scientology groups, the IRS could do by administrative action." (David Miscavige's IAS speech, 8 October 1993)
The IRS got some unexpected help in the form of an infiltrated Guardian's Office. That was the old legal unit of the Church that went corrupt. We weren't to discover why for many years to come.
...The IRS took the then mother church - Church of Scientology of California - to trial on its tax exemption. And at the same time they began challenging the deductibility of Scientology parishioner donations in the court system and they found themselves in front of a poisoned judge who hated Scientology to the very core of his bones. He hid this fact from us - including how this prejudice affected his decisions. Only 4 months ago (July 1993) did we finally uncover the true story. Needless to say, neither of those cases were looking good and it was clear that the office responsible for protecting and defending Scientology was going to lose. What was more clear is that they had even given the IRS the ammunition they had wanted for so long, but were incapable of obtaining. Combine all of this with the fact that LRH had gone completely off management lines in the beginning of the 1980s so that he could dedicate himself to completing the rest of his researches - and you have a volatile situation.
There were many unscrupulous individuals who had waited for their chance to gain power for their own personal ends.
... Things were looking grim. Stats were going down. And the IRS was about to win its greatest victory. It looked like the Church was going to crumble - that it was finished. But that didn't happen. Because some people saw what was going on and moved in and overthrew the Guardian's Office, the off policy and corrupt individuals were dismissed. And the G.O. network was disbanded and its functions placed under the authority of Int Management and the Sea Org.
...we crossed the government in ways we couldn't even imagine and which the government would not forgive. The attacks on Scientology up to the 1980s were pure child's play compared to what was to come. Whereas the IRS had always treed to shroud their actions with at least an appearance of legitimacy - the gloves were to come off in the 80s. In fact the war had taken on a life of its own. It is highly unlikely the officials in the IRS were even aware of how this war began. But like genes being passed on from generation to generation, it was an inbred trait of the IRS to hate Scientology and desire its destruction. With the G.O. out of the way - the entire corporate and command structure of Scientology was modified. Organizations were set up to ensure a new G.O. could never come about and to see that the tech would be kept pure. (David Miscavige's IAS speech, 8 October 1993)
CBR: ... in 1980, I'm still doing these missions, but I'm getting all of these various intel lines now coming together. 'Cause I'm moving all over the U. S. mostly and I started realizing that there was a little bit of some kind of criticism coming up after this little Comm-Ev, which I got out of by using my Kha-Khan. Because the Boss had given me a Kha-Khan in 1976, I believe it was, or 75.
He said I was the most successful ship's Captain and Missionaire, and so on like that . So I used one of my Kha-Khan things and got out of that Comm-Ev.
... I debrief on all of this data that I found out about the plants. I debriefed on everything I found out about the Clearwater suppression of the Church and the building down there. I debriefed on some data I had found out about John Cole. You remember John Cole? Page 64, Garrison's book. We saw him down in Clearwater there and he was overheard talking to a taxi-driver about "raiding" the Church in Clearwater and planning some actions against them. I reported that to the GO Flag there, and they checked it out. They interviewed the taxi-driver. He gave them a debrief on tape. It was all just as I said. Now that was Molly Bernstein (AG Flag at the time). The data is with Molly Bernstein. She has a whole tape on it done by me and a tape done by Dafna.
Anyway, I went back to PAC. I debriefed to the HCO Exec Sec, Janadir Swanson, in the CMO there. And we also realized that from Dafna's data, that the Clearwater elections could be influenced. Because she was being asked by the pro-Scientology candidate to be the PR person to tell him what all the "buttons" were and how to best put the Church's point of view forth in Clearwater so that he could be elected. And the GO didn't want to hear about this. They didn't want the guy elected. He was pro-Scientology, by the way. So when I got back, I debriefed on all this and I said, "Something's wrong in the GO, there's too many plants around here."
We had run into this one in Clearwater, this was a definite Government agent named Nancy Sadgwick, Nancy Sadgwick. Obviously operating for the "evil side of the force" as you might say. She was trying to keep any upstat person off the lines, and anybody that could upset the little "applecarts" of the Government, and was preventing or shooting anyone that went out and did PR in Clearwater. Anyone that tried to make friends in Clearwater, she would just shoot the shit out of them, or threaten them. She would keep people off lines, declare them PTS III, just the general suppression.
Anyway, I also found out from an entirely separate source at this time data about an upcoming "coup" in Mexico, which could affect our operations down there, and I debriefed on that, and this was from a source, an old friend of mine who was a gun runner. He had nothing to do with Scientology but it could affect our operations down there. And I asked them to check upon that because it gave names of the Government officials involved in it. And this was a "coup" in Mexico against the Government. It was going to... - it had to do with the oil business... - didn't have to do with Scientology, but we had friends in the Mexican Government and I thought it might affect them so I gave them that, and debriefed to the CMO on all this. By the way, I had also telexed to LRH and MSH this data on John Cole being in Clearwater, because I knew wherever that sucker was, there was always some CIA action following it up, or some kind of infiltration action. And also, that we had important data on how to handle the elections in Clearwater and get our candidate elected, and so forth.
But the telexes were not forwarded thru to LRH or MSH, although I'd been working for them for 15 years. They were stopped by the CMO and stopped by Jimmy Mulligan when they were sent over to the GO. And therefore, the next thing that came to me was... - I was being Comm-Ev'ed. Now why was I being Comm-Ev'ed? What crime? They didn't have one. They were just doing the Comm-Ev to "find out things". I said, "Well, I have just debriefed for 3 days now and my wife has debriefed for 3 days down there and she's also got pneumonia now from all the suppression and non-belief of people. Now what more do you want? We've already been thru two Comm-Evs down there and you've cancelled both of them. Now, what is the point of all this?" And they didn't have a point. All they wanted to do is Comm-Ev me, and I found out really, that all they wanted to do was shoot me because I was getting too close to the truth. And the GO had told the CMO to get rid of me because I was "upsetting"... - you know, I was "hallucinating" and I was going crazy, and all that kind of stuff.
The CMO has no intelligence service. They have no idea of running a B-1. They have no idea of any kind of information gathering other than org stats, and so on. And therefore, they totally obeyed the GO, thought I was hallucinating, and Comm-Ev'ed me.
And they had to take the results up three times because the Committee wanted to let me off twice for following the "Vital Data" policy, which is, "Whenever you have vital data, you report it up to Command. If you don't, you are committing an overt." Well, that's what I was following. And anyway, the data still didn't get up to Command, by the way. You have to realize this, LRH didn't get it, neither did Mary Sue.
So the Committee finally... - this guy, Jay Okamoto, who was over the Committee of course, he was the HCO Area Sec, Convening Authority, he decided that I was to be shot very dead, and he did. And that was what you saw as the "out-security", and so on like that. The basic "out-security" was I finally got my wife to come up and be a witness at my Comm-Ev and, of course, she didn't have "clearance" to come up there, so when I drove her in to be a witness at my Comm-Ev - well, then that was the out-security and I said, "Yes, now you have a crime, now you can shoot me." And so they did. Anyway, that was that. And I said, "Boy, I don't play this game anymore. I'm not going to Q & A with it. I'm going to go all the way to the top, get all these son-of-bitches hung. That's it."
So I went off, I got demoted down to PAC and they "said" in the Comm-Ev, which is an illegal Comm-Ev by the way, all this stuff was removed. Rank, Kha-Khan, all of this kind of stuff gone, you see. So I'm now, though - I'm in a different game. I'm now playing the game of, "I'm going to clear up LRH's Church and he's not here or he's not in contact with me to help me out of this one, so I'm going to get out of it myself. And I'm going to do it right. I'm going to get all the evidence on these son-of-a-bitches and I'm going to put it to the right people and they're going to 'nail them' ". So I did.
I went out to PAC and I had a nice job there as Design and Planning in the Estates Area. And since I was only an "AB", I could do anything I wanted really. And I went to the government buildings and I tried to get thru to Mary Sue and I got data on various things on Mulligan. I got a whole debrief on him that I put into the files in HCO FOLO where I had a helpful terminal there named Marge Bryenton. She was the Ethics Officer in the PAC area. And I got all the data I could find there to Joe Lisa, who was an old Sea Org GO guy, and DGIUS.
And I started coming across new data. And the new data I came across was that there was another guy sitting in the L.A. area who was a big plant and his name was Alan Hubbert. And I'll tell you how that data came across: Because I ran into this girl who had gone out, several years back, with an FBI agent. He was not an American guy. He was an English guy who worked for the FBI. He was sort of like a "hired gun" sometimes.
And they had asked him to take part in a plot... and a part of an FBI operation... a clandestine one... to infiltrate the Church of Scientology. Since he was English, you see, it would be very obvious that he wasn't an American and not an FBI agent therefore. And they asked him to infiltrate the Church.
And he refused. He said, "I don't like to play those kind of games. I like to go after gun-runners and drug addicts and all that kind of stuff." So they said "OK". So he didn't join it. But they took him out meanwhile to see the place where they were running it from.
And it was a building in Encino, California and they had a cover there as an Insurance Company, the Zenith Insurance Company. And he refused the deal, you know, he saw all the files they had on us, and all the stuff they'd stolen in 1977. He saw all that stuff. And he said, "They got tons of stuff on you." And he warned the girl. He didn't know at first she was a Scientologist, and when he found out he said, "You better get out of that thing, honey". And she said, "Why?" And he said, "Well, because the FBI guys are doing a number on you. And I don't know if you're safe in there or not." So she said, "Why?" And he told her this story. And then he took her by the building and showed it to her. Now, she took all the data and went to this guy Alan Hubbert, who was AG Information Los Angeles at the time. This was about 1978, 79.
Anyway, this girl who had the boyfriend who was the FBI guy - his name was Ranson Justice. Now, he was English and he had worked for the MI6 guys in England and so on. But mainly, he had to leave England because he had finally gotten involved in some kind of violent things and he had to come over to the U.S. And so he worked part time for the FBI. Anyway, he drove her by the place, showed her the building, then she said, "Well, would you come by and tell this to somebody in the Church? Because you know, freedom of religion and all that stuff." And he said, "Well...ah..no. If they ever found out that I told anybody, man...they'd kill me". And she said, "Ah, come on now. Please." She finally prevailed on him.
And so he went over with her and they had a private meeting with Alan Hubbert. Told the story to him. And he listened. And then they went away. And then the girl came back to him the next day to say, "What's going to be done about it?" And he said, "Well, here." And he gave her the order that declared her PTS III, and he said, "I don't believe a word of it. That guy's lying," and so on like that.
And she was so shook up, she didn't know what to do. You know, she was just sort of sitting there dazed. She couldn't go to the Org. She was PTS III. She couldn't get out of it now, and so she went back home and she was just laying in bed with the lights out and thinking, "What the hell. I just tried to help the Church. I just tried to give them some data. What happened, huh? What happened?"
And then, all of a sudden, she heard a knock on the door, and she didn't hear a car come up, and it was this guy Ranson. And he came in and she said, "I didn't hear your car, honey." And he said, "I can't come in a car, I can't come in here anymore. I gotta leave town." And she said, "Why?" He said, "There's a contract out on me." And she says, "What?" And he says, "Somebody spilled the beans. That guy we talked to or something had a pipeline to the FBI and they got a contract out on me. I'm to be shot. On sight, by any agent."And she said, "What!" He says, "Yeah, I told you it was a serious thing, honey. Anyway, I gotta go now." So he kissed her and all that and then he left, and she cried the rest of the night.
And then she went back to Alan Hubbert and tried to get it handled and told him what had happened. And he said, "Ah, it's all hallucination and bullshit, and nobody's really doing anything," and so on like that, and "Don't tell anybody about this. Or you will be declared Suppressive." So she went on like that for 6 months, thinking that she was under some kind of investigation or PTS trip, or Suppressive threat of declare. And suddenly she woke up and said, "Wait a minute. This is all bullshit. I don't want anything to do with those assholes!"
And so she went out to open up some Field Scientology by herself. And she was working in different areas, and so on like that. And I don't prefer to give her name on the tape because she may be working in some area right now that are knocking out some SMERSH people. I've told her a lot of things that are happening and if you want to investigate anybody, investigate Alan Hubbert, and find out if that's true or not.
Anyway, so I started looking at this guy Alan Hubbert and I suddenly realized there's this whole Black PR campaign going on in the PAC area against myself and my wife. And I traced it down... "Who told you this?" - "Who told you that?" - ...They said we were "crazy", my wife was "PTS" or "SP" and I was "PTS", and I was "hallucinating". It was still going on. It was constant, constant, constant, even though Bob Thomas had been declared Suppressive years ago.
Now who was pushing this shit? Pushing it to the CMO. Pushing it to the Ethics Officer. Pushing it to everybody. See? So I went around and traced it back, traced it back, traced it back, and finally it ended up at Alan Hubbert's desk. He was the AGI out there. And the next thing you know, I'm writing up these reports on Alan Hubbert, "He's sending out Black PR, I want to see him in a Comm-Ev tomorrow," and so on like that.
I started asking for these Comm-Evs, you see. To the Ethics Officer, to the AG, and so on like this. And everybody is scared. Now they're getting scared. People start getting scared. "Oh, we can't do that, no, on the GO, no, we can't do that." I said, "I want a Comm-Ev right now. I want that son-of-a-bitch here. I want him on a meter. That son-of-a-bitch! I think he's a plant." They'd say, "Oh no, you can't say that!" I'd say, "I'm saying it. I want him in a Comm-Ev right now. We can prove it."
So anyway, I was doing that kind of thing. Pounding the table and all. Everybody left me alone. They left me totally alone. Nobody would even talk to me.
So the next thing you know, I go out and get on my bike one day with my wife and I find, when I get in a gas station before I go on the freeway - my tire is cut. All the way around. From one ear to the other. It's totally sliced with a knife. Very clean. All the way down, nearly to the tube, and the tube was already poking out in a big balloon.
If I had gone on the freeway, the thing would have flattened out and I might have gotten killed under a bunch of cars and trucks. So I find it and replace the tire and I know it was a knife cut. So I'm going to get my bike parked in front of the QM next time. This is really strange. It was a nice clean cut. It's not like some slash or something. It was a professionally done job. It was like all the way around the tire.
So I went back the next day and rode up to work early in the morning and some guys I knew from SU drive up and they say, "Oh, Capt. Bill, hey, you're out of the hospital, huh? You look alright! We heard about the big accident you had." I said, "What accident?" They said, "Oh, we heard you and your wife got hurt on the freeway in a motorcycle accident." I said, "Really? No shit. Who told you that?" They said, "Oh, we heard it from the courier. The courier came out to SU and heard it from the PAC area." Of course, now they had to believe it was all a lie, because I didn't have no accident.
So I went back and I grabbed the courier and I said, "Where did you get this from?" And he says, "Oh, I heard it from somebody in the CMO." So I went to the CMO and I talked with them and said, "Who did you hear this from? It didn't happen. Where did you hear it from?" So, they had heard it from this girl that "tells them things" from the GO. And this girl worked for Alan Hubbert.
So I went to find her and I found her in a cafe. My wife and I sat down across from her and we just pointed at her and I said, "You're going to be in a Comm-Ev. You've been lying about us, spreading false rumors about Scientologists," and so on like that. And she just dropped her knife and fork and started looking very "glazed" and "terror-eyed" and everything like that and she said, "I...uh...uh." I said, "You spread that rumor about the accident, didn't you. You know that Alan Hubbert had the tire slashed on my motorcycle. You know he tried to kill us, didn't you. You're in it for attempted murder and you're an accessory before the fact."
And she went, "Uh...uh..please! Please! I can't talk about it. Don't tell anybody!" I said, "Who ordered you to do that?" She said, "I can't tell you, it's GO business. I can't tell you!" And I said, "It's Alan Hubbert, isn't it?" She said, "uh...yes, yes, but don't tell him! Don't tell him! He'll kill me!" I said, "OK, I won't tell him."
So we left her there sort of slobbering into her...- she was a, you know, one of those GO hangers-on you know... - people that go and do Black PR for the GO.
So we went back over and I sat down with Dafna and we sat down there and wrote and typed up a whole bunch of reports on this whole thing and turned them over to the Ethics Officer in FOLO there, and sent copies up to the GO and to Fred Hare and anybody else we could think of, you see, and I said, "Now we want a Comm-Ev on this guy because now it is attempted murder."
And then, the next thing was that Jimmy Mulligan, "himself" right?... - now by the way I had been talking to Joe Lisa. I told Joe Lisa about this. He was the DGI United States and he knew the whole story. I told him the whole thing, my suspicions about Mulligan and now told him my suspicions about Alan Hubbert, and Lisa's getting cotton-mouthed and he can't even take it. He's scared. He's frightened because these are his seniors, huh? Not Hubbert, but Mulligan is his senior. And he's all cotton-mouthed and frightened and everything like this, you know.
And I said, "Check it out. Check it out. Just go look." So he started looking. And he checked John Cole. And he found he was a CIA agent. And he found he had done this and that and he was trained in the "terror school", and he might have had something to do with this and that and the other thing, and he was totally "rabid" against the Church. And then he found out that Bob Thomas had put some stuff in my file in 1968 saying I was "hallucinating". And he checked on the psychiatrist in Beverly Hills. And he found out the guy did leave town. And the guy was in some kind of organization that they knew was a SMERSH organization, and he checked on the doctor in the County General Hospital and found out that was his name and the guy had left town that night. And he checked on this and that and he found that everything I was saying was TRUE.
All the way up the line. And all of a sudden, he was ordered off. He couldn't do it anymore. Mulligan told him. He was scared. He told me, "I can't do it anymore. I can't look anymore, I can't look anymore." I said, "Well, OK, you're chicken shit, man. That's all it is." He accepted it. He said, "Yeah, I don't wanna..." So said, "OK, I'll have to get that son-of-a-bitch myself." So I started trying to get hold of Mary Sue. And I got ahold of Mary Sue's auditor, that I knew was her secret auditor and her NOTS auditor. I got ahold of him and tried to get him to deliver a message. He was afraid to do it. He wouldn't do it. It was just a message to meet her, you know and talk to her. He wouldn't do it. He was afraid.
We went to Fred Hare's wedding and tried to talk to Jane. We figured Jane might want to do something about it, since she was lined up to go to jail. And Dafna went up, and I went up and Dafna said, "Jane, we have some important information for you about the GO," and so on like that. "We know some things are happening and we'd like to talk with you about them." And Jane went, "Oh...! That's a very touchy subject. I don't want to talk to you about it...no...no." She was scared, too.
So meanwhile, I went back to this girl that had told me all about Ranson Justice and all this stuff, and I said, "Look, would you guys like to help me?" (Her and a couple of her friends, you see?) So I said, "Would you guys like to help me and let's handle this goddamn thing ourselves. Let's go bust into the FBI place or at least surveil it and get a demonstration going out there and, you know, get the files back, and expose them to the press, because the GO's all chickenshit and they won't do anything about it." And she said, "Oh, well, yeah, we'd like to help you. Let's get Joe Lisa over here and try one more time."
So we got Joe Lisa over there and we told him all the things again, gave him tapes... - she gave him a tape recording of her whole story - ...and he was so frightened he had to drink a glass of water to be able to talk. And then he called her up the next day and told her that the FBI will "kill her and her friends" if they do what I had planned, which was to go out and harass them out at this place in Encino. The FBI will "kill" her and "they might take your life and all and then we'd have to declare you Suppressive." And he (Joe Lisa) told her that stuff. He was under the influence of Mulligan by this time.
And then when I went over to see them to find out what had happened, they all sat on the couch looking afraid, and they told me, "So we can't help you anymore Captain Bill, we're afraid. And we've decided...uh...that when we get up the Bridge a little more, maybe we'll be able to do something." They were all chickenshit. They were all shaking in their boots. And I called them all cowards right to their faces and they accepted that. And they knew it was true and they were cowards.
They wouldn't look. Joe Lisa wouldn't look. None of these people... they wouldn't look. They wouldn't do anything about it. I was telling them: These are the guys. Get them out of there. These are the evil guys. These are the agents of the Government. These are the enemy sitting right in your midst. And they wouldn't do anything about it. So I said, "I've got to get to Mary Sue or Ron. They are the only people that will have the...see, I'm an AB now, right? So, I'm gonna get these guys. I'm going to get them. So I'm going to get to Mary Sue."
So I went down to the government office building and tried to get her address from them... from the Attorney General's people down there, the court people, that were trying her. And all they gave me was Mulligan's address over at the Cedars. In the Legal Department, run by his wife, Anne Mulligan.
... We found some horrible stuff about how the Field in San Francisco was destroyed by another... oh, by the way... this is another plant, from San Francisco area. A girl named Kathy O'Gorman, used to be the AG at Flag. She's definitely suppressive. Tried to destroy every successful person in the San Francisco area. Then came down to Flag and did a totally ineffective job against the Clearwater Mafia.
And she was so sweet... and 1.1... everybody "loved" her... I'm sorry, I thought she was great myself, at one time. But then I found out the data and... if you investigate it, just ask anybody that has run a franchise in the San Francisco area in the early 70's, and you'll find out what she did to them.
She actually was the one who declared Werner Erhart, before he started EST. And all he was doing was trying to make a way to make a lot of money for the Church up there and he wanted them to do his new introductory course. And she said, "No, that's squirrel!" And "You're declared," and so on like that, without even listening to the guy. So he went off and founded EST. So she's actually the person that... - you could call her responsible for... - starting up a squirrel group. She didn't have any Justice in the area. It was just, "Shoot them, shoot them, shoot them. Declare them PTS Type III, shoot them, shoot them." Like that. Anyway, that's not Scientology, and we all know that. (CBR-debrief from 1982)
... January 10, 1980 (14 years after passage of the FOIA) a federal judge ordered the FBI to stop destroying its files until a court-approved procedure was set up for their destruction. (O.ᅠGarrison, Playing Dirty, pg. 61)

LRH is living in Hemet, California a few miles from Gilman Hot Springs where Mayo is.
He is auditing Solo NOTS and sending his daily sessions to Mayo. Mayo does any review auditing needed on LRH.
The Tampa Grand Jury is convened. Fearing indictment in the Snow White case, LRH leaves the base in Hemet, and goes into hiding for the last 6 years of his life. The only people he could see taking with him, because they were not needed on management lines, were Pat and Annie Broeker. This was the last time LRH was seen.
Mary Sue and 10 others are indicted for conspiring to steal federal government documents. It was only by the narrowest of margins that LRH was not indicted but he was named as an unindicted co-conspirator.
One of the purposes of the GO was to keep any legal threats “at arm’s length” from LRH. However, the incriminating documents obtained in the FBI raid opened a floodgate of lawsuits naming LRH because it was now clear the entire organization was operating under his command. Thus he remained in hiding to avoid any subpoenas.
He settled on his ranch at Creston near San Luis Obispo, Ca. Only Pat and Annie Broeker had direct comm with him.
While in seclusion, LRH is engaged in research and writing. Over the next few years he writes 11 science fiction novels. (Criminal Track)
Exposed and vilified in headlines across the nation, Hubbard became morose, suspicious and fearful once again for his safety. Kima and Mike Douglas had ... 'blown the org'. The departure of two such long-standing and trusted aides made the Commodore nervous about the loyalty of everyone around him, except for Pat Broeker, the messenger who had accompanied him to Sparks, Nevada, and his new wife Annie, also a messenger.
At the end of February 1980, a few days before his sixty-ninth birthday, Hubbard disappeared with Annie and Pat Broeker.

For nearly six years, no one knew where L. Ron Hubbard was hiding or whether he was dead or alive. He was hunted high and low by television and newspaper reporters, federal investigators and law officers: none of them unearthed a single clue to his whereabouts. There was a Policy Letter (which I don't have a copy of but which can easily be obtained) which stated that Bill Franks was the Senior Ecclesiastical and Management Terminal of the Church of Scientology, was the International Executive Director, there was no higher terminal than himself except the Founder. CoS Canberra was not founded on this date. Under pressure from Upper Management to get new orgs, ANZO had been given a target to get one new org by LRH's birthday 1980. Canberra Mission - run by John and Jenny Giffin - was seen as the obvious place for this to happen, since all other states already had an org. On the excuse that John Giffin was "playing around with computers rather than doing Scientology" (he was trying to put accounts on an early PC) the mission was taken over by the Sea Org and replacement staff were pulled in from wherever they could be found.
The Giffins and various other long-term mission staff went through considerably lengthy ethics trips at FOLO in Sydney, and the Giffins themselves left Scientology soon afterwards. The conversion of Canberra Mission to an org was mishandled, and the SO missionaire who was temporary CO landed in the RPF shortly thereafter. As an org Canberra was never viable, although it did at least move eventually to an area where there was somebody traffic.

In June of 1980, Lauri Wood Shirrel, Doran's daughter, died as a result of suppression from the Mission Office. She was under attack, her Mission was under attack and we raised a considerable fuss about this and were declared PTS Type C persons who threatened, sued, embarrassed or attacked the Church.
At that time, the Continental Justice Chief stated that our declares were based upon data from a Senior, or trusted, G.O. terminal whose name was never disclosed. In the PTS declare on us, we were accused of having falsified on NOTs, and claimed to be NOTs completions when, in fact, we had only been given the very beginning, rudimentary beginnings of the Tech. In about this time Mike McClaughry is Security Officer US GO / Los Angeles, one of the posts he held in the GO. After leaving the CofS in 2000 he reports about his experience in the Guardian Office. This report is about how he caught a government spy who wanted to get access to the OT Levels (Quotes):
"... there was a fellow, uh, who had been sent in by the Air Force. ... he was a captain in the Air Force and he was working for ... Air Force Intelligence...
"He was on-lines at ASHO. ... he had made an application for the Guardian's Office and he was also making an application to... get on-lines at AOLA and do his Clearing Course and Upper Levels.
"...this guy was stealing materials from ASHO at night and mailing them back to an Air Force base in Georgia.
"...He tells me about the SRI stuff. He goes,
"You know, you guys are considered to be a national security risk because of those experiments up there at SRI."
... "We don't want people running around here who can exteriorize, who can spy on us",
... "Also those tests that you did with magnetic fields, right?"
... "We got a hundred guys back in Georgia waiting to do this stuff as soon as I send it to 'em",

Back in 1975, when GO intelligence agents infiltrated the federal government and obtained their files on Scientology, it was discovered that the old OT levels were in the hands of the federal government. Even the IRS had a copy of the old OT levels in their files.
Remember the earlier part of this time track about the CIA’s “remote viewing” program at Stanford Research Institute, (which is not shut down and continues to operate). The U.S. Intelligence community was in the business of making “psychic spies”. They were using LRH technology to create people who could exteriorize and then spy for them. Therefore, they took an interest in the OT levels and obviously infiltrated the Church and stole the old OT levels and used them to make their own OTs.
But, with the development of NOTS and the new OT levels, the U.S. intelligence community did not have this material yet. Therefore, they sent in a new plant to steal the new OT levels. The plant was sent in by US Air Force Intelligence. There were over 100 men waiting to do the new OT levels at an Air Force base in Georgia.
The plant started out by stealing technical materials from ASHO and sending it back to the Air Force base in Georgia. The plant was then attempting to get on AOLA lines to steal the new OT levels, when he was caught by GO security personnel.
The plant knew about the Remote Viewing Program at SRI. The plant said that the U.S. Intelligence community considered Scientology to be a national security threat. The reason they consider it a threat is that beings who can exteriorize could spy on them. Furthermore, the guidance system on nuclear weapons is a magnetic field and it was proven at SRI that an OT can influence a magnetic field with his thought.
Therefore, the U.S. Intelligence community wanted the new OT levels in their hands. They wanted the new OT levels, not only for their own international spying, but for nuclear war defense. They thought that if Russia fired nuclear missiles at the U.S., that their OTs could make them turn around and go back down the hole it was fired from. (Criminal Track)

A telex comes down to Miscavige, establishing Mission All Clear (MAC). There are 35 liability cases against the church and many of them name LRH as a defendant. Miscavige is the head of the unit. The purpose of this unit was to extricate LRH from all of the lawsuits that had been filed naming him as the head of the Church.
Because this is so "confidential and sensitive”, Miscavige forms a direct comm line with Broeker, by-passing all of his CMO seniors and the Watchdog Committee. Miscavige then began to systematically eliminate all of the other members of the All Clear Committee. (Criminal Track)
Peter Green: John Horwich, who was at that time Diana's husband, told us in a briefing that Ron gave him a job to do which was to align the networks. Ron did an eval and found that one of the problems was the various Networks, the G.O., the Sea Org, the Missions, the LRH Comm Network, the Folo Network, etc., were all at loggerheads and John Horwich was given the program by LRH to align these. And John went ahead, did the job and he found out very very quickly and simply that the G.O. was the culprit and that basically the G.O. was out of comm with the others and was cutting comm and was a problem.
He said: "Oh! That's fine, very good. So he went to Mary Sue and said: "Got it all sorted out, this is what we have to do: Get the G.O. to align its admin scale with the others etc. etc., and to his horror he was immediately attacked very strongly, and he backed off.
In August of '81, there was an Obs mission sent to World Wide and the real data on the G.O. and its criminal activity was uncovered. I have data on that from Jeff Shervell who was a G.O. terminal and is now on a special project for LRH. Somebody started to blow the whistle and said this is what really goes on. As a result of this, David Miscavige, Bill Franks, John Horwich and others (I believe, Norman Starkey, but those 3 for sure) mounted missions to Saint Hill and to L. A. and went in and removed Mary Sue Hubbard and Jane Kember from post and took over the G.O. And John Horwich was with the group that removed Mary Sue.
And Jane pulled a counter-coup and took the G.O. back. Jane, of course, was out in Los Angeles at the time, I think, because of her trial, and they had to go in again. And this time Jane had sixteen B1 bully boys standing around saying "don't you dare" and Jane was going to call the security forces, the rent-a-cop type people with billy clubs to defend her post. Mo Budlong said, "that is crazy, that is insane, that will cause nothing but bad press," and so the G.O. capitulated again, leaving the S.O. to take over the G.O.
Bill Franks then did an evaluation as ED INT on the Guardian's Office, and that evaluation has not been published but is probably available. And his conclusion was that Jane Kember had taken Scientology and turned it 180 degrees around and we had completely black Scientology. There were 2 Scientologies. LRH Scientology and Scientology per Jane Kember's interpretations.
... Many of the Assistant Guardians immediately changed sides and joined the Sea Org, including Jan Logan who is Guardian staff running the Mission Offices. And many of these G.O. people immediately joined the Sea Org rather sheepishly, because there had been a war between the Sea Org and the G.O. for years and finally the S.O. had won. So they changed sides.

MSH is in close communication with Laurel Sullivan and other staff of a project called Mission Corporate Category Sort-Out, MCCS. The project was to create a new corporate structure to protect LRH from criminal and civil litigation. These staff had knowledge about inurnment to LRH and the conspiracy to cover it up.
The MCCS meetings were recorded on audio tape. Later, the Ninth Circuit Court reviews the tapes and says they contain evidence of intent to defraud the IRS and thus they were not protected by the attorney-client privilege.
As Action Chief of CMO Int., David Miscavige sends missions to investigate the G.O. Their attempts to get information were thwarted by MSH. MSH cut all of their communications to the G.O., except through her. (Criminal Track)
David Miscavige says (in an affidavit later): without MSH’s knowledge, he sent a mission to GO headquarters in England in April 1981. They inspected the Legal Bureau under the guise that MSH had authorized it. They found the GO had mismanaged the Church’s legal affairs and was not following policy.

That's when Lenske says he started representing "Hubbard"for all aspects of estate planning and that's when Starkey claims he "hired" Lenske, Lenske & Heller. So Hubbard had to have given them a power of attorney to start representing him in literary and business and litigation matters and handling his estate planning. Where is it? Who got it? How? IRS not only gave tax exemption to all the corporations set up by Lenske, Lenske & Heller, purportedly based on an "estate plan" from Hubbard, but specifically referenced the 1986 Will of L. Ron Hubbard that Lenske says he assisted in drafting. So IRS must have a copy of the power of attorney. (Veritas)
Celebrity Centre moved into the famous Château Elysée, a French Normandie-style hotel in Hollywood, formerly the home of many prominent actors, actresses and other celebrities. In 1987, this building was registered as an historic landmark in the state of California. (CofS)
MSH is Controller and she holds control over the corporate structure of Scientology, as well as all of the trademarks and copyrights.
Then, attorney Sherman Lenske appears on the scene claiming to be LRH’s personal attorney.
Two months later, MSH gets overthrown from her Controller post and Lenske is instrumental in the corporate restructuring of all of Scientology. A year later he is a co-founder of the Church of Spiritual Technology, which eventually comes to have control over every intellectual property that LRH and MSH had ever owned or controlled.
Another co-founder of the Church of Spiritual Technology (CST) is Meade Emory. He was the Assistant to the Commissioner of the IRS in 1975 and 1976, when the FBI caught Wolfe and Meisner stealing IRS documents, leading to the FBI raid and the overthrow of MSH and the Guardian’s Office by CMO staff - the Broekers and Miscavige.

Miscavige, along with Pat and Annie Broeker, decided that the Guardian’s Office must be eliminated. He gathered a couple of dozen Church executives and they planned a series of missions to take over the G.O.
LRH appoints Bill Franks to the post of ED International and ordered Franks to become a signatory on certain bank accounts in Luxembourg containing about 150 million dollars. Between now and December 1981, there is a conflict between Franks and Miscavige over control of these bank accounts. (Criminal Track)
David Miscavige arranges a meeting with Mary Sue Hubbard, based on a lie. Hecalls her on the phone and implies that he has comm for her from LRH.
They get together, but the letter he promised simply did not exist. What hedid arrive with was a letter he had had written by church attorneys,(Sherman Lenske & Meade Emory ?) stating erroneously that Mary Sue’s presence as the controller of the church endangered and implicated LRH in all church matters. Based on this letter and other conversations that the two of them had, Mary Sue was eventually persuaded to step down as controller.
Miscavige’s exchanges with MSH were extremely bitter and he brags around INT for some weeks thereafter about calling her a suppressive bitch and some other names. (Criminal Track)
Twenty CMO missionaires, headed by Vicki Aznaran, were sent to the St. Hill and Los Angeles Guardian Offices, hoping to simply take over the G.O. Prior to this takeover, power was distributed between the CMO and the G.O. And they acted, to some degree, as a check and balance on one another. This was going to be the elimination of that check and balance and was considered to be a very important operation.
In Los Angeles, the takeover went smoothly until Jane Kember, Guardian World Wide, is encountered. She barricaded herself in her office and refused to be unseated. The missionaires manage to get an appointment with her and she is intractable. The missionaires then send a telex back to INT and two more missionaires are sent out to handle the situation.
What was decided is that a fake telex is going to be constructed, allegedly from LRH, that will order Jane Kember to step down and let the CMO take over the G.O. This telex is typed on the spot by the missionaires from INT, it is put in a folder that contains other legitimate LRH telexes and another meeting is arranged with Jane Kember.
Jane is given the folder of telexes to read, she sees the telex ordering that she step down and that the CMO be allowed to take over the Guardian’s Office and that action is done. That is the end of the G.O. and now the CMO and ultimately Miscavige and Pat and Annie Broeker now run the entire church.
A Reign of Terror begins, followed by the Golden Age of Squirreling, as follows:
Miscavige established and headed a unit called "Special Project”. From this position he ran the entirety of Scientology. He staffed it with 15 people who took over the functions of the GO bureaus. Some of the staff were Norman Starkey, Lyman Spurlock, Terri Gamboa and Vaughn and Stacy Young.
These people now ran the Intelligence, PR, and Legal functions previously run by the GO. The primary focus was on the Mission All Clear, in the legal division of the GO. The purpose of this unit was to extricate LRH from all of the lawsuits that had been filed naming him as the head of the Church.
Miscavige was personally charged with extricating LRH from pending litigation so LRH could come out of hiding.
Later, the Guardian’s Office functions of handling external matters, such as Intelligence, PR, and Legal are given a new name, the Office of Special Affairs (OSA). Miscavige now runs all of Scientology, both external and internal matters. The only people senior to Miscavige are Pat and Annie Broker, who work directly under LRH. (Criminal Track)
Then came a document called International Conditions Order Number 1, 5 August '81, with distribution to Flag, Folos, G.O., W.W., Continental Guardian Offices, Committee of Evidence, Fred Hare, Jane Kember, David Gaiman, Herbie Parkhouse, Henning Heldt, Duke Schneider, Mo Budlong, Jimmy Mulligan, Ann Mulligan, Rick Merwin, and Nicky Merwin.
In this document, the interested parties are Comm Ev'd by a committee consisting of chairman Lieutenant J.G. David Miscavige, D.M., Ensign Marc Yaeger, Warrant Officer Nelson, Lieutenant Commander Clarice Brusel, and Petty Officer April Hall. They were found guilty, removed from post, stripped of most of their certificates and so forth, but the findings were never published. (Peter Green debrief, 23.6.1982)
At this time, Alan Walter gets involved (He'd been kicked out of the Franchise Program in 1978, and had his mission taken away from him in the Midwest for the second or third time. His first one was in 1969). Alan went to Franks and told him that many of the old-time Mission Holders and the power leaders in the field were inactive. Such as Doran and myself, Ray Kemp, Bent Corydon, Carl Barney, and Phil Spickler. And Franks was horrified. He didn't know. He thought we were still on post all busy doing our things and running our missions. And he said, "I'm so busy right now with this G.O. clean up, the "Get High On Yourself" celebrity program, I need some help. But as soon as that is finished I will definitely put some attention on this and hold a meeting for the Mission Holders and see if we can get this lot cleaned up."
... on August 26, 1981 Bill Franks, ED INT, issued Sea Org ED 1789 INT BPI, All Staff, All Public, from Executive Director International. It was called MANAGEMENT CHANGES, and in this issue he told about the management changes and the history, and how the G.O. had turned around and gone adrift.
He says, unfortunately, over the years the Guardian Office went adrift. Factually, the phenomenon of being off-policy and off-source increased over the years. This was not a sudden change, but was a gradual decay in the G.O. by people who "knew best" and started formulating their own policy, sometimes even counter to the Church's best interest etc. etc.
An obvious example might be the criminal cases. Here we have people representing the Church who had gotten themselves involved in a fight with the government, when our very first policy is to maintain friendly relations with the environment. The mistakes made were simply that this policy was not followed and the results were predictably negative for the Church. Any and all criminal actions were done by a handful of individuals. It was not by the Church. Such actions are, in fact, totally counter to Church beliefs and policy, and that's the real truth of it.
Franks told me, subsequently, that in doing his evaluation he found that there were direct orders from LRH not to do anything criminal. That if you do criminal acts you already admit that you have failed because any information can be obtained legally.
Again, from Bill Franks to myself, he said that Mary Sue, (he was out here in Los Angeles), and Mary Sue saw this MANAGEMENT CHANGES issue in the L.A. Times. It was published by the World Press. It was run in the L. A. Times. It was run in the Canadian newspapers. It was featured, I think, four consecutive days by the BBC in England, and it made big headlines or big world press, that the Church of Scientology was cleaning up its act and was admitting that there had been errors and criminality, but now it was straightening out. Mary Sue didn't see this Sea Org ED, she read it in the paper and she called Bill Franks and she said, "Bill, I'm going to get you for this!"(Peter Green debrief, 23.6.1982)

Miscavige says that a concern of LRH’s was that his personal affairs be handled independently of any church activities. The IRS raised concerns regarding LRH’s relationship to Scientology churches. LRH wanted to have his personal affairs managed and to put an end to any concerns about his relationship to any Scientology churches. So, his personal attorneys advised and were the architects of a for-profit corporation that addressed these needs. Thus Author Services Incorporated (ASI) was formed to manage the personal, business and literary affairs of LRH, including his financial and legal matters.
In addition to ASI, another for-profit corporation is formed, Bridge Publications Inc. (BPI)
It publishes and distributes the Scientology Scriptures, including books and recorded tapes, and manufactures, repairs and distributes E-Meters. It also publishes and distributes LRH fiction works. New Era Publications performs the same activities for countries outside of the US.
ASI, BPI, and NEP are all for-profit companies. They pay royalties directly to LRH and his successors, which includes Religious Technology Center (RTC) and Church of Spiritual Technology (CST). (Therefore the IRS denies tax-exempt status to RTC and CST). (Criminal Track)
MSH and 10 aides appeal their conviction of conspiracy. MSH and 10 aides go to jail. With her and the Guardian and other key executives in jail and LRH hiding, elements of the Sea Org moved in to take command.
The last thing done by Miscavige is a complete corporate restructuring. He says he does this to ensure a "new GO” could never come about. He says the GO had become entirely autonomous and corrupt. He says part of the measures taken to ensure a similar situation could never occur again was the formation of Religious Technology Center (RTC). (Criminal Track)

Lenske claims that he was "informed" by "Hubbard" of Hubbard's "overall desires with respect to his estate plan, and particularly with respect to his intellectual properties." Well, that means, minimally, the creation of CST, of Author Services, Inc. (ASI) for a "Business Management Agreement" with ASI, of a new Will, of Author's Family Trust, and of Religious Technology Center (RTC) so the Advanced Technology and marks could be (fraudulently) "given" to RTC. In other words, Lenske is saying that L. Ron Hubbard is the one who dreamed up the entire fraud that ensued (and which the IRS has blessed with exemption) and informed Lenske of it. So how did he "inform" Lenske of this "estate plan?" Where is this incredibly intricate (and fraudulent) estate plan from Hubbard, spelling out the disposition and distribution of his copyrights and trademarks to CST? IRS gave CST and all the corporations created as a result of this "estate plan" tax exemption, so IRS has a copy. (Veritas)
On 8 October 1981, Flag Conditions Order 6439 issued at Flag G.O., W.W., Folos Continental, G.O., S.O., Orgs G.O., LRH Comm and Flag Reps, lists the status of Fred Hare, Jane Kember, David Gaiman, Herbie Parkhouse, Henning Heldt, et alia, that many of them have resigned from post entirely. Others have simply been busted.
In between the 5 August '81 Comm Ev on the G.O. people and the eval, Franks was very busy. At the same time, he was trying to handle the 'Get High on Yourself' program, which was a major celebrity program involving Cathy Lee Crosby and Bob Hope. Cathy Wasserman was organizing this. Author Services, Inc. (ASI) is incorporated, a Lenske, Lenske & Heller work product, specifically as part of the "estate planning" and to represent Hubbard's literary properties and business interests. The very name of the corporation indicates that "Hubbard" had to have given written approval of this corporation coming into being that would represent and sell his works. (Unless, of course, the name is just part of the fraud. Which it is.) When did he give this approval for his own personal literary agency? How? Where is it? The IRS ordered that all shares of this for-profit corporation be transferred to CST, so IRS has a copy. (Veritas)

Attorney Sherman Lenske, on behalf of Miscavige, Spurlock and Starkey and several others, incorporates ASI which becomes the corporate entity controlling Church of Scientology bank accounts and assets. In fact, the officers and directors of ASI possessed no authority from any Church of Scientology corporation to control its bank accounts and property.
This was earlier called "Special Project”, headed by David Miscavige and so is ASI.
At this time ASI is higher on the chain of command than RTC.
Jesse Prince says that ASI, LRH’s literary agency, is really used as the clearing house for LRH orders to Church of Scientology International, etc. The staff of ASI received their orders from LRH and his aide who lived with him, Pat Broeker. When DM was COB ASI, the staff of ASI commanded and ran the entire Scientology network.
From 1982 to 1986 LRH would dictate his orders into a dictaphone. Pat and Annie Broeker would take the tape to Susie Bennick at Gilman Hot Springs, Ca. She would issue dispatches to various executives at ASI, RTC, CSI, CST and CSC. David Miscavige oversaw the transcribing operation and enforced compliance to LRH orders. While Miscavige was COB ASI the staff of ASI ran the entire Scientology network. ASI had complete control over the management of all of Scientology. (Criminal Track)
DM makes the following ASI appointments:
Vicki Aznaran says that ASI was incorporated to be the funnel through which profits from Scientology Churches were channeled to LRH.
Stacy Young says that she and all ASI staff were instructed that making large amounts of money for LRH was an integral part of running Scientology.
LRH’s (perhaps Broeker’s?) communications to ASI staff made it clear that he felt justified in taking as much money out of the Church as Miscavige & ASI staff could get away with. Miscavige’s success or failure was based on how much money he could make for LRH, whether it came from the Church or other sources.
Accordingly, Miscavige made sure as much money as possible was taken from Church accounts. Treasury Secretary, Fran Harris, thought up "labels” which were attached to huge lump sums, which Miscavige then ordered transferred from nonprofit Church accounts, into ASI accounts every week. These labels were designed to conceal from the IRS the true nature of the transfers.
Miscavige made Lyman Spurlock responsible for working out the legal details of these transfers. Stacy Young, as Org Officer, often had to calm Lyman down after he had been ordered to legitimize some of Fran Harris’ money-making ideas. Lyman said he had serious disagreements with Fran about the legality of some of her schemes. Miscavige would always tell Lyman to "make it legal”.
The line was that Pat Broeker would tell David Miscavige to bring hundreds of thousands or millions of dollars for LRH. Miscavige would bring the money in a briefcase to Las Vegas. Pat would meet him there and then take the briefcase of money back to LRH. (Criminal Track)
Peter Green: And somewhere in November of '81, Franks kept his promise and organized the first Mission Holders Meeting at Flag. This meeting, which he and Alan Walter had dreamed up to get into comm with, and connect up, the Mission Holders, and the Mission Holders who had been kicked out and the ones who were no longer active, was part of the revitalization program and he wanted to brief them.
And Gordon Cook, who was the new Controller, who was now wearing Mary Sue's hat as Controller, was there and Jens Borgward from the CMO was there. And the first ARC break came when the Mission Holders arrived and the meeting started. Diana Hubbard was there, and Bill Franks was absent. He'd called the meeting and he wasn't there. When asked what was happening we were told that he had been called to Int for some kind of consultation or whatever and was handling an ethics cycle on the 2D.
Jens Borgward conducted the meeting and Ray and Pam Kemp had been invited. When they got there, the story of what had happened to them in 1975 on the theft of their Mission and their illegal Comm Ev and their expulsion and so forth, came out. Admissions were made that the G.O. had gone off-policy and, at that point, Jens Borgward turned to Gordon Cook and said, "Gordon, I think you should handle this cycle." The Kemps had been declared public enemies of Scientology because they were suing the Church and their lawsuit was coming up at that time.
So Gordon Cook arranged a Board of Investigation, a Board of Review, and the findings were published as Sea Organization Flag Conditions Order 6453-1 21st of November 1981 Broad Public Issue, titled BOARD OF REVIEW FINDINGS - RAY & PAM KEMP. In this, it gave the background, and then it found that their whole handling had been totally off-policy, out-ethics.
They had been denied standard Scientology Justice and they were not, in fact, SPs, even though they had filed a suit with the Church and that the only reason for the suit had been because all other lines of justice within the Church had been blocked to them. And even the lawsuit was an attempt to get into communication. So, they were exonerated and were restored to good standing by this issue.
The recommendations in that 6453-1 included a special Board of Review to be inaugurated for a limited period of time, specifically to encourage and hear current Scientology civil litigants' grievances against the Church and seek to resolve these on standard internal lines wherever possible. This special Board would not replace any standard justice recourse actions, but would handle those incorrectly handled by past members of the Guardians Office or other units acting on policies not those of the Founder. The Chairman was Ron Anderson, Secretary Nancy Kass, and Member Nick Fine for Gordon D. Cook, Acting Controller.
This created a tremendous resurgence of hope in Scientology, and various litigants in the Field were dropping their suits, getting into communication. The Kemps were telling people: "Look, you can get justice in Scientology now, even with us. We were expelled and declared and then suing. There is a sanity. There has been a severe reality adjustment. There is a reform movement within the Church and Scientology is getting back its ethics and getting back onto LRH instead of Jane Kember."
This resulted in myself wanting to connect up, Carl Barney wanting to connect up, and it led to the establishment of the second Mission Holders Meeting.
Also at that first meeting, not only did Ray Kemp get restored to good standing and get settlement on his mission, but Bent Corydon, who had been fighting since 1977, was awarded the Riverside Mission back. There was a Board of Investigation there and he was given back the Riverside Mission totally and now is currently running it.
Now, interesting data. Right after that Mission Holders Meeting, Bill Franks watched Vicki Aznaran, CMO, writing an entheta report on this "terrible" Mission Holders Meeting that was being held at Flag. It was a scurrilous report, full of generalities. Bill Franks read it over her shoulders as she was typing it, and said: "Vicki, what the hell is this? You know this is not true, you were not even there." She went out of comm with him.
So the first attack on the Mission Holders Meeting and this reform, came, as far as we can determine, from Vicki Aznaran in the CMO. She is now running and clearing up the US. G.O. She is in Sea Org, CMO running the G.O. at this time. (Peter Green debrief, 23.6.1982)
It starts with the re-opening of a comm line from LRH to and from CMO INT and others in late 1981 after a period of almost two years of little to no comm from (or to) LRH (from Feb '80 to Sept '81). Unfortunately, although the comm line was re-opened in late '81, it was a very limited comm line in that all communications travelled through Annie Broeker, Pat Broeker to David Miscavige and back up in reverse order. Pat and Annie were living with LRH and David Miscavige was living primarily at CMO INT. Other than Pat and Annie, no one, including Miscavige, knew of LRH's location. Miscavige would receive a phone call from Pat Broeker and then would go to a restaurant or parking lot and meet Pat Broeker to pass the mail. Thus, there was no way for any comm to get to LRH without it going through those persons.
I was one of four people who originally received and sent comm via that line in Sept/Oct '81, these comms from LRH and to LRH were technical.
In late '81 (about November), LRH sent down orders to CMO INT to collect up and send him data on the state of the orgs and Scn internationally. The data he asked for was very comprehensive and took about two weeks for the FB (Flag Bureaux) to collect and send to CMO INT for relay to LRH! Then an evolution began at CMO INT of rewriting/retyping all these reports to omit and add data so as to make things appear to be much better than was the actual truth. I was horrified that this was being done and the extent to which it was being done and particularly at the intention to deceive LRH into thinking that things in Scn were much better than they were. I first discovered this when one of the reports that I had written to LRH came back to me to sign after having been re-written. I then found out that all three of the reports I had written had been or were being re-written so as to grossly falsify them. I had carbons of the originals of these reports and began to argue with those concerned about the re-writing of these reports on the grounds that I insisted that LRH should be truly informed of the actual conditions existing in Scn internationally.
At the same time as this, I received the order from LRH to sec check Pat Broeker on certain subjects and did so (meeting Pat Broeker secretly at motels). I brought the matter of the falsification of the Scn reports to LRH to Pat Broeker's and David Miscavige's attention, asking them to intercede as they had seniority in the CMO. At first, both seemed reticent to do anything about it, then assured me they would handle it after Pat had consulted with Annie Broeker. Pat later spoke to me about the "undesirability of putting upsetting news on LRH's lines, but when I didn't agree with the falsification of these reports, he again assured me they would be handled. Pat's sec check and some other auditing was completed and I wrote a summary report to LRH. This report was later retyped in Pat's favour. The attempted falsification of the international reports on Scn to LRH were used as the reason (or one of the major reasons) for the removal of Gale Irwin by David Miscavige and Pat and Annie Broeker - from the post of CO CMO INT. Although I was assured at the time by Miscavige and Broeker that the correct reports would be forwarded to LRH, I later learned that that wasn't done. And, even later realized that Miscavige and Broeker had only used the.... of the falsification of the reports as an explanation and convenience to get rid of Gale Irwin as CO CMO INT. (Some months earlier, Miscavige and Broeker had busted Dede Voegeding as CO CMO INT for "security reasons" which later turned out to be because she was considered a threat to their authority.) Although these reports to LRH were falsified, it was usualy quite some time before I discovered the fact - partly due to the time before a reply came back and partly due to the practice at that time of simply passing on the LRH reply and keeping what went up in files (so unless one got access to and went into these files one wouldn't see what went up, just what came down). David Miscavige has Bill Franks locked in a room for several weeks while DM assumed control over all Scientology corporate bank accounts, and other assets. DM was represented by attorneys Sherman Lenske and John Peterson and paid them millions for their assistance in this unauthorized and illegal takeover.
Richard Murray incorporates Church of Scientology International (CSI).
The articles of incorporation state: The corporation shall present and propagate the religion of Scientology as founded and as it may further be developed by LRH.
The heads of the following CSI units comprise the "Watchdog Committee”.
CSI is licensed by RTC and is under the command of RTC and ASI.
Golden Era Film Production studio is located at Gilman Hot Springs, near Hemet, Ca. This also houses CSI. It is called "the Base” and it is where Miscavige has his primary office and residence. It is an 800 acre facility that is heavily fortified, with a high mountain lookout, bunkers, and has assault weapons and bombs. (Criminal Track)
Mithoff is said to have taken LSD 1000 times. He is said to maintain a secret list of deaths where the Scientologist was C/Sed to "end cycle”, meaning let the body die. This has been done in cases where the person was terminally ill. (Criminal Track)

The Church of Scientology International (CSI)--which is only supposedly the "mother church" for all of Scientology--is incorporated, also a work product of Lenske, Lenske & Heller. When and how did "Hubbard" give his approval for this corporation to house the Executive Director International, the Office of Special Affairs, the Executive Strata for Scientology? Who obtained the approval? Where is it? IRS gave CSI tax exemption, so IRS has a copy. (Veritas)
David Mayo receives many messages from LRH over the next eight months.
Amongst other things, LRH suggested that Mayo develop a Happiness Rundown, which Mayo did. When the rundown and course was complete, auditors and C/Ses from around the world came to ASHO where Mayo personally taught the course and internship. (Criminal Track)
According to Miscavige, LRH had no knowledge of MSH resignation and the disbanding of the GO until 5 months later. This would place his being informed in December. DM says LRH had two reactions:
He felt satisfaction that ethical Scientologists had shown initiative and acted.
On the other hand, the actions of the GO and Mission Holders, and the inaction of some of the ecclesiastical staff caused him great concern about the future of the religion and how it would accomplish its mission in his absence when he was no longer alive in body.
DM says he was not involved in the corporate restructuring. He says LRH insisted on handling his own affairs with regard to his relationship with the religion as its Founder. As the source of the religion’s Scriptures, LRH held the intellectual property rights of Dianetics and Scientology, through the ownership of both the religious trademarks and the copyrights to the Scripture. To accomplish his goal in seeing to the future of the religion he founded, LRH employed his own attorneys to be the architects of his estate planning. It was under these circumstances that two brand new churches came into being. (RTC & CST)
Having learned of GO corruption and having learned that several responsible persons in ecclesiastical management had failed to act, LRH determined that the future of the religion could not depend on a management body alone. To ensure he could maintain the standard and orthodox practice of the religion, LRH had registered all of the Dianetics and Scientology trademarks. While ecclesiastical means would most often suffice to see to orthodoxy, trademarks also provided a legal means to prevent unorthodox use.
Over the years, many individuals had attempted to create splinter churches of Scientology, using a perverted version of the subject. Through the legal power of the trademarks, such offshoots could be prevented or at least prevented from misleading people by representing themselves as orthodox Scientology. LRH decided to donate the trademarks to the religion but he insisted that any church to whom he donated them be entirely independent of any management body involved in the day-to-day affairs of ministering to the religion and its parishioners. RTC was created for this reason – to receive the Dianetics and Scientology trademarks and thus be responsible only for orthodoxy.
LRH also wanted to ensure his copyrights to the extensive library of Scientology Scripture would be used for the benefit of the religion, and not for the benefit of any one person or persons. And again, while ecclesiastical means would usually be all that was needed to maintain orthodoxy, LRH had always employed the copyright laws as a means to legally enforce his rights to prevent alteration of his materials by others.
Also, LRH had often spoken of archiving the Scriptures of Scientology in the event of a catastrophe. Harking back to the concern for the future of the religion and in light of the events of the early 1980s, LRH furthered reasoned that yet another independent church body should receive his copyrights.
Even though RTC would be the recipient of his trademarks, and charged only with the orthodox application of the religion, LRH felt that even those duties could distract them from the ultimate preservation of the religion through archiving its materials in indestructible form.
In an abundance of caution, should any church organization be corrupted again, he determined that no church should hold both the trademarks and the copyrights. Thus, to receive his copyrights, Church of Spiritual Technology was formed. CST’s function is purely archival in nature. CST preserves the written Scripture on stainless steel plates, the recorded word on nickel plated recordings, and places all of it in titanium containers stored in vaults constructed to withstand nuclear explosions or other cataclysmic events.
CST also stands as the ultimate safeguard of the Scientology religion should the entire religion, even RTC, ever deviate from the pure Scientology religious teachings.
The GO had already demonstrated the danger of corrupt officials. While powers of persuasion and internal justice procedures had corrected the GO problem, this safeguard was considered insufficient should a similar problem recur in the future. LRH reasoned that involvement in day-to-day affairs was the only way any individual could ever be seduced into unethical activity.
Hence, LRH suggested that these new church corporations should have Trustees. As Trustees, they we would have no authority in the conduct of corporate affairs, with neither the ability to give orders or directions, nor perform any corporate activities whatsoever. Their only authority would be to appoint or remove directors.
Since they would not be involved in corporate affairs it was expected they would not become involved in any potential corporate malfeasance or dereliction of corporate duties and bylaws. Since there would be several Trustees, no individual Trustee could subvert the corporate structure or Board of Directors by moving themselves into a position as a Director. As a result, there would be layers of safeguards ensuring corporate integrity, while also providing a mechanism to ensure no church could ever again be corrupted without a mechanism for rectifying the problem.
The restructuring of other churches of Scientology was not part of LRH’s estate plan, although it evolved out of the same desire to ensure the future of the religion, not just following the death of its Founder, but for all time.
RTC did not come out of Church of Scientology California, but was a brand new organization, established precisely because the role it is charged with performing did not exist in the religion and the religion almost collapsed because no church performed that function.
Bill Franks holds a Mission Holders conference to address expansion plans for the religion.
Not at all. The intent was to recover senior Scio's that had left the CofS due to the abusive and criminal GO and SO acts.
Franks contacted me on my yacht, and asked for my help to recover these people.
I was also off lines and out of Scio., at the time running a $billion network of International companies.
I told him that no-one was interested in coming back unless the abuses were remedied. ie: The RPF, the brutal working conditions, the sleep deprivation, the poor feeding of staff, the price increases, the returning of stolen property, the admittance to the abuses, the elimination of kangaroo court ethics. etc.
Franks agreed to correct this.
I made 4 phone calls which resulted in 250 people coming to Flag from all over the world.
There was no mutiny....the was just an honest attempt to clean things up and restore trust.
What eventuated was a power play between Miscavige, Starkey the CMO and Bill Franks and the rest of the SO.
Miscavige and Co invented the mutiny rumor.
In my estimation DM and Co committed the destruction of Scio by the use of that false assignment.

There are two meetings, the first one in Clearwater, Florida, the second one in San Francisco.
There were three meetings. 2 in CW - the 1st in Oct 81, the 2nd in Dec 81... The 3rd in San Francisco in Oct 82.
The San Francisco monstrosity caused the end of the Mission Network as a power.
Not only did DM and Co. destroy a powerful network, they destroyed the lines that cleaned up the field upsets, and cut to pieces the recruiting lines and facilities that provided an approx 3,000 hatted staff a year into the Orgs worldwide.

According to Miscavige, this turned into a "mutiny meeting” by some of these Mission Holders. The Mission Holders were protesting new demands for more money and more control being exerted over them. With all of the shakeups and LRH being unable to appear the Mission Holders were threatening to revolt.

True. You must understand the people at the Mission Holder meetings were in fact mostly Class VI's, Class VIII's and the highest OT levels, almost all opinion leaders. They had built the majority Scio.
DM and the CMO brought about the schism by using abusive and criminal tactics.
They have continued to employ those abusive and criminal tactic to this very day.....consequently not only us who at that time in 1981 could see what this behavior would lead to, now the rest of the world is privy to DM's and Co's criminal and abusive tactics.

That meeting took some days and it was hot and heavy. In that meeting, forty-plus stat-producing mission holders grouped together in a room at Flag and placed Flag management in a lower condition. They told the management that if the situation was not corrected there were going to be splinter groups. They explained that there was a very very large disconnected, ARCx field out there. They explained that the suits against the Church were the Church's failure to Handle. This enturbulated some of the Flag management and rightly so. BECAUSE IT WAS A WRONG CONDITION AND INDICATION. The VISIBLE Flag management was not in a lower condition according to the data they had. Neither were the mission holders in a lower condition. In fact, neither party was at fault -- although both thought that the other was.
In spite of the enturbulation caused to Flag management from being assigned a wrong condition, the two groups started to comm and events started to occur to clean up the problems. The mission holders and other leaders were allowed to set up an office in FOLO. They (MHs) heard the cases of hundreds of Scientologists who were inactive, off lines, ARCx, sitting for years in a mis-assigned condition, etc. These people were contacted through public meetings held by the leaders. The meetings were hot and heavy because each of the attending persons was loaded with their own personal BPC from their own lost bridge. Through the meetings, lines were established, and each person was sent to the FOLO office so that the time and care needed for a personalized handle could be given, and the people gotten back on the bridge. These meetings were open to anyone and everyone no matter how long they had been out of the Church and no matter what they had done. Needless to say, the meetings were absolutely packed with highly trained OTs and ex-staff who were all inactive in PT. Over 20 inactive Class 8's were rehabbed the first month. The second major stat of these meetings was that people suing the C of S were contacted by the leaders of the meetings and other volunteers... The list was given to the Mission holders -- so obviously there was some co-operation going on, as well as permission to set up office in FOLO. It was discovered that each of these suits boiled down to non-delivery of the bridge. In other words, someone paid money but left at the end of the service in an ARCx about the delivery. It was found that each of these persons cleaned up easily on two way comm and proper indications and otherwise standard Tech and that they dropped the suit. Over 70 suits were contacted.
In these meetings a lot of charge came off. Some people came out of curiosity and got charged because they hadn't known about the upsets that existed. The huge majority of tone, however, was of relief, great relief, because one could say anything, be acked, listened to without eval. The person then was given a line to handle their grievance -- that line was helpful, not evaluative and interested only in getting them back on the bridge. That line was willing to take the time and space to do what was needed to be done (at no money charge) and that line was not willing to waste people nor were they desirous of it. That line also had the beginnings of authority to publicly indicate past slanders of persons by wrong conditions assignments, an action necessary to fully blow the charge for the person and the group. Also, these mission holders were highly trained people, thus able to as-is what would look to a lower-trained person like only "natter". Rather than "natter", an unbiased, trained person finds out lists, wrong whys, m/whs of nothing, wrong condition assignment, ARCxs on not-thereness, BPC, etc., etc. With only the use of "all ARCxs stem from MW/Hs" and not all the Tech on MW/H and ARCx, an untrained person would not, of course, be able to bring all persons in trouble to an as-is-ness.
So even without doing a lot of auditing on the inactive Scientologists, these meetings were producing a phenomenon in the field -- a few thousand members worldwide turned up in a few short weeks with many more on the way as the word got out. Also, the people threatening to splinter joined to help. Thus, a great resurgence of hope that the Church would stay in one piece took place. (Dane Tops Debrief)

On December 6 of 1981, a second Mission Holders Meeting was convened. It was set up by SMI, Scientology Missions International, and I have in front of me an issue dated 14th of November 1981. It is a C.S.W. from Tina Meyers, who was Deputy SMI Liaison Flag to the SMI Officer Int Jan Logan, and it's called Operation Connection Number 3. This was issued as an SMI Project Order, issued to SMI Int, SMI Liaison Flag, info to the Office of the Controller, to the CMO Clearwater, to the CMO Int and to the Watch Dog Committee. It set out what the purpose of the meeting was: the project information, the call-in campaign, the operating targets, the vital targets, the primary targets, and it was to continue cleaning up the ARC broken field and get the Mission Holders active and connected up and carry on the good work that was done in the first Mission Holders Meeting.
Doran and I were not present on the first day. We were refusing to go to that meeting. But we received calls from Milt Wolf, from Bent Corydon, from Peter Scupholm, various other Mission Holders, and Carl Barney, who had had 5 Missions stolen from him and a total of 4 million dollars. And since Ray Kemp had gotten justice, and Bent Corydon had gotten justice, and Gordon Cook had talked to Carl and promised that he would have a resolution of his situation, would have justice, Carl persuaded me to go down there.
So we went, with Flag paying our expenses. It turns out that they billed G.O. W.W. for our air fares and expenses, feeling that that was just, since they were the ones who had done us in.
At that meeting it came out that Bill Franks who had convened the first meeting and hadn't been allowed to attend, had gone off to Int and had been placed under guard, 24 hours a day and had had his telephone bugged. And when this came out there was a furor because he had gone to get handling for an out-2D situation. And it turns out that the guy who was conducting the Mission Holder's meeting in Bill's absence had now married Bill Franks' wife, Jeannie.
I do not know the rights and wrongs of this and who had the out-2D. Later charges were brought against Bill Franks for out-2D with Cathy Wasserman, whom he'd been working with on the "Get High On Yourself" program.
But there was an outrage on the part of the assembled Mission Holders, field staff members and SMI personnel over the fact that Bill Franks was the ED, wearing Ron's hat. And who had Authority to place the Senior Management Terminal of the Church under surveillance bug his telephone and place him under restraint? Who in fact had the power to Comm Ev him or to put his ethics in? It wasn't that we objected to his ethics being put in. We wanted to know the command line. There was no policy extant at the time that placed the CMO as his seniors or the Watch Dog Committee as his seniors. We couldn't find out who was in the Watch Dog Committee.
Now, we were protesting that we were being run by an anonymous council. A generality like the G.O. and now this Watch Dog Committee. Who are they? What are they? What do they do? What's their function? What's their purpose? What's their policy. What is the scope of their orders? What issue from LRH has given them any power and authority. We wanted answers to all these questions.
We put Bill Franks on the spot and asked him to explain and he couldn't answer. We asked, "Is this Policy Letter that appoints you ED Int for life, in fact true, or are you just a figure-head. Who does these things? And he pointed to Annie Trascott, who was the representative to CMO INT and the WDC and said, "Ask HER." She squirmed & wriggled and didn't come clean and wouldn't tell us and complained that she was under attack.
What then happened was that Brian McKee, after a while, stood up and said, "I'm tired of all this. I'm tired of the depredations inflicted on us all by the G.O. These hidden data lines, hidden control lines. I am an OT and as far as I am concerned, this group of youngsters who are the messengers should be Bill Franks' juniors. They are Ron's messengers. In the absence of the founder, Bill Franks is wearing Ron's hat and therefore Ron's messengers should be Bill Franks' messengers and I am assigning them now a condition of confusion."
And he wrote out a condition of confusion on them and gave them 30 days to work through the condition and get upgraded by the Executive Director International. At that point, he passed it around and about 30 of us signed it including myself and Doran, most of the Mission Holders who were there and some Sea Org crew such as Frank McCall, David Meyers and Tina Meyers.
And so, the Mission Holders Meeting was supposed to have been Friday night, Saturday and Sunday and then go home. In fact, I think it lasted to the following Thursday because so much data was coming out, so much false data was being stripped. We had something like 200 people who'd come in from all over- from San Francisco, from Dallas, from Austin, from Connecticut, from L.A., i.e., org people, Sea Org people, G.O. people, mission staff and so forth. They begin to tell their stories.
Many of them were horror stories of being ripped-off, raped and black-mailed, or removed from post when they had upstat conditions. Or being given false ethics trips, black P.R. and so forth. And it was, in effect, running out the group engram. It was not, as was alleged, a squirrel-group engram-running. It was simply that the false data was falling away and the truth was emerging.
And people were blowing charge and they were coming back to the truth. For example, one guy will stand up and start telling what had happened to him in D.C. and another one will say, "Well I have some other data on that", and he tells his side of it. Somebody else will say, "I've got something to contribute here because this was what was happening. I, at the time, was on such and such post, I got orders to do so and so, and that was why you got done in because the order came from Bla Bla." Then Blah Blah would have to stand up and tell his side of it.
And it was a connecting up of people, many of them whom were OTs and NOTs people, and they weren't taking any bull shit and they were telling the truth and charge was blowing and truth was coming in. False data was being just blown to pieces and it was an incredible connecting up of people as a true group wanting to connect up with LRH.
And the one thing they were sure of was that LRH was IT and that most of these things were not LRH. They were perversions and corruptions on LRH and they had a feeling they could get Scientology back and get LRH back into Scientology.
And Sue Anderson, who was a PRO, stood up and cried and told us that Ron had not been on the lines and that her comm from him was being corrupted. She produced evidence of advices from LRH which had been censored, where paragraphs had been cut out, and where forgeries had been sent to her. So she thought he was on the line and he wasn't on the line.
And it was just one incredible series of blowdowns of learning the truth. So a demand was made that the CMO and the Watch Dog Committee should appear in front of this meeting and contribute their side of things and explain their relationships. What were their orders. What policy established them. What gave them the right to arrest and bug the telephone of the Executive Director International? Who were these people? Who were the Watchdog Committee and what powers do they have and so forth?
So they flew in, and there was David Miscavige, Marc Yager, Norman Starkey, John Horwich came in, and David Mayo, too. When they finally arrived, it was a fiasco.
At Alan Walter's request, both of the entire Mission Holders Meetings were videotaped to protect us so we wouldn't be misquoted. Also because verbal orders were being given, and if it is not written, it's not true.
For example, on the subject of the prices, somebody asked Peter Crundall of the Westwood Mission to, "Ask Bill Franks what about the prices." And Bill's reply was, "Well you have to charge enough to be a viable mission. But if you price yourself out of the market you will go bankrupt, so why don't you follow LRH policy in Volume 3 and work out the price. But remember, there is a second policy, which is you must not undercut your local Org. So get together with the C.O.s of ASHO and L.A. Org and work out a price for the area."
This, of course, was a verbal order, so we wanted things like this recorded. So it was actually written, it was written on a video tape. My understanding is that these tapes were taken by CMO Int and these are what were used to declare us and to allege a conspiracy to take over the Church and deny it to fully constituted management etc. So they were a double-edged sword.
One of the examples of what had happened was the Assistant Guardian from Austin Org stood up and told a horror story of how he had been recruited into the G.O. He had been a tech C/S and he said, "When I was trained in the G.O., my B1 hat pack was 3-1/2 inches thick and when we stripped out all the false orders and false tech, we were left with a half-inch that was LRH." He said, "Let me tell you what happened when I first joined the G.O. because I decided that I was a tech C/S and was doing well in the Org but I wanted to play a bigger game and run the 3rd dynamic engram instead of just one person at a time:
I went through an apprenticeship in Los Angeles and Jimmy Mulligan said, "What we have to do is get the goods on this guy, he's an enemy of Scientology. He's PTS and he's gonna attack the Church, so I want you to go through his folder and find out what you can."
So I did, wearing my tech hat, and I looked at it. Well, the fellow's in ethics trouble, so prior to that there must be some out-tech and so forth and sure enough I found it. There was the messed-up ethics cycle and prior to that there was a list that was wrong and I was very elated and I went to Jimmy and I said, "Hey I've got it, look what happened, the guy's threatening to sue the Church and prior to that there was this mishandled ethics which was gross and prior to this was a fuck-up in his auditing and here is the wrong C/S and how we correct it."
And Jimmy said, "Wait a minute, hold it everybody, hold it guys. Hey, we got a 'techie' in our midst." I wondered what he was talking about. "Yeah, we got a techie," and he said, "look son, that's not what we want." And for the next couple of hours I was degraded for being a 'techie' and I was told, "What you do is you go through the folder and I don't give a damn about the tech, I want the dirt, the witholds. I want the crimes we can use against him."
I went into degradation. And also in the next 2 hours I was blackened for believing that I could exteriorize. Anybody in the G.O. who thought that they could exteriorize in the G.O. was considered theetie weetie. Anybody who believed that there was such things as perception, that you could look down the hall and see into another, was completely discouraged-- "In the G.O. we're not interested in that, we're interested in facts, in documentation, in affidavits." From there on, that was the last time I made case gain.
And then Joe Leasa stood up and he started telling some of his withholds and his activities in the G.O. and Alan Hubbert got up and said, "In my 7 years in the G.O. I am proud to say that I never once committed any criminal acts."
And immediately, Darby Simpson said, "Well you did with me, on that cycle you handled," and he admitted, "that's true, well I guess that was illegal." And Renee Duke got up and said, "you really were illegal with.... and did this, and that was criminal." And he admitted to that, and then we tried to pull Alan Hubbert's withholds, but he wouldn't come clean and the room knew that this guy was squirming and witholding.
This second meeting consisted of about 5 days of grief, tears of people crying, of hearing other people's horror stories. Doran told the story of Lori's death. I told the story of the attacks on us at Saint Hill after we went there to disseminate NOTS and were the first NOTS completions ever to promote the subject in England.
Jan Logan came in and Doran bopped her and decked her with a right cross which brought in a lot of good indicators, and finally Jan Logan stood up and told the truth about what had happened in England and how Jane Kember had spent 4 hours explaining to Jan (when we were doing the data eval) that Peter Green was S.P. and one of the biggest S.P.s in Scientology. And Doreen Casey contributed that Jane had black PR'd me in 1968.
Other people who had heard stories began to contribute their data, and it turned out in the testimony that Jane Kember had falsely attested to OT III in '68, and had turned sour. All sorts of truths were coming out. Charge was being blown and the results of this meeting were some incredible products.
We revitalized some 30 Class VIIIs and about 60 Class VIs and these people were all wanting to get back into business. And Bill Franks was taking the stops off. He said, "Whatever you want to do, go ahead and do it, provided it is LRH. Don't follow any illegal orders. Ignore BPLs. Ignore Guardian Orders. But if it's on policy and you've wanted to do it, then for God's sake, do it. And they eliminated the multiple mission charters and things like this. If you wanted to open other missions, then open other missions, and there was a huge expansion and revitalization mood and a huge renaissance feeling.
Artie Maren was there and was extremely excited and was going to put out a press release based upon what was happening and make the press right. Basically, his idea was that Scientology had gotten into the hands of a very few criminals per the issue Management Changes and that the members of the Church had now thrown out their suppressive management, meaning the old G.O., and were cleaning up their act. The press release, in effect, would say the 4th estate has done its job. It has drawn our attention to these things. The FBI has done its job. It has arrested the criminals, the courts have found them guilty. They're going to jail. Members of the Church never did condone these actions and have now re-aligned themselves to L. Ron Hubbard. And now there's a new management and a new mood and a renaissance within our Church.
And this way would make the press right for the past entheta, but now they could write good things about us and this was the whole mood. Now we're going to expand and we're going to get back to Ron.
Meantime, reports are flying from Los Angeles to CMO and from other people at Flag up to CMO that there is a revolution and a mutiny going on. Vicki Aznaran's writing reports, people are sending telexes to their staff saying to return immediately, do not support this mutiny - what mutiny? Come back to base.
Joe Leasa was ordered back to U.S. GO. He stood up and he said, "If you're looking for a plant in this meeting, don't look any further. I'm it. I was sent out here to find out what you guys are doing and to infiltrate this meeting." And he began to come up with his withholds. He said that when he was ordered back to Los Angeles he sent them a message saying, "No, you come here, this is where Scientology is, we have LRH in our midst and you come and join us."
When he got back he was declared type III and he was put through an Ethics trip. Basically, what was happening was that the false reports were being erased and blown. The 3rd dynamic engram was just disappearing as people reconnected to Ron and eachother and there was a tremendous amount of tears and people crying as they heard horror stories, it was on the 3rd flow. I mean I would hear what had happened to you and I'd choke up over your experience and vice-versa, and it formed, temporarily, a true group.
Then the CMO came in, having been thoroughly inadequately briefed, thinking they were coming to quell a mutiny. When they arrived, David Mayo first began to give a tech briefing and he was told, "David, that's not what we want, we want to get in comm with you guys." And then Norman Starkey stood up and began to handle us by reading What is Greatness - it was totally out of R, you know- it was like you've got to forgive the people you're mad at.
Then finally I stood up and said, "Gentlemen, can I be your spokesman for a few minutes?" The group said "Yea". And I said, "Gentlemen, you're inadequately briefed, you've come here with totally a wrong idea of what's been happening for the last 5 days. This is not a mutiny. We have shed tears. We have bled together. We've suffered together and we have reconnected and we want to connect with you. We want to get our hats on. We want your hats straight. We want Bill Franks' hat. We want Gordon Cook's hat. We want our own hats back.
"And I suggest that right now we're out of ARC and out of comm because you're talking to a picture of something that isn't true and that we adjourn this meeting while you get a briefing and then we'll meet tomorrow."
So I sent everybody to bed and they went off and got a briefing. That night, John Horwich sat with about 10 Mission Holders, Marty Samuels, Bent Corydon, John Woodruff, myself and so on, and gave us the whole history of what had gone on in the G.O., including removing Mary Sue, Alan Walter and Dean Stokes. Others sat and gave a briefing to Miscavige and those guys.
And the next day we got together and there was an apparent EP to the meeting of "OK you guys, we understand you've got your hats back, you can do your job and blah blah blah." At that point, Bill Franks subsequently told me, "Right then I knew I was dead."
And we went back to our various missions and areas and we were told by Gordon Cook and by Bill Franks to continue these meetings. To set up these meetings in the field and let people discharge their charge and do what we'd done at Flag.
So Peter Crundall set up a meeting in the Westwood Mission and Helen Geltman set up one in New York. Someone else set one up in Columbus, Ohio and this type of meeting was held, where the fact was given that there've been two Scientologies. There's been LRH Scientology and there's been this squirrel black Scientology that has come out of the G.O. And that this is false data, and its lies and its criminality and people were beginning to blow their charge and do basically what we'd done at Flag and there was a whole new spirit and the result was that they did set up this permanent board of review.
Now one thing I should mention. At the first Mission Holders meeting the whole subject of the Bureau 1 files had come up: The lies about the Kemps in the B1 Files, the black PR against most senior Scientologists in the B1 files. Gordon Cook and Jens Borgward said, "I don't see any reason why they should even exist, these were to handle enemies of Scientology. They were never to be dossiers on Scientologists." And so Gordon and the others said, "You can go in and see your B1 file and burn the damn thing. There's no reason to have them." And so the B1 files were opened.
So I came back to Los Angeles and Doran and I were ready to go out and connect up and start a Mission. I arranged seminars. I arranged lectures. I arranged to go and do a speaking tour all across the country at new missions. There was a whole expansion movement. There was postulates of opening up. Peter Scupholme was gonna open up 13 new missions. Peter Crundall was going to open up two more missions in L.A. and so on. An incredible revitalization!
So I came back here and this was just before Xmas and I went into the G.O. and asked to see my B1 file and I was told that I couldn't see it. And I contacted Flag and they said somebody's put a stop on it. Allegedly, the stop was from the Watch Dog Committee. I was invited back to Flag by Div 6C.
They decided to use under the OPZ and the 4th Dynamic program to expand the out-reach of Scientology based on an eval done by Diana that had been approved, that had set up Operation 4th Dynamic. Not OPZ. Operation 4th Dynamic. And there were many new ideas of the bridge to the bridge. Of taking LRH stuff out directly to the public instead of via the Orgs, to go out with an out-reach. I can go into that program separately.
As part of this, Riggs Eckelberry wanted to do a series of power hats and he asked me if I would do the Anatomy of the Human Mind Course on video tape. And I also volunteered to do my power hat of the PE Course which I've used in every mission I've ever had. It's basically an LRH P.E. Course of how to reach the general public so that people could buy this videotape and use it in the new SMI programs and the new missions that were coming along.
And there was a whole "let's get the tech out, let's get LRH out". I was asked to do the Anatomy of the Mind data because I was present when Ron did the original Congress with the whole stage thing and I created Ron's mock-ups at the time, so we were flown back to Flag just before Xmas.
At that time I talked to Bill Franks and he said that the Mission Holders meeting was both a triumph and a disaster. It was a triumph in the terms of the products that we got. We got some incredible products: A revitalization and the International stats are just going out the top. But it was a disaster from a PR standpoint because we thoroughly upset the C.M.O. and they didn't understand what was going on. (Peter Green debrief, 23.6.1982)

Gerald Armstrong, the "Hubbard Archivist" working under Lenske, disappears, and 30,000 original, one-of-a-kind estate documents--all intellectual property of L. Ron Hubbard, including original manuscripts--later valued at a total of $5 million, are missing from the archives, stolen by Armstrong. Did Lenske, as part of handling "all aspects" of estate planning, bother informing "Hubbard"? Surely he did. How? When? (Or maybe Lenske didn't, since L. Ron Hubbard never bothered to file grand theft charges against Armstrong, instead letting it wind up in civil court, the estate having to pay Armstrong a settlement, through CST Special Director and Lenske law partner Lawrence E. Heller, just to get the estate property back.) (Veritas)
So he (Bill Franks) wrote an issue which is S.O. ED 1874 Int of 15 Dec 1981, all staff, Sea Orgs, non-Sea Org, Class IV Orgs, fields, missions and it's called MORE ON MANAGEMENT CHANGES.
And in this he tells something about the Mission Holders meeting, the field expansion, the team effort, the subject of the Boards of Investigations in recognition of the recent renaissance within the Church, the new on-policy and on-source reorganization and changes within the Guardians Office, and setting up a board to hear grievances from all persons who feel they are currently in conflict with the Church or to handle past conflicts that haven't been resolved.
Then, he also said that he wanted to set up an International Management and Field Advisory Board which would be comprised of opinion leaders and people in the field in areas of power, such as representatives from the Missions, such as Martin Samuels, a representative from the legal field, such as the guy who's doing judiciary Dianetics, and somebody from the business field. And set up an Advisory Board to advise management, meaning Bill Franks, on maintaining friendly relations with the environment - first policy.
And so the Advisory Board was put out by Lt. Commander Bill Franks E.D. International and again he's talking about the renaissance, the FEBC Program, the Operation outreach, the 4th Dynamic Operation and the back-up and support and so forth. You can read the issue. I mention that because one of the charges for which Alan Walter was declared SP was for setting up this International Management Field Advisory Board in an attempt to take over the Church and it was declared a squirrel splinter group.

Goal: to broadly advise service and provide good counsel in assisting LRH Scientology Management and the field to maintain friendly relations with the environment and the public.
Purposes:
to help individuals and groups attain the results that standard LRH Tech and Admin can produce when standardly applied. To bring to official notice and put on standard lines for remedy any injustices, flubbed cases, ARC broken publics, abuses of Rewards and Penalties P/L (3): to connect upstats and maintain that connection per the Power Formula. This was written and approved as part of the renaissance.
The Stats would be number of recovered Scientologists, number of new people in, number of new groups formed, number of new missions formed, number of new orgs formed, number of LRH books sold, number of winning team members, number of flourishing and prospering advisory boards, number of expansion opportunities identified and exploited.
The V.F.P. would be: Friends who flourish and prosper due to association and connection with other Scientologists, Management and LRH. V.F.P. is an expanded and enhanced World Scientology Community of OTs forming a true group of friends cooperatively and joyfully pursuing future expansion across the dynamics.
Sounds very squirrely and suppressive doesn't it? One of the cognitions we had at these meetings was that the product of an S.P. is enemies. An S.P. is surrounded by enemies and therefore he sees enemies and he makes enemies. And the history of the G.O. under Jane Kember's, Mo Budlong's and others' management had been to create enemies within and without Scientology.
Therefore, that's the product of a true OT and we've decided it would be friends, and Ron's first policy was to maintain friendly relations with the environment. So this was part of Franks' overall expansion and revitalization program and during all of this the stats were going up superbly. (Peter Green debrief, 23.6.1982)
